NOTICE IS HEREBY GIVEN that the Alpine Union School District of San Diego County, California, acting by and through its Governing Board, hereinafter referred to as the Owner, will receive up to, but not later than 3:00 o?clock p.m. of the 8th day of April, 2003 sealed bids for the award of a contract for:
Alpine Elementary School
Modernization

Bids shall be received in the District Office of the Alpine Union School District,
1323 Administration Way, Alpine, CA 91901 and shall be opened and publicly read aloud at the above stated time and place. Each bid must conform and be responsive to the contract documents, copies of which are now on file and may be obtained at the District Office

Each bid shall be accompanied by the security referred to in the contract documents, the non collusion affidavit, the list of proposed subcontractors, and all additional documentation required by the Instruction to Bidders. In contracts involving an expenditure in excess of $25,000, the successful bidder shall file a payment bond by an admitted Surety approved to conduct business in the State of California approved by the Owner in the form set forth in the contract documents.
The Owner reserves the right to reject any or all bids or to waive any irregularities or informalities in any bid or in the bidding. The lowest bid shall be the lowest base bid.
The Director of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the contract which will be awarded to the successful bidder, such information may be obtained by contacting the Division of Labor Statistics and Research, Prevailing Wage Unit,

It shall be mandatory upon the Contractor to whom the contract is awarded, and upon any subcontractor under him, to pay not less than the said specified rates to all workers employed by them in execution of the contract.
Each bidder shall be a licensed contractor pursuant to the Business and Professions Code and shall be licensed in the following classification: California Type ?A? or ?B'.
No bidder may withdraw his bid for a period of sixty (60) days after the date set for the opening of bids.

NOTICE IS HEREBY GIVEN that the Palomar Community College District of San Diego County, California, acting by and through its Governing Board (the "District"), will receive up to the close of business on the 26th day of March 2003, sealed proposals for the award of a contract for:
BOND FINANCING CONSULTANT
All proposals shall be received in the office of Counsel, Contracts & Special Projects of the District located at 1140 W. Mission Road, Room A-4A, San Marcos, California 92069-1487.
Each proposal shall conform and be responsive to the Request for Qualifications (RFQ) a copy of which is on file and may be obtained from the office of Counsel, Contracts & Special Projects at the above address. The District is conducting a feasibility study of the registered voters living within its jurisdiction regarding a proposed General Obligation Bond issue in the year 2004; and is establishing its Bond Financing Team while the feasibility study is being conducted to provide input and expertise during the study, and if it is determined feasible, to work with the District to put a General Obligation Measure before the voters of the District in the year 2004.
All qualified firms and persons shall have current licenses as required under California law for the provision of financial services requested by the District. The District seeks a Financial Advisor and Underwriter to join its team of experts studying the feasibility of presenting a GO Bond Measure to the voters of the District as stated herein.
The District reserves the right to reject any or all applicants, and to waive any irregularities or informalities in the RFQ and RFQ process. District is an equal opportunity employer.
All applications shall be screened and evaluated by a District committee and those applicants selected for the short list may be invited to attend an interview, at the applicant?s own expense, at the District?s San Marcos campus on a date and time to be scheduled in April, 2003.

Sealed bids addressed to THE EASTLAKE COMPANY, LLC, (Owner) will be received at the office of The EastLake Company, LLC, 900 Lane Avenue, Suite 100, Chula Vista, California 91914 until 2:00 p.m., local time, on Thursday, April 3, 2003, for furnishing all labor, material, equipment, transportation and services for:
OTAY LAKES ROAD
LANDSCAPE IMPROVEMENTS
(from Hunte Pkwy to Lake Crest Drive)

Improvements for this job will include: Landscape, Irrigation and Slope Erosion Control.
Bids will be opened and publicly read aloud at the above stated time and place. Each bid must conform and be responsive to the contract documents. Each bid shall be accompanied by a Bidder's Bond in the amount of 10% of the bid amount. Telephone, telegraphic, faxed, or late bids will not be considered regardless of postmark or reason. Late bids will be returned to the bidder unopened.
Plans and specifications will be available beginning Monday, March 17, 2003 at 900 Lane Avenue, Suite 100, Chula Vista, CA 91914. Phone (619) 421-0127. A fee of $50.00 per set must be paid when plans and specifications are picked up. This fee is not refundable.

All bidders will meet at the offices of The EastLake Company, 900 Lane Avenue, Suite 100, Chula Vista, CA 91914 on the date and time specified. Interested bidders shall call Jill Smith, (619) 421-0127 in advance to confirm attendance at the meeting.
FAILURE TO ATTEND THE PRE-BID MEETING WILL BE CONSIDERED NON-RESPONSIVE AND ANY BID SUBMITTED WILL BE REJECTED.
Each bidder shall be a licensed contractor for a minimum of two (2) years, pursuant to the Business and Professions Code. All Contractors, including Subcontractors, not already having a City of Chula Vista license for the work contemplated will be required to secure the appropriate license from the City of Chula Vista before a contract can be executed.
Before a contract will be awarded for the work contemplated herein, The EastLake Company, LLC will conduct such investigation as is necessary to determine the performance record and ability of the apparent low bidder to perform the size and type of work specified. Upon request, the Bidder shall submit such information as deemed necessary by The EastLake Company LLC to evaluate the Bidder's qualifications.
The Owner hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this Notice, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award.
Contractors are not required by bid specifications to pay prevailing wage to persons employed by them for work under this Contract in accordance with Section 2.58.070 of the Chula Vista Municipal Code regulating payment of prevailing wages for Contracts within the City of Chula Vista.
The Owner reserves the right to reject any or all bids and to waive any irregularity or informality in any bid to the extent permitted by law. No bidder may withdraw his bid for a period of ninety (90) days after the date set for the opening of the bids.
