FOR CONSTRUCTION MANAGEMENT AND INSPECTION SERVICES FOR THE
870-2 PUMP STATION PROJECT

The Otay Water District (District) will require the professional services of a Construction Management and Inspection Services firm for the construction of the 870-2 Pump Station Project. The Project includes a new pump station (870-2 Pump Station) to replace the District's existing Low Head Pump Station (571-1 Pump Station) and High Head Pump Station (870-1 Pump Station). The draft Project Design Report prepared by Carollo Engineers, Inc. in 2014 is available in electronic form from the Project Manager. The general scope of work for the Project includes, but is not limited to, the following:
o Value Engineering
o Constructability Review of the 60% and 90% Plans and Specifications
o Bidding Assistance
o Construction Contract Administration
o Inspection
o Project Start-Up/Commissioning

Interested candidates are required to e-mail a Letter of Interest (LOI) and a Statement of Qualifications (SOQ) to Dan Martin, P.E., at dan.martin@otaywater.gov no later than 4:00 PM on Thursday, March 27, 2014. RFP materials will be e-mailed to qualified firms within two business days after confirmed receipt of LOI and SOQ via e-mail. If a firm has submitted a SOQ to the District within the calendar year and the qualifications remain current and accurate, then only a Letter of Interest is required. Housing Development Partners (HDP) is soliciting sealed bids, from licensed, experienced and qualified general construction contractors, for IFB No. 2014-001 “Interior Demolition Construction Services at Hotel Churchill”. Said contractors must have a valid State of California class “B” contractor license issued by the State of California Contractor's License Board. Interested and qualified contractors, including certified Section 3 business concerns; certified small businesses; certified minority owned, women owned and disabled veteran owned businesses that can successfully demonstrate their experience, qualifications and ability to perform the specified work are invited to submit a bid.

The Hotel Churchill project is funded in part with HUD financial assistance. As a result, this project has been designated as a Section 3 covered project. All applicable HUD Section 3 requirements shall apply in accordance with 24CFR135.

Additionally, as a federal funded project, federal Davis Bacon prevailing wage requirements shall apply in accordance with 29CFR5.5. The applicable Davis Bacon prevailing wage determinations, applicable to the project, are posted to the IFB website listed below.

The Invitation for Bid packet with complete project information and instructions is available for download at www.demandstar.com. The IFB documents are posted on the Onvia/Demantstar website under the San Diego Housing Commission's Onvia/Demandstar account.

A mandatory pre-bid conference and project site walk will be held on Monday, March 24, 2014, from 9:00a.m. until approximately 10:30am at the following location. A mandatory project site visit will immediately follow the pre-bid conference.

Security & Infrastructure Upgrade Project

YWCA of San Diego County invites sealed bids from licensed, qualified Contractors to provide labor and materials necessary to update the cable infrastructure and security system including installation of a new cabling infrastructure, access control system, video surveillance system, wireless system and relocation of server room.

This project is funded by federal Community Development Block Grant (CDBG) funds and the entire project is subject to Davis-Bacon Wage Determination (PREVAILING WAGE and CERTIFIED PAYROLL); and Section 3 of the Housing and Urban Development (HUD) Act [12 U.S.C. 1701u and 24 CFR Part 135]. Bids from small, minority-owned, disabled, veteran-owned, women-owned and local businesses are strongly encouraged.

Sealed bid packages must be delivered to YWCA of San Diego County, 1012 C Street, San Diego, CA 92101 no later than 12:00pm PDT on Wednesday, April 9, 2014.
