SUBJECT: Notification of Request for Proposals (RFP 5000346) for:
Escondido BUS RAPID Transit and Transit Priority Concept Study

The San Diego Association of Governments (SANDAG) is soliciting proposals from qualified firms for the Escondido Bus Rapid Transit and Transit Priority Concept Study. Proposals are due by 4 p.m. on April 18, 2005.
The focus of the project is to develop, screen, and recommend the appropriate transit priority measures for North County Transit District (NCTD) Route 350, a route approximately six miles in length between the Escondido Transit Center in downtown Escondido and Westfield ShoppingtownÐNorth County shopping mall. The route carries approximately 2,100 riders each weekday and is one of the more heavily used NCTD routes. Weekday service runs every 15 minutes, and the route suffers from congestion in key locations during the morning and evening commute periods. Several major activity centers are served by this route, including the Westfield ShoppingtownÐNorth County shopping mall, San Pasqual High School and Bear Valley Middle School, the downtown area, and the transit center (which will be the terminus for SPRINTER light rail service beginning in 2007).

A pre-proposal meeting will be held on Wednesday, March 30, 2005, from 10:30 a.m. to 12:30 p.m. in the 7th floor SANDAG Board Room. Attendance at the pre-proposal meeting is not mandatory. A summary of the pre-proposal meeting questions and answers can also be mailed to you.
Inasmuch as the items and services herein described are to be purchased with Federal assistance authorized by Federal transit laws codified at 49 USC ¤¤ 5301 et seq.; or Title 23, United States Code (Highways); or the Transportation
Equity Act for the 21st Century, Pub. L. 105-178, June 9, 1998, 23 USC ¤ 101 note, as amended by the TEA-21 Restoration Act, Pub. L., 105-206, July 22, 1998, 23 USC ¤ 101 note, and other further amendments (TEA-21), or other Federal enabling laws administered by FTA; the successful offeror will be required to comply with all terms and conditions prescribed for third party contracts in a grant contract between the United States Department of Transportation and the purchaser.
