AND ADOPTION OF A MINOR
AMENDMENT TO THE SPHERE OF INFLUENCE AND ANNEXATION TO THE RANCHO SANTA FE
COMMUNITY SERVICES DISTRICT
FOR THE PROPOSED “BANKS
ANNEXATION”
---
NOTICE IS HEREBY GIVEN, that a meeting of the Commission is scheduled for 9:00 a.m., on April 5, 2010, in Room 302, County Administration Center, 1600 Pacific Highway, San Diego, to consider the above-referenced proposals.
The proposed latent power activation territory includes approximately 6,729-acres and is located north of SR-56.; east of I-5; south of SR-78; and west of I-15 (Thomas Bros., pgs. 1148 and 1168). The adoption of sphere of influence designations in association with the LAFCO authorization for the activation of the utility undergrounding latent power is requested so that the Rancho Santa Fe Community Services District (CSD) could work with the affected public agencies/utilities to convert overhead electric and communications facilities to underground locations.
The proposed annexation territory includes an approximately 1.57-acre portion of a 4.66-acre parcel (Assessors Parcel Number 268-230-23) that is bisected by the current Rancho Santa Fe CSD boundary. The subject annexation territory is located north of Via Del La Valle; east of Sun Valley Road; south of Linea Del Cielo; and west of El Camino Real at 4807 Linea Del Cielo, Rancho Santa Fe, CA 92067 (Thomas Bros., pg. 1168/A6-7). Annexation is requested so that the subject parcel is not split by the Rancho Santa Fe CSD boundary.
State Law requires that notification of the impending annexation be published in a newspaper serving the area, and that property owners and registered voters located in the affected territory and within 300 feet of the exterior boundary of the subject annexation be individually notified.
At the hearing, the Commission will hear any person who wishes to speak and will consider the application and report of the Executive Officer. The files may be examined in the LAFCO office. For further information, please call (619) 531-5400.
