C7599GROSSMONT & CUYAMACA COLLEGES FIRESCAPE
The project objective is to provide a Fire Barrier in specified areas of the Grossmont & Cuyamaca Colleges which have been determined to be a potential fire risk. This project includes the demolition of the existing exposed irrigation system, finish grading, re-design and replacement of a new Firescape Irrigation System into a proposed underground system, drainage, erosion control and the planting of ground cover and hydroseeding at Grossmont & Cuyamaca Colleges. And the provision of booster pumps at low pressure areas and planting of trees & shrubs at Grossmont College only. As referenced in the Wimmer, Yamada and Caughney project numbers Grossmont College 07-001.000 & Cuyamaca College 03-070.000. The project at Cuyamaca College is limited to the area below the concrete drainage ditch, across the fire access road to the campus structures. No work is intended above the concrete drainage ditch. The project at Grossmont College is limited to north & east of Lot 4 (surrounding areas of ski ramp, softball, baseball, track & football fields), east of Parking Lot 5 and east & south of Lot 7 surrounding areas as indicated on the plans. See Additive Alternates for Grossmont College as indicated below.
Additive Alternate #1: includes the provision of a booster pump at the central portion of campus to be able to reach all the way to the entryway resulting to an 85% irrigation of the whole campus. Additive Alternate #2: includes the demolition, irrigation and planting of trees located on the slope North of the existing football field as marked on sheets LD-1.2, LD-1.3, LI-1.2, LI-1.3, LP-1.2 & LP-1.3. Additive Alternate #3: includes the demolition, irrigation & planting located along entry way fronting roads Grossmont College Drive and Fanita Drive as marked on sheets LD-1.6, LI-1.6 & LP-1.6. Additive Alternate #4: includes the demolition, irrigation and plantings located at the North-east of parking Lot 4 as marked on sheets as marked on sheets, LD-1.1, LD-1.2, LD-1.3., LI-1.1, LI-1.2, LI-1.3, LP-1.1, LP-1.2 & LP-1.3.

A Mandatory Pre-Bid Meeting & Job-Walk

to review the Projects existing conditions. The Pre-Bid Meeting
will take place at Gafcon Prop R Jobsite Trailer Cuyamaca College 900 Rancho San Diego Parkway, El Cajon, Ca. 92019 and immediately following will commence at Grossmont College District Annex South Building, 8800 Grosmont College Drive, El Cajon, CA 92020
. Representatives of the District, Program Manager, and the campus will be present to answer questions bidders have regarding this Project. Bids will not be accepted from any bidder who did not attend the mandatory pre-bid meeting. All bidders in attendance will receive a copy of the pre-bid attendees list at the end of the meeting. Only bidders attending the meeting will receive any addenda issued after that date.
Each bid shall be accompanied by the security referred to in the Contract Documents, the non-collusion affidavit, the list of proposed subcontractors, and all additional documentation required by the Instructions to Bidders.

Please Note: One (1) complete set of bid documents will be provided at no cost to each bidder. Any additional sets can be ordered and purchased directly through Consolidated Building Systems, Inc. at Cuyamaca College.
The successful bidder will be required to furnish the District with a Performance Bond equal to 100% of the successful bid, and a Payment Bond equal to 100% of the successful bid, prior to execution of the Contract. All bonds are to be secured from a surety company that meets all of the State of California bonding requirements, as defined in Code of Civil Procedure section 995.120, and is authorized by the State of California, and all documents required by Code of Civil Procedure section 995.660, to the extent required by law.
Pursuant to the provisions of Public Contract Code section 22300, the successful bidder may substitute certain securities for funds withheld by District to ensure his performance under the Contract. At the request and expense of the successful bidder, securities equivalent to any amount withheld shall be deposited at the discretion of District, with either District or a state or federally chartered bank, as the escrow agent, who shall then pay any funds otherwise subject to retention to the successful bidder. Upon satisfactory completion of the Contract, the securities shall be returned to the successful bidder.
In order to assist the District in meeting its Disabled Veteran Business Enterprises (DVBE) goal of at three percent (3%) (as described in Paragraph 28 of 00100), bidders are encouraged but not required to seek out and include DVBE subcontractors and suppliers in your bid. The document
00230 Designation of DVBE subcontractors is requested (but not required) to be included with your bid and if no DVBE subcontractors or vendors are intended to be used for this project, then the bidder should simply indicate None in the Subcontractor column.
The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding.
The Director of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the Contract which will be awarded to the successful bidder, copies of which are on file and will be made available to any interested party upon request at the office of Purchasing and Contracts Grossmont-Cuyamaca Community College District, 8800 Grossmont College Drive, El Cajon, CA 92020-1799. A copy of these rates shall be posted at the job site.
In accordance with the provisions of the California Labor Code, contractors or subcontractors may not perform work on a public works project with a subcontractor who is ineligible to perform work on a public project pursuant to Section 1777.1 or Section 1777.7 of the California Labor Code. Any contract on a public works project entered into between a contractor and a debarred subcontractor is void as a matter of law. A debarred subcontractor may not receive any public money for performing work as a subcontractor on a public works contract. Any public money that is paid, or may have been paid to a debarred subcontractor by a contractor on the Project shall be returned to the District. The Contractor shall be responsible for the payment of wages to workers of a debarred subcontractor who has been allowed to work on the Project.
It shall be mandatory upon the bidder to whom the Contract is awarded, and upon any subcontractor under him, to comply with all Labor Code provisions, which include, but are not limited to the payment of not less than the said specified rates to all workers employed by them in the execution of the Contract, employment of apprentices, hours of labor and debarment of contractors and subcontractors.
Each bidder shall be a licensed contractor pursuant to the Business and Professions Code and shall be licensed in the appropriate classification(s) of contractors license(s), for the work bid upon, and must maintain the license throughout the duration of the Contract.

The District shall award the Contract for the Project to the bidder submitting the lowest bid, as determined from the base bid alone
and is deemed responsible by the District.
No bidder may withdraw his bid for a period sixty (60) calendar days after the date set for the opening of bids.
