As a nearby property owner, or person who has requested notice, you are hereby notified that the Civic San Diego ("CivicSD") Board of Directors ("Board") will hold a public hearing to consider Centre City Development Permit/Planned Development Permit 2013-21 for the BALLPARK VILLAGE PARCEL C
Project ("Project"), a proposal for a mixed-use development including a 6-7 story (80-91 feet tall) podium with a single 36-story (approximately 400 feet tall) tower. The Project contains 720 residential units, approximately 57,500 square feet of retail space, and a minimum of 991 parking stalls. The development proposal is governed by the 2005 Owner Participation Agreement between the former City of San Diego Redevelopment Agency and Ballpark Village, LLC, which includes the Ballpark Village Master Plan ("Master Plan") which establishes the standards for development of the site including minimum and permitted land uses, maximum Floor Area Ratio (FAR), the mass and height of buildings, and design standards. As part of this development proposal, the Applicant is seeking deviation from the Building Bulk criteria of the Centre City Planned District Ordinance and deviations from the following Master Plan development standards:
1) Elimination of the requirements that each of the three sub-parcels within the site provide a minimum FAR of 6.0 while still providing an overall FAR of approximately 6.5 in conformance with the Master Plan;
2) Elimination of the prohibition of on-street parking along the east side of Park
3) Increase in the maximum tower width from 100 to 130 and adjustment of
the "tower zone" 20 feet to the west;
4) Reduction in the minimum depth of retail space along Park Boulevard from
30 to 23 feet;
5) Reduction in the Twelfth Avenue sidewalk from 15 to 10 feet;
6) Elimination of the required 10-foot building stepback at a height of 60 feet
along both Park Boulevard and Imperial Avenue;
7) Elimination of the required building stepbacks within the L Street and
Eleventh Avenue pedestrian mews;
8) Allowance for the encroachment of architectural features and a pedestrian bridge within the pedestrian mews; and,
9) Elimination of the primary faÁade modulation requirements.
10) Reduction of the Master Plan parking requirements for market rate units
from 1.5 to 1.25 spaces per unit (still exceeds standard Downtown parking requirement of 1.0 spaces per unit).
Development within the Downtown Community Planning area is covered under the Final Environmental Impact Report (FEIR) for the San Diego DCP, CCPDO, and 10th Amendment to the Centre City Redevelopment Plan, certified by the former Redevelopment Agency ("Former Agency") and the City Council on March 14, 2006 (Resolutions R-04001 and R-301265, respectively) and subsequent addenda to the FEIR certified by the Former Agency on August 3, 2007 (Former Agency Resolution R-04193), April 21, 2010 (Former Agency Resolution R-04510), and August 3, 2010 (Former Agency Resolution R-04544), and certified by the City Council on February 12, 2014 (City Council Resolution R-308724) and July 14, 2014 (City Council Resolution R-309115). The FEIR is a "Program EIR" prepared in compliance with California Environmental Quality Act (CEQA) Guidelines Section 15168. Consistent with best practices suggested by Section 15168, an FEIR Consistency Evaluation has been completed for the project. The Evaluation concluded that the environmental impacts of the project were adequately addressed in the FEIR, the project is within the scope of the development program described in the FEIR, and that none of the conditions listed in Section 15162 exist; therefore, no further environmental documentation is required under CEQA.
The decision of the CivicSD Board is final unless an appeal is filed. The decision may be appealed to the Planning Commission by filing an appeal within ten (10) business days of the CivicSD Board's decision. In order to file an appeal, you must have expressed an interest in the project by either submitting a written letter or email to the CivicSD Board prior to, or at, the Public Hearing or provided oral testimony at the Public Hearing.
The public is invited to attend this Public Hearing and express any comments to the CivicSD Board, who will take the comments into consideration in its decision.
