The San Diego Unified Port District seeks qualified Consultants that shall provide as-needed Consulting services for the Port of San Diego's Public Art Program. Consultant shall work independently on projects specified by the Public Art Curator, including the development of future projects and programs; development of public art strategies; research of local and national public art policies; preparation of public art information for distribution, including presentations; preparation of comprehensive reports; database upkeep; and implementation of collection management initiatives.
The District's estimate for this project shall be compensated on a negotiated basis as established in the Fee Schedule. CORONADO TIDELANDS PARK PLAYGROUND EQUIPMENT
Furnish all labor, materials (excluding the playground equipment and surfacing materials) and equipment as necessary to complete the construction of Tidelands Park Playground Equipment Improvements as shown on the plans and as specified. Provide and install temporary security fencing at the Project Site for the duration of the Construction Phase. The Contractor shall determine exact fencing location. Provide and install temporary secure equipment/materials storage container at the Project Site for the duration of the Construction Phase. The Contractor shall determine if this is an operational necessity. Protect-in-place all existing below-grade irrigation system piping. Demolish and dispose of approximately 890 square feet of existing poured-in-place rubberized surfacing as shown on the plans. Contractor shall protect-in-place existing concrete sub-base and associated existing play equipment. Temporarily remove existing play sand to the surrounding areas in preparation for the sub-grade preparation and installation of new concrete sub-base. Install new outdoor play equipment per plan. Materials will be provided thru a separate contract. Install new outdoor fitness equipment per plan. Materials will be provided thru a separate contract. Install approximately 890 square feet of new poured-in-place rubberized surfacing over existing concrete base per plan. Materials will be provided thru a separate contract. Install approximately 3,385 square feet of new 4" thick concrete sub-base over prepared sub-grade per plan, including approximately 207 linear feet (LF) of integral 6" wide turned down edge as shown on the drawing. Install approximately 3,385 square feet of new poured-in-place rubberized surfacing over concrete sub-base per plan. Contractor shall install new poured-in-place rubberized surfacing. Thickness of the rubberized surfacing shall comply with International Playground Equipment Association (IPEMA) requirements for playground safety. Rubberized materials will be provided thru a separate contract. Redistribute existing play sand, removed during construction activities, throughout remaining playground areas. Dispose of all demolished, removed and other materials, associated with construction activities outside of the Tidelands. Final inspection of the newly installed playground equipment by a Certified Playground Safety Inspector including preparation and submittal of Playground Safety Inspection Report. It is intended that the Work be completed in every respect under the Contract Document, and such items or details not mentioned above that are required by the Contract Documents shall be furnished, performed, placed, constructed, or installed by the Contractor.
The total contract duration is two years. The Engineer's Construction estimate for this work is $44,000.00.
The bidder must possess a valid California State Contractors License, A, General Engineering and/or D34, Prefabrication Equipment.
Bids will be opened in public at or about that hour at 1400 Tidelands Avenue, National City, California, all as more particularly contained in Document No. 63067 on file in the office of the Clerk of the District. No Bidder may withdraw a bid after the date set for bid opening.

Bidders shall submit their original Bid Proposal Package to the Procurement Services Department, 1400 Tidelands Avenue, National City, California 91950 within the date stated on the Contract Documents page after electronic bidding (See Section 4.0, Instruction to Bidders).
A pre-bid conference will be conducted on March 26, 2015, at 10:00 a.m
. in the Administration Training Room at the District Administration Building, 3165 Pacific Highway, San Diego, California 92101. The District's representative will be present at the pre-bid conference to receive questions. At the end of the conference, interested parties may visit the job site or, if indicated in the Supplementary Requirements, make an appointment to visit the site. Submission of a Bid Proposal Package shall be evidence that the bidder has visited the jobsite and is satisfied with the conditions to be encountered if awarded the contract.
Questions or comments regarding this specification must be submitted electronically to our eBid system where the specification was downloaded and must be received by District no later than March 30, 2015, at 2:00 p.m.
Questions received after the date stated here will not be accepted. Emails and faxes will not be accepted. Responses from District will be communicated via the electronic eBid system to all recipients of this specification.
In accordance with the provisions of the California State Labor Code, the District has obtained the general prevailing rate of wages (which rate includes employer payments for health and welfare, vacation, pension and similar purposes) applicable to the work to be done, for straight time, overtime, Saturday, Sunday and holiday work. All labor employed on this project shall be paid no less than such minimum rates of wages. These wage rates are available for inspection at the office of the Procurement Services Department of the San Diego Unified Port District.
It is the policy of the San Diego Unified Port District that certified Small Business Enterprises (SBEs) shall have the maximum opportunity to participate in the performance of District Contracts. Certified SBEs with qualifying experience are encouraged to respond to the request for proposals/bids/quotes, etc.
Award of the contract, if made, will be within 120 calendar days after bid opening date. A bid guarantee in accordance with Subsection 5.6.2 of the General Condition is required with submission of a bid. No Bidder may withdraw a bid after the date set for bid opening.
Bidder shall file the bonds as required by the Contract and Civil Code section 3247. The provisions of Public Contract Code section 22300 apply to this Contract.
Bidders are hereby notified that the successful Bidder will be required to provide insurance in accordance with Subsection 5.6.1, "Contractor's Insurance," of the Section 5.0, General Condition.
A Notification Regarding Environmental Conditions has been included as Exhibit A in the project specifications. This notification will serve as the District's disclosure regarding potential hazardous materials that may be encountered during grading, excavation, trenching, and/or other ground penetration.
In the public interest, the District reserves the right to reject any or all bids, or to waive any informality in a bid.
