The County of San Diego, Owner, invites sealed bids for construction of Spring Valley Outfall Sewer Rehabilitation at two piers, Oracle Project No. 1000528, (RFB 525). Sealed bids will be received at the Office of Purchasing and Contracting, Lobby Front Desk, County Operations Center, 5555 Overland Avenue, suite 1111 (Bldg 11), San Diego, California, 92123-2149, until 2:00 p.m. on March 16, 2005, at which time they will be publicly opened and read aloud. Work to be Done consists in general of removing approximate 200Õ of 24-inch steel pipe and installing approximately 200Õ of ductile iron pipe, supported by two piers. An inspection of the construction site is scheduled for 10:00 a.m. on Wednesday, March 2, 2005 at the project site. Contractors are to meet at the gate along Quarry Road off of Sweetwater Road. The project is located east of Quarry Road north of Sweetwater Road (Thomas Guide 1290, J6, 2005 Edition). The Contractor shall possess, at the time of submitting the bid, a California contractor's license, Classification A, General Engineering Contractor or Classification C-42, Sanitation System Contractor. The project is located in the vicinity of Spring Valley. The cost of construction is estimated to be from $250,000.00 to $300,000.00. The County of San Diego is requesting quotations from qualified firms for the renovation of an existing playground facility at Lincoln Acres Park in National City, CA. The new facility includes, but is not limited to the removal and replacement of an existing play structure, removal and replacement of concrete paving, installation of owner provided play structures and other general site improvements. California contractor license requirement is either Classification A General Engineering or Classification B General Building Contractor. Estimated cost is between $35,000-$40,000. The project is funded through the federal Community Development Block Grant Program, as administered by the County of San Diego. ContractorÕs quotations shall comply with all applicable Federal requirements including Federal Prevailing Wage Rate criteria and Statutes of the Federal Labor Standards provisions HUD-4010. SPECIFICATION 558A
1. Date of Opening Bids:
Notice is hereby given that sealed bids will be received by the San Diego County Water Authority by mail or in its office at 4677 Overland Avenue, San Diego, California 92123-1233, until April 6, 2005 at 2:00 p.m. for the foregoing project. The bids so submitted will be publicly opened and read aloud at that time.
2. Form of Bid: The bid shall be made on the following forms provided by the Water Authority: Bid Proposal; Bidding Sheet; Noncollusion Affidavit; Bidder's Bond (not required if cash or certified or cashier's check accompanies bid); Bidder's Plan for Construction; Subcontractor List (Schedule B-1); and Vendor/Supplier and Service Provider List (Schedule B-2). These documents shall constitute the bid. By the close of business, two business days after the date of bid opening, submit Welded Steel Pipe Manufacturer Qualifications.
3. Small Contractor Outreach and Opportunities Program: The Water AuthorityÕs Small Contractor Outreach and Opportunities Program is designed to maximize participation of diverse, qualified, small contractors, consultants, and material suppliers seeking to do business with the Water Authority. Effective implementation of SCOOP is a requirement of the project and award of a contract will be determined, in part, by the ContractorÕs demonstrated effort in conducting effective outreach to small contractors. Failure to comply with the requirements herein shall render the bid as non-responsive.
4. Location of Work: The project site is located in two separate areas as follows:
Pipeline 4 Reline from Del Dios Highway to Black Mountain Ranch
The project site is located north of Del Dios Highway in the County of San Diego, Community of Rancho Santa Fe, and proceeds in a southern direction to north of Carmel Valley Road in the City of San Diego, along the Water AuthorityÕs Second Aqueduct. Access to the site is limited to public streets and the Water AuthorityÕs access roads. See Thomas BrotherÕs Guide (2005 Edition) page 1148, Grid H7; page 1168, Grids H1, J1, J2; page 1169, Grid A2, A3, B3, B4, B5, B6, C6, C7, and D7; page 1189, Grids D1 and D2.

The project site is located on Paint Mountain within the Water AuthorityÕs Second Aqueduct in the County of San Diego, Community of Rancho Santa Fe. Refer to Thomas Brothers Guide (2005) Page 1148, Grid G3. Access to the site is strictly limited as shown on the Plans.
5. Description of Work: The work is as follows:
Pipeline 4 Reline from Del Dios Highway to Black Mountain Ranch
The work generally consists of the construction of approximately 20,000 feet of 93 inch outside diameter collapsed welded steel liner inside of an existing 96 inch inside diameter prestressed concrete cylinder pipe, 1,850 feet of 92 inch O.D. uncollapsed welded steel liner inside of an existing 96 inch I.D. prestressed concrete cylinder pipe, the installation of up to 450 feet of 93 inch O.D. welded steel pipe at ten access portals, and the installation of up to 110 feet of 92 inch O.D. welded steel pipe at two access portals. The work includes environmental fencing and flagging, clearing and grubbing, dewatering, installation of an interior bulkhead, temporary erosion control, excavation, shoring and bracing, temporary sound walls, temporary fencing, cutting and demolition of existing PCCP, fabrication and installation of steel liner sections, fabrication and installation of replacement steel pipe sections, welding, grouting between the liner and the existing prestressed concrete cylinder pipe, placing field-applied cement mortar lining, installing cathodic protection systems, placing reinforcing steel and concrete encasement, backfill, disinfection of piping, access road restoration, hydroseeding, revegetation, and all other appurtenant work.
