PROPOSED CONSTRUCTION TO UPGRADE 69KV TRANSMISSION LINE ALONG HARBOR DRIVE FROM DIVISION
SUBSTATION TO NAVAL STATION METERING SWITCHYARD IN THE CITY OF SAN DIEGO
The purpose of the proposed project is to increase the capacity, reliability, and operational flexibility of the 69 kilovolt (kV) electric transmission line between Division Substation (DI) and Naval Station Metering Switchyard (NSM). The project workscope consists of transmission line improvements and associated substation improvements. .Project Description
Division Substation is located at Harbor Drive and Vesta Street. Naval Station Metering Switchyard is located west of Harbor Drive and north of Civic Center Drive. The existing transmission line (TL606) between DI and NSM has six 69kV power cables and spans over wood poles that are located within the railroad right-of-way along Harbor Drive in the City of San Diego.
This project removes and replaces the wood poles with double-circuit steel poles. The existing transmission line contains six 69kV overhead conductors that will be replaced with six 69kV high-rated conductors. This improvement means two transmission line circuits can be used whereas the existing line configuration is limited to one circuit. The steel poles may be up to 15 feet higher than the existing wood poles.
In addition to the above transmission line modifications, the underground getaway that runs from NSM to a cable pole just outside the station will get a double circuit upgrade. A new underground getaway will be constructed at DI from the substation to a steel cable pole just east of the substation between the railroad and Harbor Drive. There also will be associated substation improvements including the installation of compatible equipment and the construction of a battery shelter adjacent to the east of the existing control shelter at DI.Magnetic Field Management:
Pursuant to D.93-11-013 and D.06-01-042, the California Public Utilities Commission (CPUC) requires utilities to employ "no-cost" and "low-cost" magnetic field management techniques on projects to reduce public exposure to magnetic fields. SDG&E® will consider and implement magnetic field management techniques on this project, as appropriate, in accordance with SDG&E's "EMF Design Guidelines for Electrical Facilities," as filed with the CPUC in compliance with D.93-11-013 and updated in compliance with D.06-01-042. "Low cost" is defined by the CPUC as "in the range of 4 percent of the total cost of a budgeted project," and to be implemented must result in at least 15 percent magnetic field reduction at the edges of utility right-of-way or easement. This project is located within the existing SDG&E utility easement situated either within the railroad right-of-way or franchise of Harbor Drive. An SDG&E Magnetic Field Management Plan for this project is available upon request.Exemption from CPUC Authority:
This project is exempt from G.O. 131-D Certificate of Public Convenience and Necessity (CPCN) requirements because all of the applicable facilities are designed for operation below 200kV. This project is also exempt from a Permit to Construct (PTC) in accordance with the provisions of G.O. 131-D, Section III(B)(1)(g) -- the installation of power line facilities or substations to be located in an existing franchise
or public utility easement, and no exceptions to this exemption exist.Public Review Process:
Persons or groups may protest the proposed construction if they believe the utility has incorrectly applied for an exemption or believe there is a reasonable possibility that the proposed project or cumulative effects or unusual circumstances associated with the project may adversely impact the environment. Pursuant to CPUC GO 131-D, Section XIII, protests must be filed within 20 calendar days of the date notice of this informational Advice Letter appears in the CPUC calendar. All protests must be filed formally at the CPUC and SDG&E concurrently in accordance with the CPUC's Rules of Practice and Procedure to those listed below.
