This ordinance amends section 2.00.060 of the San Diego County Water Authority Administrative Code (Recodified) to add new subdivision (d) relating to the Small Contractors Outreach and Opportunities Program Committee and to redesignate existing subdivisions to accommodate the addition of subdivision (d).
The text of new subdivision (d) reads:
"The Board shall have a standing subcommittee known as the Small Contractor Outreach and Opportunities Program (SCOOP) Committee to make recommendations regarding programs, policies and practices to enhance and encourage participation in Authority contracts. The committee shall have not more than six members appointed by the Chair. The committee shall meet at least once each quarter and make reports and recommendations to the Board via the Administrative and Legal Committee."

SUMMARY OF SAN DIEGO COUNTY WATER AUTHORITY ORDINANCE NO 2003-02 AN ORDINANCE OF THE BOARD OF DIRECTORS OF THE SAN DIEGO COUNTY WATER AUTHORITY APPROVING AND ADOPTING CHAPTER 4.04 OF THE ADMINISTRATIVE CODE (RECODIFED), GOVERNING ACQUISITION OF GOODS AND SERVICES
This ordinance governs procurement of goods and services by the San Diego County Water Authority and supplements the provisions of the San Diego County Water Authority Administrative Code (Recodified) Chapters 4.08 governing public works contracts and 4.12 governing pre-qualification and debarment of contractors and bidders.

ORDINANCE NO. 2003-03

AN ORDINANCE OF THE BOARD OF DIRECTORS OF THE SAN DIEGO COUNTY WATER AUTHORITY AMENDING CHAPTER 2.00, SECTION 2.00.110 OF THE ADMINISTRATIVE CODE (RECODIFIED) TO AUTHORIZE THE DESIGNATION OF AN ALTERNATE REPRESENTATIVE OF THE COUNTY BOARD OF SUPERVISORS.
The Board of Directors of the San Diego County Water Authority does ordain as follows:
1. Article 2, Chapter 2.00 of the Administrative Code is amended by the amendment of section 2.00.110 to read as follows: "Section 2.00.110 Representative of the County Board of Supervisors
(a) The Board of Supervisors of San Diego County may designate one of its members to serve at its pleasure as the County?s representative to the Board. The County?s representative shall be eligible to participate in all meetings and functions of the Authority in the same manner and extent as a Director, except as follows:
1. The County?s representative may not be counted toward determination of a quorum of the Board;
2. The County?s representative may not move, second or vote on any action of the Board;
3. The County?s representative may not serve as Chair, Vice-chair or Secretary of the Board;
4. The County?s representative may not receive compensation under Section 2.00.090, but may be reimbursed for actual and necessary expenses under Section 2.00.100.
"(b) The Board of Supervisors of San Diego County may designate one of its members to serve at its pleasure as the County?s alternate representative to the Board. In the absence of the County?s representative to the Board, the County?s alternate representative shall be eligible to participate in all meetings and functions of the Authority in the same manner and extent as the County?s representative."
2. This ordinance shall be effective upon adoption.
3. The Clerk of the Board shall publish this ordinance pursuant to Section 1.00.040 of the Administrative Code (Recodified).

Notice is hereby given that the Facilities Development Department of the San Diego County Regional Airport Authority (the "Airport Authority") will receive sealed bids at 2320 Stillwater Road, San Diego, California, until 10:00 a.m. on April 14, 2003 for:

The phase provides sound attenuation treatments for 52 dwelling units located on 27 residential properties around San Diego International Airport.
Sound attenuation treatments may include, but are not limited to, replacement of windows and exterior doors, adding storm windows and doors, added insulation and improvements to air conditioning, ventilation and electrical systems.
The project includes special treatments for historically significant structures. The work will include the demolition and modification of existing construction to install new windows and doors and, in some cases, may require temporary weatherproof enclosures.

The magnitude of this work is in the range of $2,100,000. The bidder must possess a valid California State Contractors License, classification B at the time the contract is awarded.
Bids will be opened in public at 2320 Stillwater Road, San Diego, California, all as more particularly contained in Document No. LF02-11 on file in the office of the Clerk of the Airport Authority. No Bidder may withdraw a bid after the date set for bid opening.
A prebid conference will be conducted at 10:00 a.m. on March 26, 2003 in the Airport Noise Monitoring Room on the third floor of the San Diego International Airport - Commuter Terminal, 3225 North Harbor Drive, San Diego, California. At the end of the conference, interested parties may tour the project area or, if indicated in the Special Conditions, make an appointment to visit the site. The Airport Authority?s representative will be present at the prebid conference to receive questions. An addendum will be issued, if necessary, to respond to questions raised.
Plans and specifications may be purchased for $50.00 per each set beginning on March 14, 2003, by Bidder?s check or money order only, during the hours of 8:30 a.m. to 11:30 a.m. and 1:30 p.m. to 4:00 p.m., Monday through Friday, excluding Airport Authority holidays, from the Facilities Development Department, San Diego County Regional Airport Authority, P.O. Box 82776, San Diego, CA 92138-2776, or picked up in person at 2320 Stillwater Road, San Diego, California, Telephone Number (619) 400-2606 or 2607. Shipment of plans and specifications by Federal Express is available at Bidder?s expense. The purchase price and cost of shipment are not refundable. One set of plans and specifications will be made available by the Airport Authority to local plan file services.
In accordance with the provisions of the California State Labor Code, the Airport Authority has obtained the general prevailing rate of wages (which rate includes employer payments for health and welfare, vacation, pension and similar purposes) applicable to the work to be done, for straight time, overtime, Saturday, Sunday and holiday work. All labor employed on this project shall be paid no less than such minimum rates of wages. These wage rates are available for inspection at the office of the Equal Opportunity Management Department of the San Diego County Regional Airport Authority.
It is the policy of the San Diego County Regional Airport Authority that certified Disadvantaged Business Enterprises (DBEs) shall have the maximum opportunity to participate in the performance of Airport Authority Contracts. The DBE participation goal for this proposal/bid/quote is eighteen (18%). Certified DBEs with qualifying experience are encouraged to respond to the request for proposals/bids/quotes, etc.
The award of the Contract may be conditioned on meeting the requirements of Title 49 Part 26 ? Department of Transportation, Participation by Disadvantaged Business Enterprises in Department of Transportation Financial Assistance Programs.
Bidder shall file the bonds as required by the Contract and Civil Code section 3247. The provisions of Public Contract Code section 22300 apply to this Contract.
Bidders are hereby notified that the successful Bidder will be required to provide insurance in accordance with Section 1C-6.1, "Contractor?s Insurance," of the General Conditions. In the public interest, the Airport Authority reserves the right to reject any or all bids, or to waive any informality in a bid.

The County of San Diego invites submittals of Statement of Qualifications (SOQ) from firms or individuals interested in providing construction management services and limited project management (CM/PC) for a New Skilled Nursing Facility to be located in Santee, California. The County is considering utilizing one of three Construction Management (CM) services for this project. The Construction Management options are: Basic CM, CM-At_Risk and CM-Multiple-Prime. The project consists of construction of a new Type I 1.1 Skilled Nursing Facility (SNF). The facility is approximately 180,270 square feet with 198 patient rooms and related support space. The estimated construction period for building and site work is 18 months duration. The estimated construction cost is including off site and pad is $42,000,000.
