As a property owner, tenant or person who has requested notice, you should know that the Planning Commission will hold a public hearing to recommend approval, conditional approval, or denial to the City Council of a Natural Resources Management Plan for the Carmel Mountain and Del Mar Mesa open space preserves, including a sub-regional trail system and associated Community Plan Amendments. Community Plan Amendments are required to designate trail alignments and revise plan text to formally recognize the trail system for the following land use plans: the Carmel Valley Neighborhood 8A Precise Plan, the Del Mar Mesa Specific Plan, the Pacific Highlands Ranch Subarea Plan, the Torrey Highlands Subarea Plan, and the Rancho Penasquitos Community Plan.

The decision to approve, conditionally approve, modify or deny the Natural Resources Management plan and Community Plan Amendments associated with the proposed trail system will be made by the City Council at a future public hearing. You will also receive a notice of the City Council public hearing.

Notice of Availability of Local Coastal Program Amendments: The Carmel Valley Neighborhood 8A Precise Plan, the Del Mar Mesa Specific Plan and the Pacific Highlands Ranch Subarea Plan are located within the Coastal Zone; therefore the City Council's decision requires amending the City's Local Coastal Program. As a result, the final decision on this project and associated Local Coastal Program amendments will be with the California Coastal Commission. In accordance with the California Coastal Act and Guidelines, if you wish to review this project and associated Local Coastal Program amendment, you can contact the City Project Manager listed above.

Subject: VESTING TENTATIVE MAP, PLANNED DEVELOPMENT PERMIT, SITE DEVELOPMENT PERMIT, a REZONE from AR-1-1 and RS-1-14 to RM-1-2, and a MULTI-HABITAT PLANNING AREA BOUNDARY LINE ADJUSTMENT to allow for the construction of 307 dwelling units, of which 259 attached market-rate units would be constructed onsite and the remaining 48 dwelling units would be transferred and constructed on Lot 9 of Map No. 15919 in the Black Mountain Ranch North Village Town Center. The project also includes the transfer of 7 dwelling units (included within the 259 unit total) to the project site from Lots 12, 13, 18, and 19 of Map No. 15919 in the Black Mountain Ranch North Village Town Center. The 259 units to be constructed onsite would be within 30, three-story, multiplex buildings with three recreational areas. The project would provide 657 parking spaces, two loading and unloading parking spaces, and 31-motorcycle parking spaces onsite. Furthermore, the project would construct associated site improvements (i.e. hardscape and landscaping). The project would also request deviations from applicable development regulations with respect to lot frontage, lot area, building height, angled building envelope, and retaining wall height. The 74.42 acre project site is located west of Deer Road and south of Camino San Bernadino. The parcel is designated Core Residential (10 - 25 dwelling units per acre) by the Black Mountain Ranch Subarea Plan area and is zoned AR-1-1 (Agriculture / low intensity single-family residential use allowed) and RS-1-14 (single family residential). (LEGAL DESCRIPTION: Parcel 1: Lot 5 of Section 30 and Lot 8 of Section 31 in Township 213 South of Range 2 West, San Bernardino Meridian; Parcel 2: Lot b of Black Mountain Ranch Units 16 - 19, Map No. 15951). The site is not included on any Government Code listing of hazardous waste sites.

Recommended Finding: The recommended finding that the project will not have a significant effect on the environment is based on an Initial Study and project revisions/conditions which now mitigate potentially significant environmental impacts in the following area(s): LAND USE (MSCP SUBAREA PLAN - LAND USE ADJACENCY GUIDELINES), BIOLOGICAL RESOURCES, HISTORICAL RESOURCES (ARCHAEOLOGY), NOISE, and PALEONTOLOGICAL RESOURCES.