Pipelines 3 and 4 Interconnection at Pipeline 4 Station 3223+45.50
The work generally involves the following: excavation, demolition, removal and disposal of approximately 33 lineal feet of existing 48 inch I.D. WSP, fabrication and installation of approximately 65 lineal feet of 48 inch I.D. CML WSP, and fabrication and installation of one 60 inch by 48 inch WSP Tee. The work also includes: grading, shoring and bracing, temporary erosion, traffic control, disposal of materials, fencing, installation of an interior bulkhead, placing reinforcing steel and concrete encasement, backfill, disinfection of piping, hydroseeding, coating, testing and appurtenant work.
6. Plan Review: Plans showing the character of the work may be seen at the offices of the Water Authority, 4677 Overland Avenue, San Diego, California 92123-1233. The following Labor Resources may be required: Boilermaker (for pipelines); Carpenter; Cement Mason; Cranes, Pile Driving and Hoisting Equipment (Operating Engineer); Laborer (Engineering Construction); Landscape Irrigation Laborer; Operating Engineer; Teamster; Tunnel (Operating Engineer); Building/Construction Inspector and Field Soils and Materials Tester; Fence Builder; Fire Safety and Miscellaneous Sealing; Gunite Worker (Laborer); Laborer; Landscape Operating Engineer; Tunnel (Laborer).
The work shall be performed in accordance with the San Diego County Water Authority's General Conditions and Standard Specifications, 2005 Edition, as amended and as modified by the project "Contract Documents." The prices for plans and specification documents are listed below.

7. Alternative Schedule: None.
8. Bid Security: Each bid shall be accompanied by cash, certified or cashier's check, or bid bond in the amount of 10 percent of the total bid price payable to the San Diego County Water Authority as a guarantee that the bidder, if the bid is accepted, will execute the agreement and provide the required bonds, certificates of insurance, and endorsements within 15 days of the receipt by the bidder of the Notice of Award
9. Award of Contract: All terms and conditions contained in the Contract Documents shall become a part of the Contract. No bidder may withdraw its bid for a period of 90 days after the time set for the opening thereof. The Contract shall be awarded within 90 days after the opening of bids, if it is in the interests of the Water Authority to do so. The Water Authority reserves the right, after opening bids, to waive any informality in any bid, to reject any or all bids, to make an award to the lowest responsive responsible bidder, as determined by the Water Authority, and reject all other bids as may be in the best interest of the Water Authority. A bidder to whom an award is made will be required to execute the agreement and provide the required bonds, certificates of insurance, and endorsements within 15 days of the receipt by the bidder of the Notice of Award.
10. Prevailing Rates of Wage: In accordance with the provisions of the California Labor Code, the Water Authority has obtained from the Department of Industrial Relations the general prevailing rates of wages in the locality in which the work is to be performed, and it shall be mandatory upon the Contractor to whom the Contract is awarded and upon any subcontractor to pay not less than the specified rates to all workers employed in the execution of the Contract. The Contractor shall cause a copy to be posted at the job site. Copies of the prevailing rates of wages are on file and available for review by any interested party at the offices of the Water Authority, 4677 Overland Avenue, San Diego, California 92123-1233.
11. Substitution of Securities: Pursuant to Section 22300 of the California Public Contract Code, the Contractor may request the Water Authority to make retention payments directly to an escrow agent or may substitute certain securities for money withheld by the Water Authority to ensure performance under the Contract, as provided in the General Conditions of the Contract Documents.
12. ContractorÕs License: The Water Authority has determined that the Contractor shall possess and maintain a valid Class "A" General Engineering Contractor license at the time the Contract is bid. Failure to possess the specified license shall render the bid as non-responsive and shall act as a bar to award the contract to any bidder not possessing said license at the time of bid. All subcontractors shall have and maintain a current and valid contractor license of the required classification from the State of California.
13. Site Review: As identified in the "Bidder's Plan for Construction," prospective bidders are encouraged to conduct a site review of the project prior to bid. The Water Authority will conduct a site visit on March 9, 2005 immediately following the Prebid Meeting. Prospective bidders are required to provide their own transportation during the site visit.
14. Prebid Meeting: Prospective bidders are encouraged to attend a Prebid meeting relative to the proposed project. It is not mandatory for the Bidder to attend the Prebid Meeting. The Water Authority will conduct the meeting at 11:00 a.m., Wednesday, March 9, 2005. The meeting will be held in the office of the Water Authority located at 4677 Overland Avenue, San Diego, California 92123-1233.
15. Exploratory Excavations or Borings: Prospective bidders may perform exploratory excavations or borings at the site with written approval from the Water Authority. Approval may be granted in locations where in the opinion of the Water Authority, soil boring activities will not be in non-compliance with project environmental permit requirements, and will not pose a threat to the existing pipelines. Access to the site is restricted to public streets and the Water AuthorityÕs patrol road. Water Authority personnel must escort bidders to the site and observe excavating, borings, and backfilling. Prospective bidders shall also obtain all necessary environmental clearances and agency permits, notify Underground Service Alert, protect all utilities and facilities, provide traffic control, and restore excavations to original conditions to the Water Authority's satisfaction. Exploratory excavations or borings are at the sole expense and risk of the bidder.
