PLEASE ACCEPT THIS AS A NOTICE TO INFORM YOU, as a property owner, tenant or interested citizen, that the Council of The City of San Diego, California will conduct a public hearing, as part of a scheduled City Council meeting, on the following project:

A Wireless Communication Facility located on the south side of San Dieguito Road, south of Montien Road and east and north of Northern Lights, with an address of 7595 Montien Road. The project consists of a 1,568-square foot faux house designed to conceal up to three wireless carriers. Verizon is processing this application for their facility which includes 15 panel antennas, 12 Remote Radio Units, and a 2-foot diameter microwave dish located on the second story of the faux home with associated equipment and an emergency generator located on the first floor below the antennas.

The City of San Diego Planning Commission voted 7-0 on December 18, 2014, to recommend approval of this project.

This project was determined to be categorically exempt from the California Environmental Quality Act on November 14, 2014, and the opportunity to appeal that determination ended on December 2, 2014.

The decision of the City Council is final.

Time allotted to each speaker is determined by the Chair and, in general, is limited to three (3) minutes; moreover, collective testimony by those in support or opposition shall be limited to no more than fifteen (15) minutes total per side.

THREE AS-NEEDED LAND SURVEYING SERVICES CONSULTANTS

The City of San Diego (City) is requesting proposals from highly qualified land surveying firms for consultant services for Three As-Needed Land Surveying Services Consultants (H156447-H156449).

It is the policy of the City to provide equal opportunity in its land surveying professional services contracts. Toward this end, proposals from small local businesses, disadvantaged businesses and disabled veteran, women and minority owned businesses are strongly encouraged. Prime consultants are encouraged to provide subconsultant opportunities or joint venture with these firms. The City endeavors to do business with firms sharing the City's commitment to equal opportunity and will not do business with any firm that discriminates on the basis of race, religion, color, ancestry, age, gender, sexual orientation, disability, medical condition or place of birth.

This project has a voluntary Small Local Business Enterprises (SLBE) / Emerging Local Business Enterprises (ELBE) Participation Level (SLBE/ELBE) goal of 20%. SLBE/ELBE goals are achieved by contracting with SLBE and ELBE firms as defined in the following website, http://www.sandiego.gov/eoc/boc/slbe.shtml. The proposal must address the consultant's knowledge and understanding of: the City and other local agencies' regulations and policies; local environment; and local building codes and other criteria. The proposal must also address how the consultant plans to interface with the City's project management staff and the consultant's workforce in San Diego County.

The City also reserves the right to revise this RFP, including but not limited to the pre-proposal meeting date and the proposal due date. If the City revises the RFP, all RFP holders of record will be notified in writing by the City.

SUMMARY SCOPE OF SERVICES

It is anticipated that the as-needed Consultant will provide surveying services for the following types of surveys: Preliminary Surveying Services to include topographic surveys, aerial mapping surveys, as-built surveys, hydrographic surveys, underground (SDG&E) surveys; Right of Way Surveying Services to include boundary determination, easement acquisition/abandonment, street dedication/vacation, land acquisition/exchange, lease area surveys; Construction Surveying Services to include rough grade, slope staking, contour staking, site deformation monitoring, storm drain surveys, sewer and water line surveys, dry utilities surveys.
