AN ORDINANCE CALLING A MUNICIPAL PRIMARY ELECTION IN THE CITY
OF SAN DIEGO ON TUESDAY, JUNE 3, 2014 AND CONSOLIDATING THE
MUNICIPAL PRIMARY ELECTION WITH THE CALIFORNIA STATE PRIMARY ELECTION TO BE HELD ON THE SAME DATE.

This Ordinance calls a Municipal Primary Election in the City of San Diego to be held on Tuesday, June 3, 2014, for the purpose of electing candidates for the offices of Councilmember for Council Districts 2, 4, 6, and 8, pursuant to the requirements of City Charter sections 10, 12 and 270(a). This Ordinance orders the consolidation of the Municipal Primary Election with the California State Primary Election to be held on June 3, 2014. The Ordinance provides that the precincts for the election shall be established by the Board of Supervisors and that the polls for the election shall be open from 7:00 a.m. until 8:00 p.m. on election day. The Ordinance also authorizes the Registrar of Voters of the County of San Diego to canvass returns of the Municipal Primary Election.

This Ordinance contains a notice that a full reading of this Ordinance is dispensed with prior to its passage, a written or printed copy having been available to the City Council and the public a day prior to its passage.

Pursuant to Sections 275(c), 295(b) and 295(d) of the City Charter, this Ordinance relating to elections may be passed by the City Council on the date of introduction, which date shall be deemed the date of final passage.

A complete copy of the Ordinance is available for inspection in the Office of the City Clerk of the City of San Diego, 2nd Floor, City Administration Building, 202 C Street, San Diego, CA 92101.

This ordinance places one proposition on the ballot for the June 3, 2014 Municipal Special Election. If adopted, this proposition will amend the City Charter to: (1) set a later date for elected officials to be sworn into office; (2) extend the deadlines to call special elections to fill vacancies for Mayor and City Council; and (3) make non-substantive revisions, to provide additional time to comply with state and federal deadlines to certify election results, provide mail ballots to military and overseas voters, and translate ballot materials.
