NOTICE IS HEREBY GIVEN that the City of San Diego will receive bids for work at the Public Works Department, Public Works Contracting Group, 1010 Second Avenue, Suite 1400, San Diego, California, where bids are to be submitted prior to time specified.  Plans and specifications can be obtained from The City of San Diego’s website: http://www.sandiego.gov/bids-contracts. A pre-bid meeting and/or pre-bid visit to the work site will be held, if indicated, at the time and place specified in the contract documents.  Prospective bidders are encouraged to attend these sessions.

The City of San Diego (City) is requesting proposals from highly qualified civil engineering firms for consultant services for Consultant Services for Programmatic Water Transmission Pipelines Condition Assessment (H146197).

It is the policy of the City to provide equal opportunity in its civil engineering professional services contracts. Toward this end, proposals from small local businesses, disadvantaged businesses and disabled veteran, women and minority owned businesses are strongly encouraged. Prime consultants are encouraged to provide subconsultant opportunities or joint venture with these firms. The City endeavors to do business with firms sharing the City's commitment to equal opportunity and will not do business with any firm that discriminates on the basis of race, religion, color, ancestry, age, gender, sexual orientation, disability, medical condition or place of birth.

This project has a voluntary Small Local Business Enterprises (SLBE) / Emerging Local Business Enterprises (ELBE) Participation Level (SLBE/ELBE) goal of 20%. The proposal must address the consultant's knowledge and understanding of: the City and other local agencies' regulations and policies; local environment; and local building codes and other criteria. The proposal must also address how the consultant plans to interface with the City's project management staff and the consultant's workforce in San Diego County.

A pre-proposal meeting will be held on Thursday, February 20, 2014, 10:00 AM, at Public Utilities Department, MOC II Auditorium, 9192 Topaz Way, San Diego, CA 92123. It is strongly recommended that all interested parties attend. Proposals are due no later than 5:00 p.m. Friday, March 14, 2014, at the location stated in the RFP. This RFP does not commit the City to award a contract or to defray any costs incurred in the preparation of a proposal pursuant to this RFP. The City reserves the right to accept or reject any or all proposals received as a result of this RFP. The City also reserves the right to revise this RFP, including but not limited to the pre-proposal meeting date and the proposal due date. If the City revises the RFP, all RFP holders of record will be notified in writing by the City.

SUMMARY SCOPE OF SERVICES

The City of San Diego, Public Utilities Department (PUD) requires professional engineering consultant services to perform condition assessment inspections and risk analyses of 34 water transmission pipelines. These transmission pipelines have been in service for 40 or more years and vary in size from 20-inch to 54-inch in diameter. In addition, 16-inch and 18-inch extensions to the transmission pipelines shall be included in the assessment work. Pipeline materials include reinforced concrete steel cylinder pipe, steel cylinder rod wrapped pipe, cement mortar, coated and lined steel pipe. Of the 34 pipelines, three convey raw water and 31 convey potable water. The La Jolla Commons III project proposes a Community Plan Amendment (CPA) to change the land use designation from Residential, Visitor Commercial, Office, and Industrial to Visitor Commercial, Office, and Industrial; Planned Development Permit (PDP), amendment to PDP No. 252591, and Vesting Tentative Map (VTM), amendment to VTM No. 340259, for the construction one of three options: option one - 15 story, 223,900 square foot office building (with both subterranean and above grade parking); option two - an 11-story, 165,780 square foot hotel building (above subterranean parking) (264 hotel room maximum); and option three - a 13-story, 285,960 square foot, office/hotel building (above subterranean parking) (175 hotel room maximum). The 1.68 acre site is located at 4727 Executive Drive, southeast corner of Executive Drive and Judicial Drive in the CV-1-2 and IP-1-1 Zones, the Community Plan Implementation Overlay Zone (CPIOZ Type A), the North University City Facilities Benefit Area (FBA), the Parking Impact Overlay Zone (Campus Impact Area), and the University Community Plan Area. The project shall be consistent with Council Policy 600-27 and 900-14. The project proposes deviations to maximum structure height, front and rear setbacks and building articulation.

The Planning Commission is scheduled to hear this item at their meeting on January 30, 2014.

Process 5 amendments to Municipal Code (Chapter 11, Article 3; Chapter 12, Article 6; Chapter 13 Article 1; Chapter 14, Article 1; Chapter 15, Article1 1, 2, 3, 6, 14, 17, and 19), and the City's Local Coastal Program, all related to medical marijuana consumer cooperatives. The amendments would define a medical marijuana consumer cooperative, and establish a process by which medical marijuana consumer cooperatives could be permitted. The amendments would also establish the zones in which they would be allowed, as well as distance requirements from specified uses and other medical marijuana consumer cooperatives. The amendments are subject to Process 5.

On December 5, 2013 by a vote of 4-3 the Planning Commission recommended the City Council approve an interim ordinance for a two year term, that would cap the number of cooperatives in the City at 100, prohibit onsite administration of marijuana, look at the membership requirements for cooperatives, limit the amount of marijuana available to individual cooperative members, look into a cannabis tax, and look into the sourcing of the marijuana.

The proposed amendments to the Municipal Code constitute an amendment to City of San Diego's Local Coastal Program (LCP) and must be certified by the California Coastal Commission to be effective within the City's Coastal Overlay Zone. The LCP amendment for these amendments will not become effective until unconditionally certified by the California Coastal Commission. If you wish to be noticed of the Coastal Commission hearing on this issue you must, prior to the close of the City Council public hearing, submit a request in writing to City of San Diego, Development Services Department, 1222 First Avenue, MS-501, San Diego, CA 92101. A La Jolla Community Plan/Local Coastal Program Amendment (LCP/LCPA), and adoption of a Negative Declaration for a project that would prohibit public access to the La Jolla Children's Pool beach during harbor seal pupping season, December 15 to May 15, annually. The City Council will also consider an Ordinance amending the San Diego Municipal Code that would prohibit public access to the referenced area. The project is located at 888 Coast Boulevard within the Coastal Overlay Zone. This application was filed on November 10, 2010.

On January 16, 2014, the San Diego Planning Commission recommended to the City Council to approve limiting and/or prohibiting public access to the La Jolla Children's Pool beach during harbor seal pupping season, December 15 to May 15, annually, by a 4-3 vote.
