CONSENT AGENDA

1. APPROVAL OF MINUTES:
The Board is requested to approve minutes of prior Board meetings.
RECOMMENDATION: Approve the minutes of the meeting of January 9, 2003 and January 16, 2003.

NEW BUSINESS
2. OPTIONS REGARDING THE INVESTMENT OF FUNDS:
The Board will receive a report on the various options available to the Authority for the investment of funds.
RECOMMENDATION: The Authority staff is presenting the attached report in compliance with the Board?s directive to research alternative investment strategies. Authority staff recommends a diversified investment approach that incorporates the current Commercial Bank Zero Balance Account, participation in the LAIF and using managed investments. Additionally, staff recommends directed investments once in-house expertise is obtained. It is further recommended that the Board Finance Committee meet with staff to finalize the interim investment strategy. (Administration: Jeffrey Woodson)
3. AUTHORITY GOVERNANCE POLICY: ROLES OF CERTAIN COMMITTEES:
The Board will be requested to consider amendments to the Authority?s Governance Policy to clarify the functions of the Executive Committee and the Audit and Performance Monitoring Committee, and to re-designate the "External Affairs & Intergovernmental Affairs Committee" as the "Strategic Planning Committee".
RECOMMENDATION: Adopt Resolution No. 03-05 amending the Authority?s Governance Policy to (1) clarify the description of the functions of the Executive Committee and the Audit and Performance Monitoring Committee, (2) re-designate the "External Affairs & Intergovernmental Affairs Committee" as the "Strategic Planning Committee," and modify its responsibilities accordingly, and (3) clarify the term of committee appointments. 4. APPOINTMENTS TO STANDING BOARD COMMITTEES AND THE APPOINTMENT OF REPRESENTATIVES AND ALTERNATES TO THE SANDAG TRANSPORTATION COMMITTEE AND SCAG TRANSPORTATION AND COMMUNICATIONS COMMITTEE:
The Board is requested to make appointments to the Budget & Finance, Strategic Planning, Airport Operations and Facilities and Audit & Performance Monitoring Committees. The Board is also requested to appoint Board members as representatives and alternates to the San Diego Association of Governments (SANDAG) Transportation Committee and Southern California Association of Governments (SCAG) Transportation and Communication Committee.
RECOMMENDATION: To appoint members to the Airport Operations and Facilities, Budget & Finance, Strategic Planning and Audit and Performance Monitoring Committees to serve 2-year terms and to appoint representatives and alternates to the SANDAG Transportation Committee and SCAG Transportation and Communication Committee as recommended by the Chair and appoint Boardmember Nieto as an Ex Officio member of the Executive Committee. 5. ADOPTION OF A BENEFITS POLICY FOR THE BOARD OF THE SAN DIEGO COUNTY REGIONAL AIRPORT AUTHORITY:
The Board is requested to approve a benefits policy for the Board of the San Diego County Regional Airport Authority.

6. AUTHORITY ETHICS AND CONDUCT POLICY AND CODE: GIFTS AND HONORARIA:
The Board will receive a report comparing the Authority?s current policy regarding receipt of gifts and honoraria with similar requirements adopted by other state, regional and local government agencies. The Board also may adopt amendments to the current Ethics and Conduct Policy and Code regarding such matters.

The County of San Diego is issuing a request for Statement of Qualifications (SOQ) to all firms interested in providing "As-needed" Construction Management (CM) and staff augmentation consultant services.
The CM will provide liaison services between the County Project Manager and general contractors and consultants. To assist the Project Management staff, it is anticipated the CM services will be required for a variety of large single site projects and for a mix of multiple site, smaller repair and remodel projects.
The selection will be carried out and in accordance with Board of Supervisor?s Policy F-40 (Procurement of Architecture-Engineering and Related Professional Services).

To Adopt a Negative Declaration for the Proposed Amendments to
Rule 67.3 ? Metal Parts and
Products Coating Operations

Notice is hereby given that the San Diego County Air Pollution Control District (District) is proposing that the proposed amendments to Rule 67.3 (Metal Parts And Products Coating Operations) receive a Negative Declaration based on Initial Study findings prepared pursuant to the provisions of the California Environmental Quality Act.
The proposed amendments to Rule 67.3 clarify specified definitions and provide a limited exemption for low-use coatings used at a stationary source for specialty, custom-made signs or sign-related objects, including those fabricated either from metals or from the combination of metals with other substrates, where the coatings of all substrates match exactly in appearance and performance. A facility would be allowed to use up to 20 gallons of such coatings in any consecutive 12-month period, provided the content of volatile organic compounds (VOC) does not exceed 780 grams per liter, as applied, less water and less exempt compounds. The current VOC limit for such coatings is 340 grams per liter.
The proposed amendments to Rule 67.3 are necessary due to the unavailability of VOC-compliant coatings providing satisfactory performance in the specified application. Limited use of non-compliant coatings in the specified application has previously occurred under variances granted by the District Hearing Board. Corresponding Rule 67.3 amendments are now proposed, in light of the continued unavailability of compliant coatings.
The District, acting as lead agency, has completed an Initial Study for the project. The Initial Study found no substantial evidence that the project may have a significant adverse effect on the environment. On the basis of these Initial Study findings, a proposed Negative Declaration has been prepared.
The District is seeking comments on the proposed Negative Declaration. All comments must be submitted in writing and received at the District office by 5:00 p.m. on March 5, 2003.
