Ibarra Family Health Center - Design Build General Contracting Services

Family Health Centers of San Diego (owner) invites sealed bids from Design Build General Contracting Firms for providing complete design, engineering, permitting, and construction of a 2,858 square foot quad wide modular facility.

The project budget of $500,000.00 is 100% funded by Affordable Care Act Grants for School-Based Health Centers Capital Program.

Interested Design Build General Contracting Firms may obtain the plans, forms of proposals, bonds, contract special provisions, and specifications via email from briant@fhcsd.org after 12:00pm on February 27, 2014.

A mandatory site visit/job meeting with the owner representative will be held at the job site located at 4877 Orange Avenue; San Diego, CA on March 03, 2014 at 2:00pm, to review project, construction administration procedures, existing site conditions, construction access, staging areas, safety and protection.

Sealed bid packages shall be delivered to 823 Gateway Center Way; San Diego, CA 92102 no later than 1:00pm on March 28, 2014.

NOTICE IS HEREBY GIVEN that the Chula Vista Elementary School District of San Diego County, California, acting by and through its Board of Education, hereinafter referred to as the District, will receive up to but not later than 11:00 a.m., on March 12, 2014, sealed proposals for the award of a contract for:

Each proposal must conform and be responsive to this Notice of Request for Proposal, the Information for Proposers, and all other documents comprising the pertinent contract documents. The District shall negotiate a contract with the vendor whose proposal best complies with the all requirements of the RFP and, based on the District's evaluation standards, will be most advantageous to the District with price and all other factors considered. The District expects to announce its selection and designate the contractor on or before April 9, 2014.

The District reserves the right to reject any or all proposals, to accept or reject any one or more items of a proposal, or to waive any irregularities or informalities in the proposals or in the RFP process.

No proposer may withdraw its proposal for a period of sixty (60) calendar days after the date set for the receipt of proposals.

NOTICE IS HEREBY GIVEN that La Mesa-Spring Valley School District, of San Diego County, California, acting by and through its Governing Board, hereinafter referred to as the District, will receive up to, but not later than   2:00   o'clock p.m. of  the  18TH   day of  March, 2014, sealed bids for the award of contract;

Bids shall be received in the office of the Business Services, Purchasing Department of the District at 4750 Date Avenue, La Mesa, California 91942, and shall be opened and publicly read aloud at the above-stated time and place.  Any bid received by the District after the Bid Deadline shall be returned to the bidder unopened.

Bids must be submitted on the Bid Form provided by the District and included in the bid documents. Except as provided in Public Contract Code Section 5100 et seq., no bidder may withdraw a bid for a period of sixty (60) calendar days after the opening of the bids.
 
The Director of Industrial Relations has determined the GENERAL PREVAILING RATE OF PER DIEM WAGES in the locality in which this work is to be performed for each craft or type of worker needed to execute the contract which will be awarded to the successful bidder, copies of which are available to any interested party on request by contacting the Director of Industrial Relations, telephone number (415) 703-4774 or at www.dir.ca.gov.                                      
 
It shall be mandatory upon the Contractor to whom the contract is awarded, and upon any subcontractor under him, to pay not less than the said specified rates to all workers employed by them in the execution of the contract.

The District may have made a finding that certain brand or trade names are necessary in order to maintain conformity among its campuses, compatibility with existing systems and to streamline maintenance and parts storage.  A copy of the resolution is incorporated in the bid documents under Specifications.
 
The successful bidder will be required to provide both a Performance Bond and a separate Payment Bond, each in an amount equal to 100% of the total contract amount.  The forms of the bonds are set forth in the Contract Documents and all bonds must be issued by a California-admitted Surety as defined in California Code of Civil Procedure Section 995.120.

CITY OF NATIONAL CITY
NOTICE INVITING BIDS
---
The City Council of the City of National City invites sealed bids for performing the 2101 Hoover Avenue Tenant Improvements, Specification No. 14-01.

This project consists of various tenant and building improvements on an existing site and structure at 2101 Hoover Avenue, National City, CA.

