NOTICE IS HEREBY GIVEN that the Community Development Commission of National City has prepared an Initial Study that supports a finding of a Negative Declaration for the following project:
Project Title: Investment Development Services, Inc.
Project Location: The project site is located west of Interstate 5 in the National City West Redevelopment Project Area. The site totals approximately 6.84 acres and is located along the west side of Cleveland Avenue between 14th Street on the South and 18th Street on the South.
Project Description: Investment Development Services, Inc. (IDS) would develop the northerly 3.86 acres and Pacific Steel would own the southerly 2.98 acres. IDS would construct three buildings for Squires-Belt on the northerly 3.86-acres. The project includes the construction of approximately 77,880 square feet of industrial and office space, including a 59,480 square foot warehouse/storage building, 9,600 square feet of office space, a 2,800 square foot manufacturing building, a 3,000 square foot specialty retail space, and a 3,000 square foot repair shop. The existing metal recycling business on the site that is operated by Pacific Steel will be relocated to the southerly 2.98 acres.
Hearing: A hearing before the Community Development Commission of the City of National City has been tentatively set for March 18, 2003 at 4 PM to consider adoption of the Mitigated Negative Declaration for this project. The hearing will be held in the Council Chamber of the City Hall located at 1243 National City Boulevard, National City, CA 91950. The telephone number is 619-336-4228.

NOTICE INVITING SEALED BIDS

Olive Street Private and Public Electrical Panel Conversions
A. PUBLIC NOTICE IS HEREBY GIVEN:
That the City Clerk, on behalf of and as authorized by the City of Lemon Grove, State of California, will receive sealed bids up to the hour of 2 p.m. on the 12 day of February, 2003. Said bids will be opened at said time and the results will thereafter be referred to the City Council for consideration at its next regular meeting.

