RFB 524 - Metal Beam Guard Railing at Various Locations
The County of San Diego, Owner, invites sealed bids for construction of Metal Beam Guard Railing at various locations, Oracle Project No. 1005469, ARMS Activity No. 4C5003, (RFB 524). Sealed bids will be received at the Office of Purchasing and Contracting, Lobby Front Desk, County Operations Center, 5555 Overland Avenue, Suite 1111 (Bldg 11), San Diego, California, 92123-2149, until 2:00 p.m. on March 30, 2005, at which time they will be publicly opened and read aloud. Work to be Done consists in general of installing metal beam guard railing at various locations in the unincorporated areas of the County of San Diego. The Contractor shall possess, at the time of submitting the bid, a California contractor's license, Classification A, General Engineering Contractor, Classification C-13, Fencing Contractor, or Classification C-32, Parking and Highway Improvement. The cost of construction is estimated to be from $825,000.00 to $875,000.00. Contract Documents, including reduced Plans only, Specifications and Proposal Forms, may be examined or purchased for the sum of $14.00 (including tax) per set at the County of San Diego, Office of Purchasing and Contracting, Cashier, Suite 1111, (Bldg 11, MS O32), County Operations Center, 5555 Overland Avenue, San Diego, CA 92123-1249. Documents will be available on Wednesday March 9. Mail service is available only to those prospective bidders outside a 30_mile radius of the County Operations Center and at an additional cost of $3.50 per set of documents. Disabled Veterans Business Enterprise (DVBE) participation: A DVBE goal of three percent (3%) has been established for this project in accordance with Board of SupervisorÕs Policy B-39a. A proposal to change the status of a Tentative Map has been filed with the Department of Planning and Land Use. If you have any comments or recommendations that you wish the Director to consider as part of review of this proposal, please submit them in writing by April 1, 2005. The Board of Supervisors has authorized the Director of Planning and Land Use to make a preliminary decision on this type of application. This decision will be transmitted to the Planning Commission for concurrence. At that time, the Planning Commission may concur with the DirectorÕs decision or may schedule a public hearing on this matter.

PROPOSED USE OF PROPERTY AND REQUEST: The proposed use is for revised access to a residential subdivision which was approved by the Planning and Environmental Review Board on September 25, 2003. The proposal would shorten the previously approved on-site private easement road and add another access point from Archie Moore Road to serve Lots 2 and 4. Overall, a reduction of 425 feet of on-site private easement road would occur and overall soil disturbance would be reduced by approximately 24,000 cubic yards of soil. Minor lot line changes are proposed which substantially conform to the previously approved subdivision.