All sealed bid proposals must be received by the Office of the City Clerk located in City Hall, 1243 National City Boulevard, National City, California, 91950, prior to the bid closing time of 2:30 p.m. on March 25, 2014. Bids will be publicly opened and read aloud at City Hall, on the second floor, in Council Chambers, immediately following the bid closing time.

The project documents include the Standard Specifications for Public Works Construction, 2012 Edition, (Greenbook - including the current San Diego Area supplements) all referenced documents, drawings, codes regulations and these contract documents. The Contract Documents may be inspected in the office of the City Engineer, located in City Hall at 1243 National City Boulevard, National City, California, 91950, Telephone Number (619) 336-4380, Fax Number (619) 336-4397. Digital copies (CD) may be obtained at that location upon payment of a non-refundable fee of $5 for each set. (Includes plans and contract documents, but does not include all other referenced documents).

A MANDATORY pre-bid meeting has been scheduled for March 13, 2014 at 2:00 p.m. to review the project. The pre-bid meeting will take place at 2101 Hoover Avenue, National City, CA. Representatives of the City will be present to answer any questions bidders have regarding the project.

Each bid shall be accompanied by the security referred to in the Contract Documents, the non-collusion affidavit, the list of proposed subcontractors, and all additional documentation required by the Instructions to Bidders.

The successful bidder will be required to furnish the City with a Performance Bond equal to 100% of the successful bid, and a Payment Bond equal to 100% of the successful bid, prior to execution of the Contract. All bonds are to be secured from a surety company that meets all of the State of California bonding requirements, as defined in California Code of Civil Procedure Section 995.120, and is authorized by the State of California, and all documents required by California Code of Civil Procedure Section 995.660, to the extent required by law.

In addition, the successful bidder shall be required to secure a Performance Bond from all subcontractors providing goods and services in excess of $100,000.00. All prime contractors bidding on this project shall specify this requirement regarding subcontractor bonds, in their written or published request for subcontractor bids. Such written or published requests shall clearly designate the party that will bear the cost of the bonds. Vendors only supplying materials shall not be required to provide bonds. All subcontractor bonds are to be secured from a surety company that meets all the State of California bonding requirements, as defined in California Code of Civil Procedure Section 995.120, and is authorized by the State of California.

Pursuant to the provisions of California Public Contract Code Section 22300, the successful bidder may substitute certain securities for funds withheld by City to ensure his performance under the Contract. At the request and expense of the successful bidder, securities equivalent to any amount withheld shall be deposited at the discretion of City, with either a City or a state or a federally chartered bank, as the escrow agent, who shall then pay any funds otherwise subject to retention to the successful bidder. Upon satisfactory completion of the Contract, the securities shall be returned to the successful bidder.

The City reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding.

PREVAILING WAGE RATE REQUIREMENTS: The bidder to whom the Contract is awarded, and any subcontractor under him, shall comply with all California Labor Code provisions, which include, but are not limited the payment of not less than the specified rates to all workers employed by them in the execution of the Contract, employment of apprentices, hours of labor and debarment of contractors and subcontractors. The City has determined the general prevailing rate per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the Contract which will be awarded to the successful bidder, copies of which are on file and will be made available to any interested party upon request at the Office of the City Engineer.

In accordance with the provisions of the California Labor Code, contractors or subcontractors may not perform work on a public works project with a subcontractor who is ineligible to perform work on a public project pursuant to Section 1777.1 or Section 1777.17 of the California Labor Code. Any contract on a public works project entered into between a contractor and a debarred subcontractor is void as a matter of law. A debarred subcontractor may not receive any public money for performing work as a subcontractor on a public works contract. Any public money that is paid or may have been paid to a debarred subcontractor by a contractor on the Project shall be returned to the City. The Contractor shall be responsible for the payment of wages to workers of a debarred subcontractor who has been allowed to work on the Project.

Each bidder shall be a licensed contractor pursuant to the Business and Professions Code and shall be licensed in the appropriate classification(s) of contractor's license(s), for the work bid upon, and shall maintain the license throughout the duration of the Contract.

Bidders must possess a current State of California “B” Contractor's License. A C-16 license is required for all fire protection work.

The Engineer's cost estimate is $835,000 for this project.
