NOTICE IS HEREBY GIVEN that the City of San Diego will receive bids for work listed below. Plans and specifications can be obtained from the Purchasing and Contracting Department, Contracting Division, 1200 Third Avenue, Suite 200, San Diego, California, where bids are to be submitted prior to time specified.
A pre-bid meeting and/or pre-bid visit to the work site will be held, if indicated, at the time and place specified in the contract documents. Prospective bidders are encouraged to attend these sessions.

NOTICE IS HEREBY GIVEN
that the Redevelopment Agency of the City of San Diego (the Agency) and the City Council of the City of San Diego (the Council) has scheduled a joint public hearing for March 25, 2008, at the hour of 2 p.m. or as soon thereafter as the matter can be heard, in the City Council Chambers, 12th Floor of the City Administration Building, 202 C Street, San Diego, California, pursuant to Sections 33431 and 33433 of the California Health and Safety Code, for the purpose of considering a proposed Disposition and Development Agreement (DDA) by and between the Redevelopment Agency of the City of San Diego and SYEP Associates, a California limited partnership (the Developer), for the El Pedregal Family Apartments Project (the Project). The DDA proposes the possible acquisition and disposition of real property by the Agency located within the San Ysidro Redevelopment Project Area. The DDA sets forth the conditions and procedures under which the Agency may acquire real property and sell said property to the Developer to develop the Project.
The proposed Project involves a 2.24-acre vacant site located at 104 Averil Road, referenced by Assessor Parcel Numbers 638-080-47-00 and 638-080-49-00, within the San Ysidro Redevelopment Project Area. The proposed Project includes the development of a new 45-unit rental housing project with rents restricted for 55 years to households earning between 30% to 60% of the Area Median Income. The Project's design consists of two 2- and 3- story buildings with subterranean parking. The Gross Building Area is approximately 70,110-sf, with a total of 105 parking spaces. Amenities shall include recreation/play facilities, a computer room, a multipurpose center, education programs, and a picnic area. A Mitigated Negative Declaration was certified by the City for the Project on July 10, 2007. The Project site is fully entitled.
Other actions to be considered by the City Council and the Agency include terminating the previously approved Owner Participation Agreement (OPA) effective July 11, 2007 by and between the Agency and the Developer for said Project, approving the Basic Concept Drawings, approving Findings of Benefit for the use of Naval Training Center's 20% housing set-aside funds outside the Naval Training Center Redevelopment Project Area, authorizing the expenditure of funds for the El Pedregal Family Apartments Project in an amount not to exceed $3,606,000 from the Agency's 20% Low and Moderate Income Housing Set-Aside Funds for land acquisition and as an Agency residual receipts loan contribution to the Project, authorizing the Executive Director or designee to make contingent offers for acquisition of properties for the El Pedregal Family Apartments Project, and approving the sale of said property in the San Ysidro Redevelopment Project Area and making certain findings thereto and with respect to the Disposition and Development Agreement.

All persons wishing to question, comment, object to, or be heard on such matters at the public hearing will be given an opportunity to appear and be so heard. The decision of the City Council and Redevelopment Agency is final. If you later desire to challenge actions of the Agency and/or the City Council in connection with these transactions, you could be limited to raising issues that you or someone else raised at the public hearing, or in written correspondence to the Agency and/or the City Council at or prior to the public hearing.
