The City of San Diego Development Services Department has prepared a draft Mitigated Negative Declaration for the following project and is inviting your comments regarding the adequacy of the document. The draft Mitigated Negative Declaration and associated technical appendices have been placed on the City of San Diego web site at http://www.sandiego.gov/city-clerk/officialdocs/notices/index.shtml under the "California Environmental Quality Act (CEQA) Notices & Documents" section. Your comments must be received by April 9, 2015 to be included in the final document considered by the decision-making authorities. Please send your written comments to the following address: E. Subject: A SITE DEVELOPMENT PERMIT to demolish an existing two-story, 216-room hotel structure and a single-story, 4,300-square-foot restaurant and subsequent construction of a five-story, 190,000-sqaure-foot, 236-room hotel with pool, spa outdoor amenity area courtyards and associated surface parking with 225 parking spaces. The maximum building height would be approximately 65 feet. The project would also construct various site improvements, including associated hardscape, retaining walls, and landscaping along with public improvements along Hotel Circle South. The project would also request a deviation from applicable development regulations with respect parking requirements. The project would utilize renewable energy technology, self-generating at least 30-percent (Commercial) or more of the projected total energy consumption on site through photovoltaic technology (solar panels) and by achieving a Leadership in Energy & Environmental Design (LEED) Silver or equivalent level for the commercial development. The developed 4.88-acre (212,457-square-foot) project site is located at 2181 and 2201 Hotel Circle South. The parcel is designated Office or Commercial Recreation within the Mission Valley Community Plan. The project site is zoned MV-CO-CV, in the Hillside Subdistrict within the Mission Valley Planned District Ordinance, and the Development Intensity District (Traffic Area 3 and Traffic District D), Airport Influence Area (Review Area 2 - San Diego International Airport), Federal Aviation Administration (FAA) Part 77 Noticing Area (San Diego International Airport - Lindberg Field), and FAA Part 77 Noticing Area (North Island NAS).(LEGAL DESCRIPTION: Assessor's Parcel Number 443-040-27.) The site is not included on any Government Code listing of hazardous waste sites.

Recommended Finding: The recommended finding that the project will not have a significant effect on the environment is based on an Initial Study and project revisions/conditions which now mitigate potentially significant environmental impacts in the following area(s): HISTORICAL RESOURCES (ARCHAEOLOGY).
