NOTICE IS HEREBY GIVEN that the San Marcos Unified School District of San Diego County, California, acting by and through its Governing Board, hereinafter referred to as the District, will receive up to, but not later than, 3:00 P.M. on April 16, 2015, sealed bids for the award of a contract for the following:

BID #F2015-06, "San Marcos High School Field & Track Renovation" It is estimated the construction costs of specific work will be approximately $1,000,000.

Bid shall be received in the office of the Facilities Department of the District at 255 Pico Avenue, Suite 100, San Marcos, California, 92069 and shall be opened and publicly read aloud at the above stated time and place.

Each bid must conform and be responsive to the contract documents, copies of which are on line at
http://smusd.org/Page/225 and Mayer Reprographics at www.mayer.com on March 19, 2015. For Mayer, select "Projects Bidding" and choose folder for this project. The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids.

Each bid shall be accompanied by the security referred to in the contract documents, the non-collusion affidavit, the list of proposed subcontractors, and all additional documentation required by the Information to Bidders.

The Director of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the contract which will be awarded to the successful bidder, copies of which are on file and will be made available to any interested party on request at 255 Pico Avenue, Suite 100, San Marcos, California, 92069. Copies of rates so determined are also available on the Internet (http://www.dir.ca.gov/dlsr). All contractors must also be Prequalified with the following: State Prequalification, CUPCCAA, PWC-100.

It shall be mandatory upon the Contractor to whom the contract is awarded, and upon any subcontractor under him, to pay not less than the said specified rates to all workers employed by them in the execution of the contract.

Contractors are required by law to be licensed and regulated by the Contractors' State License Board.

A MANDATORY Pre-Bid Meeting will be held on March 31, 2015 starting at 10:00 A.M. at San Marcos High School, 650 West Mission., San Marcos, CA 92069.

* Performance and Payment bonds in an amount of not less than one hundred (100%) of the total bid price must be filed for a contract involving an expenditure in excess of $25,000 (Civil Code section 3247 (a)) and may be required for contracts involving smaller expenditures at the option of the District. Each Bid shall be accompanied by a certified or cashier's check or bid bond in an amount not less than ten percent (10%) of the total bid price, payable to the District as a guarantee that the bidder, if its proposal is accecpted shall promptly execute the Agreement, furnish Payment and Performance Bonds and furnish certificates evidencing that the required insurance is in effect in the amounts set forth in the General Conditions. In the event of failure to enter into the contract and execute the required documents, such bid security will be forfeited.

No bidder may withdraw their proposal for a period of sixty (60) days after the date set for the opening of bids. Bids will be awarded as specified in the bid instructions and conditions.

Notice is hereby given that the San Diego County Water Authority (Water Authority) is soliciting proposals from qualified firms to perform a comprehensive nondestructive condition assessment of approximately 14 miles of welded steel pipe and pipe liners on Pipeline 3, from San Marcos to Rancho Penasquitos.

A pre-proposal meeting will be held Thursday, April 2, 2015, 9:00 a.m. at the Escondido Operations Center Training Room located at 610 West 5th Avenue, Escondido, CA 92025. Attendance is recommended, but not mandatory. The Water Authority has arranged for a one-time visit to the jobsite, departing at 10:15 a.m., after the pre-proposal meeting. The anticipated duration of the jobsite visit is four hours. No individual site visits are permitted. Due to access constraints, transportation from the Escondido Operations Center will be provided. Only two (2) representatives from each potential Proposer may participate in the site visit.

Senate Bill (SB) 854 Requirements: No contractor or subcontractor may be listed on a bid proposal for a public works project (submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations (DIR) pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposed only under Labor Code section 1771.1 (a)]. No contractor or subcontractor may be awarded a contract for public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. Prime contractors must add the DIR Registration Number for each of their listed subcontractors to the Designation of Subcontractors list AND submit a certificate of registration for their own firm and those of their listed subcontractors upon request by the District. Failure of the bidding prime contractor to list their subcontractors DIR Registration Number on the Designation of Subcontractors list at the time of bid will result in rejection of their bid as non-responsive.
