The San Diego Unified Port District (District) requires the services of a qualified Consultant to provide sample collection and perform biological, chemical and bioassay analysis for the implementation of the Pilot Study Ambient Monitoring Program for the Regional Harbor Monitoring Program (RHMP). The District is the lead agency implementing the RHMP in cooperation with the Cities of San Diego, Oceanside and the County of Orange. The Pilot Study Ambient Monitoring Program consists of sampling San Diego Bay, Mission Bay, Oceanside Harbor, and Dana Point Harbor. The San Diego Regional Water Quality Control Board under CWA ¤13225 is requiring this Ambient Monitoring Program. The Pilot Study proposes to sample each bay every summer for three years to develop trend data and evaluate the RHMP.
Services will be available to the District on an as-needed basis for a period of three years. The agreement does not guarantee that such services will be required to the maximum amount of the agreement.

The project includes but is not limited to: Install and integrate Open Protocol DDC Control System including all Equipment, Controllers, and Programming for Floors 1, 2, 5, 6, and 7 of the San Diego Unified Port DistrictÕs Administration Building located at 3165 Pacific Highway, San Diego, CA, 92112-0488.
The District has installed a Honeywell SymmetrEª Building Management System in the Basement Floor and Supply Fan with Variable Frequency Drive Motor and all HVAC Controls for the 5th Floor Complete with wiring. The Contractor shall provide integration Controller and Programming for the 5th Floor. The District will provide Ethernet Connection in Basement, and Floors 1, 2, 5, 6, and 7.
The Contractor shall provide new Supply Fan Variable Frequency Drive Motors, Controls, Control Wiring, and Controllers as specified, and all other ancillary equipment required for complete operational HVAC DDC Control System integrated into the Honeywell SymmetrEª Building Management System located in the Basement Floor. All Contractor furnished HVAC Control System equipment shall be integrated for floors 1, 2, 5, 6, and 7.
The magnitude of this work is in the range of $223,000.00 - $257,000.00.
The bidder must possess a valid California State Contractors License, Classification C-20 at the time the contract is submitted.
Bids will be opened in public at or about that hour at 3165 Pacific Highway, San Diego, California, all as more particularly contained in Document No. 48463 on file in the office of the Clerk of the District. No Bidder may withdraw a bid after the date set for bid opening.
A pre-bid conference will be conducted at 2:00 p.m. on April 5, 2005, in Conference Room 2 at the District Administration Building.
Plans and specifications are available for download on Port of San Diego website, www.portofsandiego.org. Plans and specifications may also be purchased for $10.00 per each set on or about March 18, 2005, during the hours of 8:30 a.m. to 11:30 a.m. and 1:30 p.m. to 4:00 p.m., Monday through Friday, excluding District holidays, from the Purchasing Department, San Diego Unified Port District, P.O.
