NOTICE IS HEREBY GIVEN that the Governing Board of the Grossmont Union High School District (“District”) is inviting qualified and experienced contractors to submit sealed bids for the

PLACE FOR SUBMITTING BIDS:
Bids must be delivered to the District at the following location: Grossmont Union High School District Bond Trailer, 9600 Milden Street, La Mesa, CA, 91942
BID DEADLINE:
Bids must be delivered to and received by the District at the location specified above as the place for submitting bids not later than the date and time specified below, at which time the District will publicly open and read all bids. Any bid received by the District after the Bid Deadline shall be returned to the bidder unopened. Bids must be received by the District no later than the following Bid Deadline: February 20, 2008, at 2:00 p.m.
OBTAINING BID DOCUMENTS:
Prospective bidders may secure a set of bid documents for the Project at Mayer Reprographics, 1065 University Avenue, San Diego, CA 92103. Bidders may find additional information at Mayer.com, click on Projects Bidding. A $150.00 deposit is required for each set of bid documents. Bid documents (with a sample bid form only) may also be available for review in the offices of the Construction Manager for the Project, at the address identified in the Special Conditions.
REQUIREMENTS FOR BID: Bids must be submitted on the Bid Form provided by the District and included in the bid documents. Each bid must strictly conform with and be responsive to this Notice Inviting Bids, the Instructions for Bidders, and other Contract Documents. The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding. Except as provided in Public Contract Code Section 5100 et seq., no bidder may withdraw a bid for a period of sixty (60) calendar days after the opening of the bids.
ADDITIVE AND DEDUCTIVE ALTERNATES: If the District requires that bids include additive or deductive alternates, the Bid Form and Special Conditions will describe the specific alternates required. If no method for determining the lowest bid is specified below, the award of the contract for the Project shall be based on the lowest base bid; otherwise, the award of the contract for the Project will be based on the following method of determining the lowest bid: N/A
REQUIRED BID SECURITY: Each bid must be submitted with security in an amount not less than ten percent (10%) of the maximum bid amount as a guarantee that the bidder will enter into the proposed contract, if awarded to the bidder, and will provide the performance and payment bonds, insurance certificates and other documents described in the Contract Documents. Such security must be in one of the following forms: (1) a cashier's check made payable to the District; (2) a certified check made payable to the District; or (3) a bond made payable to the District in the form set forth in the Contract Documents. Any bond must have been issued by a California-admitted surety as defined in Code of Civil Procedure Section 995.120
REQUIRED CONTRACTOR LICENSE: The class(es) of California contractor's license(s) required in order to bid on and perform the contract for this Project are: C-10 - Electrical Contractor
MANDATORY PRE-BID CONFERENCE AND SITE VISIT:
The District will conduct a pre-bid conference and site visit for the purpose of acquainting all prospective bidders with the bid documents and the work site on February 6, 2008, at 11:00 a.m.. The pre-bid conference initially will commence at the Bond Trailer, 9600 Milden Street, La Mesa, CA, 91942, and attendees will thereafter be required to provide their own transportation to the Project site. Attendance at the pre-bid conferences and site visit is mandatory, and any bidder that does not attend shall be disqualified from bidding on the Project.
PERFORMANCE AND PAYMENT BONDS: The successful bidder will be required to provide both a performance bond and a separate payment bond, each in an amount equal to 100% of the total contract amount. The forms of the bonds are set forth in the Contract Documents and all bonds must be issued by a California-admitted surety as defined in California Code of Civil Procedure Section 995.120.
PREVAILING WAGES: The successful bidder and each of its subcontractors of any tier will be required to pay not less than the general prevailing rates of per-diem wages in the locality in which the work is to be performed for each craft or type of worker needed to execute the contract (“Prevailing Wages”).

