PLEASE ACCEPT THIS AS A NOTICE TO INFORM YOU, as a property owner, tenant or interested citizen, that the Council of The City of San Diego, California will conduct a public hearing, as part of a scheduled City Council meeting, on the following project:
Notice is hereby given that a second reading of an ordinance authorizing the City Manager to execute, upon successful renewal of the Downtown Property and Business Improvement District (PBID), an Operating & Management Agreement (OMA) between the City and the Downtown San Diego Partnership. The OMA provides for the provision of an enhanced level of maintenance services within the PBID for a ten year period beginning July 1, 2005. The OMA will be executed and become effective only if renewal of the PBID is supported, pursuant to a property owner ballot process, by ballots in favor representing a majority of the benefiting property owners (weighted by proposed assessment). The PBID renewal contemplates doubling annual property owner assessments from $2.9 million to $5.8 million for an increased array and frequency of enhanced maintenance services within the PBID. The terms of the agreement provide for the following enhanced services: sidewalk cleaning, litter removal, graffiti abatement, landscaping and tree maintenance, public safety and security programs, patrols, enhanced lighting, public information and management of the PBID.
This item may begin at any time after the time specified. Any interested person may address the City Council to express support or opposition to this issue. Time allotted to each speaker is determined by the Chair and, in general, is limited to three (3) minutes; moreover, collective testimony by those in support or opposition shall be limited to no more than fifteen (15) minutes total per side.

As a property owner, tenant, or person who has requested notice, please be advised that the Hearing Officer will hold a public hearing to approve, conditionally approve, or deny an application for a Coastal Development Permit and a Variance to demolish portions of an existing
1,274 square-foot, one-story residence and construct a 488 square-foot ground level addition to the residence, a 161 square-foot addition to the garage and a 842 square-foot second story addition on a 5,000 square-foot lot at 426 Marine Street in the RS-1-7 zone, Coastal Overlay Zone (appealable area), Coastal Height Limit and Beach Parking Impact
Overlay Zone within the boundaries of the La Jolla Community Plan. The Variance requests a 15-foot, 8-inch wide driveway curbcut where land use regulations allow a maximum 12-foot wide driveway.
The decision of the Hearing Officer is final unless appealed to the Planning Commission. In order to appeal the decision you must be present at the public hearing and file a speaker slip concerning the application or have expressed interest by writing to the Hearing Officer

The certification of an Environmental Impact Report, adoption of a Mitigated Negative Declaration or Negative Declaration, or determination that the project is exempt from the California Environmental Quality may be appealed to the City Council after all other appeal rights have been exhausted. All such appeals must be filed by 5:00 PM within ten (10)
business days from the date of the Planning Commission's certification/adoption of the environmental document. The proper forms are available from the City Clerk's Office, located on the second floor of the City Administration Building, 202 C Street, San Diego, CA 92101.
The decision made by the Planning Commission is the final decision by the City.
Appeals to the Coastal Commission must be filed with the Coastal Commission at 7575 Metropolitan Drive, Suite 103, San Diego, CA 92108. (Phone: 619 767-2370) Appeals must be filed within 10 working days of the Coastal Commission receiving a Notice of Final Action from the City of San Diego, Development Services Department.
