PUBLIC COMMENT PERIOD:
WHAT?S BEING PROPOSED AND WHY?
In January 2002 the Brownfields Revitalization Act was signed into law to expand federal financial assistance for brownfields assessments and remediation activities. The U.S. EPA defines a brownfield site as:
"REAL PROPERTY, THE EXPANSION, REDEVELOPMENT, OR REUSE OF WHICH MAY BE COMPLICATED BY THE PRESENCE OR POTENTIAL PRESENCE OF HAZARDOUS
SUBSTANCES, POLLUTANTS, OR CONTAMINANTS."
EPA estimates that $100 million will be available to make up to 200 grant awards in FY 2003. EPA will award grants through a national competitive application approach. If selected, San Diego Unified School District (SDUSD) could receive a $200,000 Assessment Grant to complete environmental site investigation activities at the proposed 52nd Street Area Elementary School. On February 20, 2003, EPA notified SDUSD that it is eligible to submit a Step-2 Final Application for a Site Assessment Brownfield Grant associated with the proposed 52nd Street Area Elementary School.
If selected, SDUSD can use the Brownfield Grant funds to supplement costs associated with completing environmental site assessment activities pursuant to the California Education Code Section 17210 and California Protection Agency, Department of Toxic Substances Control costs.
Under the Proposition MM Bond Program, SDUSD will be building a new elementary school in the City Heights Community of the Mid-City Communities Planning Area. The proposed 52nd Street Area Elementary School will provide enrollment relief to the existing Jackson and Marshall Elementary Schools. SDUSD is considering four prospective sites for the proposed 52nd Street Area Elementary School. WHY THIS NOTICE?
The purpose of this notice is to provide the interested public the opportunity to provide input into the development of SDUSD?s Step-2 Brownfield Grant Application.