B. PLANS AND SPECIFICATIONS:
All of the above work is to be done under contract in accordance with those certain plans, specifications and drawings as authorized by the City Council of the City of Lemon Grove.
C. BONDS:
1. The Contractor will be required to furnish with the contract a Faithful Performance Bond in the amount of one hundred percent (100%) of the aggregate amount of the bid and a Labor and Material Bond in the amount of one hundred percent (100%). The Contractor will also furnish certificates of insurance evidencing all insurance coverage required by the Specifications has been secured.
2. Bidder may, at his option, request a payment retention of 20 percent (10 percent is standard) in lieu of providing Labor and Material Bond and Faithful Performance Bond for any bid submitted in an amount not to exceed $25,000.
Bid Security must be submitted with bid proposal. (See Page A-2, Section F.)
D. STATE OF CALIFORNIA LABOR CODE AND APPLICABLE LAWS
The Contractor shall, in performance of the work and improvement, conform to the State of California Labor Code and other laws applicable thereto.
1. Prevailing Wages:
NOTICE is hereby given that pursuant to Section 1770 of the Labor Code, a pre-vailing rate and scale of wages in accordance with law to be paid in the construc-tion of the above entitled projects shall be the same as the "General Prevailing Wage Rates", a copy of which is on file in the Office of the City Clerk of the said City of Lemon Grove. The said rates and scales are herein referred to and adopted in this Notice as though fully and completely set forth herein, and that said scale is made a part of this Notice by reference. Copies of the prevailing rate of per diem wages are on file at the City Manager Office and will be made available to any interested party.
2. Payroll Records:
NOTICE is hereby given that pursuant to Section 1776 of the Labor Code, the prime contractor is responsible for maintaining accurate payroll records for each and every employee by him or her on said public work.
3. Apprentices:
NOTICE is hereby given that pursuant to Section 1777.5 of the Labor Code, the prime contractor is responsible for Code compliance for all apprenticeable occupa-tions.
"Contractor shall review and take affirmative steps to comply with California Labor Code Section 1777.5 regarding employment of registered apprentices. The entire responsibility for compliance with Section 1777.5 and other provisions of California State Law regard-ing apprentices shall be the sole responsibility of contractor."
4. License Requirement:
The contractor shall have a valid Class "C-10" Contractors license issued in the State of California for work on this project.
E. PAYMENT:
Payments will be made in cash to the Contractor in accordance with the provisions of the Specifications and on itemized estimates duly certified and approved by the Assistant to the City Manager submitted in accordance therewith, based on labor and materials incorpo-rated into said work during the preceding month by the Contractor.
F. BID SECURITY
All proposals or bids shall be accompanied by a cashier's or certified check, payable to the order of the City of Lemon Grove amounting to ten percent (10%) of the bid, or by a bond in said amount and payable to said City, signed by the bidder and a corporate surety, or by the bidder and two sureties who shall justify before any officer competent to administer oaths, in double said amount over and above all statutory exemption. Said check shall be forfeited or said bond shall become payable in case the bidder depositing the same does not, within fifteen (15) days after written notice, fully execute the contract.
G. AWARD AND EXECUTION:
Execution of the contract includes providing the City with all required bonds, evidence of insurance coverage, or any other documentation required by the contract.
The Contractor shall execute the contract within fifteen (15) days after he has been noti-fied in writing of award of contract, and shall commence construction immediately after Notice to Proceed and shall complete all the work and improvements within Forty (40) working days.
The City Council hereby reserves the right to reject any and all proposals, delete any site in which installation costs seem prohibitive, to waive any irregularity, and to award the contract to other than the lowest bidder. No bidder may withdraw his bid for a period of sixty (60) days after the bid opening.
H. PRE-BID MEETING AND BIDS:
Bidders are encouraged, but not required, to attend a Pre-Bid Meeting at 10 a.m. on February 10, 2003 at City Hall, 3232 Main Street, Lemon Grove, CA 91945.
Proposals must be submitted on the blank forms prepared and furnished for the purpose and which may be obtained at the office of the City Clerk. Bidders may obtain copies of the Specifications for no cost and the bid package can be ordered by mail, there is a charge for mailing of $5.00. The City of Del Mar, OWNER, invites sealed bids for:
FERTILIZATION AND TREATMENT OF PALM TREES IN POWERHOUSE PARK AND ON COAST BOULEVARD AND TREATMENT OF 14 MONTEREY CYPRESS TREES ON OCEAN AVENUE BETWEEN 15TH AND 13TH STREETS.
The City of Del Mar seeks a bid from your firm to perform the work for the fertilization and treatment of palm trees in Powerhouse Park and on Coast Boulevard and treatment of 14 Monterey Cypress trees on Ocean Avenue between 15th and 13th Streets.
Bid packages are available without charge from the City Clerk at 1050 Camino Del Mar, Del Mar, CA. 92014. Work summary includes but is not limited to: Fertilizing of six (6) palm trees in Powerhouse Park and one six month follow-up treatment, and thirty-seven (37) palm trees along Coast Boulevard including one two month follow-up treatment, installation of bait stations in crowns of three (3) palms trees along Coast Boulevard and maintain stations for a period of one year, and treatment of fourteen (14) Monterey Cypress trees infested with subterranean termites, work includes trunk injection of an estimated minimum of five and maximum of fourteen of the Monterey Cypress trees.
RECEIPT AND OPENING OF PROPOSALS: Sealed proposals will be received at the office of the City Clerk, City of Del Mar, located at 1050 Camino Del Mar, Del Mar, California, until 10:00 a.m., February 28, 2003, at which time they will be publicly opened and read aloud at said office. OPINION OF PROBABLE CONSTRUCTION COST: The Public Works Director?s opinion of probable construction cost for this project is approximately $6,500.00.
COMPLETION OF WORK: All WORK must be completed within 30 calendar days after the commencement date stated in the Notice to Proceed.
BID SECURITY: None required
PERFORMANCE AND PAYMENT BONDS: The successful bidder will be required to furnish a Payment Bond made payable to the OWNER in the amount of one hundred percent, and a Performance Bond made payable to the OWNER in the amount of fifty percent of the contract amount.
WAGE RATES: Prevailing wage rate for the locality in which the WORK is to be performed and the construction activity applies to this contract. Not less than these rates shall be paid to all workers employed on the project.
CONTRACTOR'S LICENSING LAWS: Attention is directed to the CONTRACTOR's License Law concerning the licensing of CONTRACTORS. CONTRACTORS are required to be licensed and regulated by the California Contractor's State License Board. CONTRACTOR to hold valid California license class C-27, and a valid Qualified Applicator License (QAL) or Certificate (QAC) for category C (Public right-of-way pest control operations) from Cal-EPA Department of Pesticide Regulation.
