Bids, uploaded to the City of La Mesa, via PlanetBids, will be received electronically until 10:00 A.M. on April 14, 2015, at which time they will be publicly opened, for furnishing labor, material, and equipment and performing all work required for:
MARYLAND AVENUE SIDEWALK AND IMPROVEMENTS AT VARIOUS
LOCATIONS PROJECT, located on Maryland Avenue and at various location Citywide, in the City of La Mesa, County of San Diego, State of California,
according to the specifications.
Engineer's Estimate for this project is $360,000.

A Pre-bid meeting is scheduled for 10:00 A.M. Tuesday, March 31, 2015 at City Hall located at 8130 Allison Avenue, La Mesa, CA 91942.

Classification of valid contractor's license which the Prime Contractor must have at the time of bid and contract award: A.

No bid will be awarded to a Contractor who is not licensed in accordance with the provisions of Chapter 9, Division 3 of the Business and Professions Code.

The DBE goal for this federally funded project is 10.7%.

This contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990.

Inquiries or questions based on alleged patent ambiguity of the plans, specifications or estimate must be communicated as a bidder inquiry prior to bid opening. Any such inquiries or questions, submitted after bid opening will not be treated as a bid protest.

Bids will be submitted via PlanetBids electronically upon the blank forms of proposal furnished by the City. It is the sole responsibility of the Bidder to see that his/her bid is received in proper time. This project is subject to the "Buy America: provisions of the Surface Transportation Assistance Act of 1982 as amended by the Intermodal Surface Transportation Efficiency Act of 1991.

Bids are required for the entire work described herein.

Bids shall be made in accordance with the prevailing hourly rate of per diem wages for this locality and project as determined by the Director of Industrial Relations pursuant to Labor Code Section 1770 et seq., a copy of which is on file with the City Engineer at 8130 Allison Avenue, La Mesa, in accordance with the provisions of Labor Code Section 1773.2, which prevailing hourly rate of wages is made a part of this notice by reference as though fully set forth herein. This is a Federal-Aid project and Davis-Bacon Act will be enforced. The Federal Wage Rates are those determined by the Federal Department of Labor Relations. The Contractor is obligated to pay the higher of the two rates, State and Federal wage rates, if there is a difference. The wage rates may also be viewed at the FEDERAL WEBSITE: www.access.gpo.gov/davisbacon/ca.html, scrolling down to San Diego County.
In accordance with the provisions of Section 1777.5 of the Labor Code, and in accordance with the regulations of the California Apprenticeship Council, proper indentured apprentices may be employed in the prosecution of the work.
If the project requires the employment of workers in any apprentice-able craft or trade, once awarded, the Contractors or subcontractors must apply to the joint apprenticeship council unless already covered by local apprentice standards (Labor Code Section 1777.5).
Information relative to the number of apprentices, identifications, wages, hours of employment, and standards of working conditions shall be obtained from the Director of the Department of Industrial Relations, who is the Administrative Officer of the California Apprenticeship Council, P. 0. Box 603, San Francisco, CA 94101.
The City Council of the City of La Mesa, in accordance with Title VI of the Civil Rights Act of 1964 (78 Stat. 252) and the Regulations of the Department of Commerce (15 C.F.R., Part 8), issued pursuant to such Act, hereby notifies all Bidders that it will affirmatively insure that the contract entered into pursuant to this advertisement will be awarded to the lowest responsible Bidder without discrimination on the grounds of race, color, or national origin.

All bids will be compared on the basis of the Base Bid.

The particular attention of prospective Bidders is hereby directed to the applicable sections in the specifications for full directions and requirements as to submittal of bids, bonds, insurance, and agreements.

CAJON VALLEY UNION SCHOOL DISTRICT

The CAJON VALLEY UNION SCHOOL DISTRICT will receive sealed bids for:

REQUEST FOR BID NO. 1421
ASBESTOS FLOORING REMOVAL
MADISON ELEMENTARY SCHOOL

at the office of the Purchasing Department, 225 Roanoke Road, El Cajon, California 92020, no later than April 6, 2015, two o'clock (2:00:00) p.m., at which time or thereafter said bids will be opened and read aloud. Time determined by internet: http://www.time.gov. Bids received after this time will be returned unopened. Bids shall be valid for 90 calendar days after the bid opening date.

Contract documents are now on file and copies may be obtained online at www.cajonvalley.net; click on "Bids, RFQ, RFP", "Construction", "Bid #1421". It is the Bidder's responsibility to ensure they have received all addendums. Addendums are posted on the same District website.

Bids must be accompanied by cash, a certified or cashier's check, or a Bid Bond in favor of the District in an amount not less than ten percent (10%) of the submitted Total Bid Price.

A Pre-Bid Job Walk will be held for this project on March 30, 2015, 8:30 a.m., at Madison Elementary School, 1615 E. Madison Ave., El Cajon, CA 92019, for the purpose of acquainting prospective bidders with the work site.

Each bid shall be accompanied by the security referred to in the Contract Documents, the non-collusion declaration, the list of proposed subcontractors, and all additional documentation required by the bid documents.

The successful bidder will be required to furnish the District with a Performance Bond equal to 100% of the successful bid, and a Payment Bond equal to 100% of the successful bid, prior to execution of the Contract, regardless of the contract amount. All bonds are to be secured from a surety that meets all of the State of California bonding requirements, as defined in Code of Civil Procedure Section 995.120, and is admitted by the State of California with a rating of A++, A+, A, or no less than A-.

Pursuant to Public Contract Code Section 22300, the successful bidder may substitute certain securities for funds withheld by District to ensure his performance under the Contract.

The Director of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the Contract which will be awarded to the successful bidder, copies of which are on file and will be made available to any interested party upon request online at http://www.dir.ca.gov/dlsr. A copy of these rates shall be posted by the successful bidder at the job site. The successful bidder and all subcontractor(s) under him, shall comply with all applicable Labor Code provisions, which include, but are not limited to the payment of not less than the required prevailing rates to all workers employed by them in the execution of the Contract, the employment of apprentices, the hours of labor and the debarment of contractors and subcontractors.

Pursuant to SB854, No contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)]. No contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. In bidding on this project, it shall be the Bidder's sole responsibility to evaluate and include the cost of complying with all labor compliance requirements under this contract and applicable law in its bid.

Each bidder shall be a licensed contractor pursuant to the Business and Professions Code and shall be licensed in the following appropriate classification(s) of contractor's license(s), for the work bid upon, and must maintain the license(s) throughout the duration of the Contract: B-General with ASB, Asbestos Certification; or C-21 Building Moving/Demolition with ASB, Asbestos Certification; or C-15 Flooring and Floor Covering with ASB, Asbestos Certification.

Pursuant to Public Contract Code Section 3400(b), if the District has made any findings designating certain materials, products, things, or services by specific brand or trade name, such findings and the materials, products, things, or services and their specific brand or trade names will be set forth in the Project Specifications.

Minority, women, and disabled veteran (DVBE) contractors are encouraged to submit bids and bidders are encouraged to make a good faith effort to contact and utilize DVBE subcontractors and suppliers, providing documentation with their bid.

Award of Contract: The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding process.
