NOTICE TO BIDDERS

NOTICE IS HEREBY GIVEN that the Palomar Community College District of San Diego County, California, acting by and through its Governing Board, hereinafter referred to as the “District”, will receive up to, but not later than 2:30 PM on the 13th day of April, 2010, sealed bids for the award of a contract for:

BID NO. B10-05 : Printing and Distribution of Class Schedules

This contract will be awarded for an initial one-year period for the Class Schedules for a minimum of two (2) semesters (Fall 2010, Spring 2011) and a possible third semester (Summer 2011). The first set of class schedules (for Fall 2010) is to be delivered in late May 2010. This bid will be awarded in its entirety to a single vendor. The lowest bid will be based on a pre-established formula to calculate an overall average cost of the schedules based on the bid prices and rates for various printing options. The District shall have the option during the tenure of the agreement to extend it for one (1) full additional year within a maximum five percent (5%) increase in the prior year's pricing.
Due to budget constraints, the District currently does not anticipate publishing a Summer class schedule; however, bidders are required to submit prices for a Summer Class Schedule to allow the District to publish that schedule should sufficient funds become available. The District therefore reserves the right to eliminate the publishing of a Summer Class Schedule without invalidating the awarded contract. In order to contain costs, the District also reserves the right to eliminate part or all of the bulk-mailing distribution of any set of schedules without invalidating the awarded contract.
Such bids shall be received in the office of the Supervisor, Purchasing Services, Palomar Community College District, 1140 West Mission Road, Room A-8/A-10, San Marcos, California 92069-1487, and shall be opened and publicly read aloud at the above stated time and place.
Any bid received after the stated date and time will not be considered. Bids submitted and participation by interested bidders in the process shall be at no cost or obligation to the District.
Each bid must conform and be responsive to this invitation, the Information for Bidders, the Specifications, the Plans, if any, and all other documents comprising the pertinent contract documents. Copies of the Contract Documents are now on file and may be obtained in the office of the Supervisor, Purchasing Services at the above address, as well as at the following District bid website (in the Purchasing Services section, towards the bottom of that website) :

The District reserves the right to reject any or all bids, to accept or to reject any one or more items on a bid, or to waive any irregularities or informalities in the bids or in the bidding process.
No bidder may withdraw its bid for a period of sixty (60) days after the date set for the opening of bids.

Sealed bids will be due on May 4, 2010 at 11:00 a.m., Prevailing Local Time, unless otherwise amended, at Metropolitan Transit System, Procurement Dept. 1255 Imperial Avenue, Suite 1000, San Diego, California 92101. Bids received after that time or at any other place other than the place stated herein will not be considered.

MTS hereby notifies all bidders that in regard to any contract entered into pursuant to this advertisement; Disadvantaged Business Enterprises (as defined in 49 CFR Part 26) will not be subject to discrimination on the basis of race, color, sex or national origin in consideration for an award.

This project is subject to a capital assistance grant between San Diego Metropolitan Transit System (MTS), and the U.S. Department of Transportation, Federal Transit Administration.

MTS reserves the right to reject any and all bids and to re-advertise for bids.
