The Water Authority is seeking proposals from qualified firms for as-needed pipeline condition assessment engineering and forensic engineering services. The Water Authority owns and operates pipelines and flow control facilities to supply treated and untreated water to its member agencies in San Diego County. The pipe diameter varies ranging from 30- to 120-inch; the pipe materials include high-pressure, reinforced concrete pipe, pretensioned concrete pipe, pre-stressed concrete cylinder pipe, and welded steel pipe. The Contract will be for 4 years and a not-to-exceed amount of $500,000, depending on which occurs first.
The Water Authority's SCOOP is designed to maximize participation of diverse, qualified, small contractors, consultants and vendors seeking to do business with the Water Authority.
Due to the limited scope of this project, the Water Authority anticipates limited subcontracting opportunities. The Water Authority does continue to promote opportunities for small business participation and encourages outreach to small firms should subcontracting opportunities become available on this project.
If subcontractors are to provide services related to this project, the Contractor must complete the following form: Schedule A-1, Designation of Subcontractors, Vendors and Services Providers (refer to Exhibit B).

The purpose of this solicitation is to establish a list of pre-qualified firms to assist the County in performing the following tasks:
CONSTRUCTION MANAGEMENT: Provide project scoping, planning, organizing, and budget and schedule control for construction and major remodels; requirements include cost estimating and building/construction inspection.
These are “Basic Services”, and should be considered the firm's minimum required capabilities. Projects may require pre-construction, design phase, construction phase and closeout/commissioning services.
Project Examples
Examples of the types of projects/facilities prospective firms could be called upon to assist with are listed below and include plan review for value engineering/constructiblity, site assessments/feasibility surveys, remodeling and major replacement of existing facilities, condition assessments and development of cost estimates for facilities as related to:

€ Medical Facilities/Clinics
€ General Office Buildings
€ Libraries
€ Educational Facilities
€ Office Interior Improvements
€ Animal Facilities
€ Parking Lots/Exteriors

€ Properties to be appraised/acquired by the Real Estate Division of the Department

The selected firms should also have extensive experience and background working with, mechanical, electrical, plumbing, and landscaping contractors and subcontractors. Consultant services required will be in support of projects initiated by County Departments through the Capital Improvement Plan/Major Maintenance Program, through unanticipated/emergency needs and events, or through Job Order Contracting (JOC). The selected firms must demonstrate the ability to quickly engage and complete projects in a timely manner. Project fees are estimated to be $7,500-$25,000 per project.
The following information should be included in the response in order to be considered for selection. All items, excluding the cover letter should be tabbed and respondents are requested to respond in accordance and in order with the direction provided below. Page limit is twenty (20) pages. Arrange these required elements in the following order:
1. Organization chart of the project team with specific staff assignments
2. Team Profile and Company History including:
€ Number of Years in business
€ Annual Revenues
€ Number of Employees (company-wide)
€ Number of Employees located in San Diego County
€ Current Work Backlog
€ Listing of California Counties where the firm worked
directly with County as a Consultant
3. Detailed resumes of project team; each resume no to exceed two (2) pages. These resumes must represent projects over the last 10 years, and include number of years employed by the firm.
4. A completed Standard Form 330.
5. Project Experience and References - Please provide a brief and concise description of related California County projects completed or in
progress within the last 5 years. This description should demonstrate the firm's experience and ability to perform the work listed in the Scope of Services. Provide description of three (3) projects with photos or documents that demonstrate similar, recent completion of new
construction, remodels, or renovations. Provide three (3) client
references and include name, title, organization/entity, address, current phone number, and email address.
6. Project Controls - Demonstrate your firm's ability to utilize and
experience with the following control software: Progen, Tririga, MS
Project/Primavera Project Planner.
Statements must have the above-required items to be deemed responsive.
1. Recent project experience that closely matches the requirements
outlined in this RSOQ.
2. Resumes of the firm members responsible for day-to-day operations and management; licensure with California State Board of Registration for all specialties where appropriate; longevity of primary staff with the firm or in the discipline.
3. Client references.
4. Capacity of the firm and ability to commit designated team member(s) to respond in a timely manner on short notice.
5. Location of the firm, and knowledge of and experience with all San
Diego County jurisdictions' requirements, codes, and practices.
It is anticipated that between three and five firms will be selected for the above As Needed list with a maximum ceiling of $500,000 per firm and duration of approximately three years. The firms selected for the final list will be called upon as projects/needs arise within the Department of General Services.
The selection will be in accordance with Board of Supervisors' Policy F-40 (Procuring Architectural, Engineering and Related Professional Services, and is available upon request). All contact with the County should be through the County's Project Manager. The selection process anticipated schedule is summarized below:
1. SOLICITATION DATE - February 5, 2008
3. REVIEW OF RSOQ - February 19-22, 2008 - RSOQ material will be
reviewed by a Selection Committee, which will designate the firms it deems “most qualified”. The County reserves the right to begin contract negotiations based on this evaluation process alone.
4. INTERVIEW - Week of February 25, 2008 - If the Selection Committee deems necessary, it will invite the “most qualified” firms for an oral
interview and presentation based upon the selection criteria outlined in this RSOQ. The committee will rank the firms based upon this interview and the RSOQ information.
5. CONTRACT NEGOTIATIONS - To begin immediately following Review or Interview stage.
