The County of San Diego is requesting proposals from qualified organizations to provide total package procurement support for pharmaceutical supplies for both human and animal applications. The Contractor shall provide pharmaceutical supplies and related delivery services to include all other inherently related activities including product usage reports to satisfactorily support the County of San Diego Health and Human Services Agency and Department of Animal Control and other public agencies supported under this contract. The intent is to create a just-in-time support system designed to provide the agencies with the ability to establish internally stockless operations. The Contractor is responsible for providing the resources or functions necessary to meet the intent of the contract. This request for proposal is issued on behalf of the U.S. Communities through a public agency clause, allowing for use by other public agencies, i.e. counties, cities, states and non-profit entities for their own use. Therefore, respondent to this acquisition must give due consideration to the potential market in excess of two hundred million dollars annually.

DECISION TO APPROVE A
MODIFIED SOURCE OF AIR
POLLUTION BY THE SAN DIEGO COUNTY AIR POLLUTION
CONTROL DISTRICT

Notice is hereby given, in accordance with Air Pollution Control District New Source Review Rules and Regulation XIV - Title V Operating Permits, that the Air Pollution Control Officer has made a preliminary decision to issue two Authorities to Construct to Solar Turbines, Incorporated, for modification of metal parts and products coating operations. The approvals will result in the increase of volatile organic compound emissions from the equipment located at 4200 Ruffin Road, San Diego, CA 92123.
The District performed an evaluation of the air pollution impacts of this proposal and the equipment is expected to operate in compliance with all applicable District Rules and Regulations. The modifications will result in a potential emission increase of up to 20 tons per year of volatile organic compounds from the facility. Daily volatile organic compound emissions from the facility may increase by up to 400 pounds.
Written comments concerning the District?s proposed action may be submitted for a period of 45 days, commencing on March 10, 2003, and ending on April 23, 2003.