SAN MARCOS UNIFIED SCHOOL DISTRICT
NOTICE INVITING BIDS

The SAN MARCOS UNIFIED SCHOOL DISTRICT (“District”) will receive sealed bids for the Permanent Two-Story Classroom Addition at San Elijo Middle School, Increment 1, Bid No. F2007-36, Project #27-14, at the office of the District, 255 Pico Avenue, Suite 250, San Marcos, CA 92069, no later than Wednesday, February 27, 2008, at 2:00 P.M., at which time or thereafter said bids will be opened and read aloud. Bids received after this time will be returned unopened. Bids shall be valid for 60 calendar days after the bid opening date.
Bids must be submitted on the District's Bid Forms.
Bidders may obtain one (1) copy of the Contract Documents as follows: (1) Contact Mayer Reprographics online at www.mayer.com; please do not call; (2) Select “Projects Bidding” and choose the folder for this project. This folder contains information about how to order plans and specifications, receive a plan holders list, and other pertinent project information for the duration of the bidding process. A refundable deposit of One Hundred Fifty Dollars ($150.00) will be collected by Mayer Reprographics on behalf of the District. The District will retain the deposit if Documents are not returned in good condition to Mayer Reprographics within 14 days after the Bid Opening. The District will also make the Contract Documents available for review at the San Diego Daily Transcript, Daily Construction Report, and Reed Construction Data.
Bids must be accompanied by cash, a certified or cashier's check, or a Bid Bond in favor of the District in an amount not less than ten percent (10%) of the submitted Total Bid Price.
Probable Cost of Construction: $420,000
Project Description: All site work preparation necessary for the construction of a new classroom building and restroom building, including but not limited to: site demolition, grading, building pad preparation, and underground utilities, both wet and dry.
A mandatory Pre-Bid Conference will be held at San Elijo Middle School, 1600 Schoolhouse Way, San Marcos, CA 92078, on Wednesday, February 20, 2008, at 2:00 PM. Please meet at the main gate entrance to the campus. Each and every Bidder must attend the Pre-Bid Conference. Bids will not be accepted from any bidder who did not attend the Pre-Bid Conference.
Each bid shall be accompanied by the security referred to in the Contract Documents, the non-collusion affidavit, the list of proposed subcontractors, and all additional documentation required by the Instructions to Bidders.
The successful bidder will be required to furnish the District with a Performance Bond equal to 100% of the successful bid, and a Payment Bond equal to 100% of the successful bid, prior to execution of the Contract. All bonds are to be secured from a surety that meets all of the State of California bonding requirements, as defined in Code of Civil Procedure Section 995.120, and is admitted by the State of California.
Pursuant to Public Contract Code Section 22300, the successful bidder may substitute certain securities for funds withheld by District to ensure his performance under the Contract.
The Director of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the Contract which will be awarded to the successful bidder. These rates can be found online at http://www.dir.ca.gov/dlsr. A copy of these rates shall be posted by the successful bidder at the job site. The successful bidder and all subcontractor(s) under him/her, shall comply with all applicable Labor Code provisions, which include, but are not limited to the payment of not less than the required prevailing rates to all workers employed by them in the execution of the Contract, the employment of apprentices, the hours of labor and the debarment of contractors and subcontractors.
Each bidder shall be a licensed contractor pursuant to the Business and Professions Code and shall be licensed in the following appropriate classification(s) of contractor's license(s), for the work bid upon, and must maintain the license(s) throughout the duration of the Contract: License A or B.
Pursuant to Public Contract Code Section 3400(b), if the District has made any findings designating certain materials, products, things, or services by specific brand or trade name, such findings and the materials, products, things, or services and their specific brand or trade names will be set forth in the Special Conditions.
Award of Contract: The District shall award the Contract for the Project to the lowest responsive and responsible bidder as determined from the base bid alone by the District. The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding process.

Install Customer Service Building

Notice is hereby given that sealed bids will be received by the North County Transit District (“NCTD”) at the NCTD offices, 810 Mission Avenue, Oceanside, CA 92054, up to 3:00pm, Tuesday, February 26, 2008 for the Install Customer Service Building Project.
Project Description:  Installation of new pre-fabricated building, including preparation of slab and utilities.
NOTE:   The above description is for general information.  The Technical Specifications in Section 07 and Contract Drawings provide a complete and detailed description of the project scope.
Contractor’s License: 
The successful bidder shall possess, at the time the contract for the Project is awarded, the California Contractor’s License Classification A or B.  Pursuant to California Public Contract Code section 20103.5, no bid submitted shall be invalidated by NCTD for failure of the bidder to be licensed in accordance with the laws of this state at the time of bid submittal.  Failure of the successful bidder to obtain proper and adequate licensing for award of the contract for the Project shall constitute a failure to execute the contract, and shall result in the forfeiture of its Bid Security, as required herein.
The engineers estimate for this work is $245,000.

Subcontract Limitations:  The successful bidder shall perform not less than thirty-five percent (35%) of the Work with its own forces without subcontracting.  This requirement refers to the work whose value will not be less than thirty-five percent (35%) of the Contract Price.
Bid Opening Process:  Bids are required for the entire work described in the specifications.  The bids will be opened and bid prices will be read aloud at the time and place listed above unless amended by addendum.  The bids will be evaluated and a report will be made to the NCTD Board of Directors at a regularly scheduled meeting following the final evaluation of the bids.
Basis for Award of Contract:  The basis for award of a contract will be the lowest priced responsive and responsible bidder complying with the Contract Documents, Technical Specifications and Contract Drawings, as determined from the Bid Price Form in Section 09.
Compliance with Labor Code Requirements/Prevailing Wages:
It has been determined that the work herein described falls into the category of public works construction projects for Federal and State requirements.  The successful bidder will be required to comply with all of the terms and conditions (including Federal and State General Prevailing Wage requirements) prescribed for contractors performing public works construction projects.  The latest General Prevailing Wage determinations for crafts associated with public works construction projects shall apply.  In all instances where Federal and State Prevailing Wages for a given craft differ, the higher Prevailing Wage shall be paid.  It shall be mandatory upon the successful bidder and all subcontractors to pay not less than the said specified rates to all workers employed by them in the performance of this contract.  Copies of the Prevailing Wage Rates are on file at the NCTD Contracts Department located at 810 Mission Avenue, Oceanside, CA and are available upon request.  Requests must specifically state which prevailing wage rates are required. 
It shall also be mandatory upon the successful bidder and all subcontractors to comply with all other California Labor Code or Federal requirements, which include, but are not limited to, the employment of apprentices, hours of labor, retention of payroll records and debarment of contractors and subcontractors, to the extent applicable.
