NOTICE IS HEREBY GIVEN that the City Council of the City of San Diego on Tuesday, March 15, at the hour of 10 a.m., at the City Council Chambers, 12th floor, 202 C Street, San Diego, California, will hold a public hearing in accordance with Section 147(f) of the Internal Revenue Code of 1986 with respect to the proposed issuance by the Housing Authority of the City of San Diego of its multifamily housing revenue bonds, in order to finance the acquisition and rehabilitation of the multifamily rental housing development described in the following table (the "Project"): Number Maximum Bond

The owner of the Project will be Community Housing Works, a California nonprofit public benefit corporation, or a limited liability company or limited partnership to be formed by Community Housing Works for the purpose of owning the Project. The initial operator of the Project will be John Stewart Property Management Company or another entity selected by Community Housing Works.
Notice is further given that at said hearing, all interested parties will have an opportunity to be heard on the question of whether or not such multifamily housing revenue bonds should be issued. AMENDMENT TO THE GENERAL PLAN, ZONE CHANGE,
TENTATIVE TRACT MAP, PLANNED DEVELOPMENT, AND NEGATIVE
DECLARATION RELATING TO THE PROPOSED
PACIFIC VIEW ESTATES DEVELOPMENT

The National City Planning Commission will hold a public hearing after the hour of 6:00 p.m. Monday, March 21, 2005, in the City Council Chambers, Civic Center, 1243 National City Boulevard, National City, California, on the proposed Pacific View Estates residential planned-unit development. Any persons interested in this matter may appear at the above time and place and be heard.
The National Housing Fund, Inc. has submitted an application for an amendment to the General Plan (GP-2004-1), Zone Change (ZC-2004-3), Tentative Tract Map (S-2004-16), and Planned Development (PD-2004-5) for consideration by the Planning Commission. The proposed Pacific View Estates project involves the development of a site containing approximately 4.43 acres with a planned unit development comprised of forty-nine (49) residential units. The Pacific View Estates project is located at 1125, 1251 and 1311 East Division Street.
A Negative Declaration has been prepared, pursuant to the requirements of the California Environmental Quality Act, in order to evaluate and assess any potential environmental impacts that may arise as a result of the development of the proposed project.
Copies of the proposed Pacific View Estates application and Negative Declaration are available for review at the Planning Department and the City ClerkÕs Office located at 1243 National City Boulevard, National City, CA, and at the Community Development Commission of National City, 140 E. 12th Street, Suite B, National City, CA 91950/Phone (619) 336-4250. The public is invited to provide comments on the proposed Pacific View Estates application and/or Negative Declaration to the attention of Mr. Oliver Mujica, Project Manager, at the address listed above by 5:00 p.m. on March 15, 2005.
If you challenge the nature of the proposed action in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the public hearing entity conducting the hearing at, or prior to, the public hearing.
