“As Needed Asphaltic Concrete
Paving Service - FY 2011”
Submittal Deadline: 10:30 a.m., Thursday, May 6, 2010

The Otay Water District, hereinafter referred to as “District”, hereby gives notice that bids for as needed asphaltic concrete paving services will be received by the District's Purchasing Office, located at 2554 Sweetwater Springs Blvd., Spring Valley, CA 91978, until 10:30 a.m., Thursday, May 6, 2010, at which time they will be publicly opened and read.
Bidders are required to attend a mandatory pre-bid meeting to be held at the District's Administrative offices located at 2554 Sweetwater Springs Blvd, Spring Valley, CA 91978 at 9:00 a.m. on Thursday, April 15, 2010. Prospective bidders will be provided with bid packages including work specifications during the mandatory pre-bid meeting.
All work is to be performed in accordance with State of California laws and statutes governing public work and prevailing wages.
Bids must be complete, submitted on the bid form provided by the District, and comply with the instructions contained within the bid package. Completed and sealed bids must be received by the District's Purchasing Office on or before the submittal deadline specified in this request.
Submitted bids must be sealed in an envelope and clearly identified on the outside with the following:
“As Needed Asphaltic Concrete Paving Service - FY 2011
Bid Opening: 10:30 a.m., Thursday, May 6, 2010”
Bids may not be submitted by telephone, telegraphic, electronic, or facsimile means. Bids received after the submittal deadline will be rejected and returned to the bidder unopened.

The District reserves the right to reject any and all bids, to waive any informality, and to make any award of contract in the best interest of the District.

NOTICE IS HEREBY GIVEN that Cajon Valley Union School District of San Diego County, California, acting by and through its Governing Board, hereinafter referred to as the DISTRICT will receive up to, but not later than two o'clock p.m. of the 15th day of April, 2010 sealed bids for the award of a contract for

ASPHALT REPLACEMENT & SEALING PROJECT
AT VARIOUS SITES

 
Bids shall be received in the PURCHASING OFFICE OF CAJON VALLEY UNION SCHOOL DISTRICT located at 225 Roanoke Road, El Cajon, CA 92020 and shall be opened and publicly read aloud at the above stated time and place.
  A job walk will be held on Thursday, April 8, 2010, at 9:00 a.m. beginning at Lexington Elementary School, 533 S. 1st Street, El Cajon, CA 92019 for the purpose of acquainting all prospective bidders with the bid documents and the work site.  Contract documents should be printed by bidder and brought to job walk.
  Each bid must conform and be responsive to the contract documents.  The contract documents are now available for no charge at the Cajon Valley Union School District website, www.cajonvalley.net, Click on "Quick Find", "Bids / Quotations", "Construction", "Bid #1309". If contract documents are downloaded, prospective bidder must contact bid administrator to be added to the bidder's list. Addendums will be posted to the same website at www.cajonvalley.net. It is the bidder's responsibility to confirm receipt of all addendums. Contract documents may also be obtained by contacting the bid administrator at (619) 579-4866, cropp@cajonvalley.net.
   The estimate at this time for this project is $125,000.00.  Questions regarding this bid should be directed to James Beard, Director of Facilities, Maintenance & Operations, (619) 588-3181, or Amanda Cropp, Buyer at (619) 579-4866.
  Each bid shall be accompanied by the security referred to in the contract documents, the non-collusion affidavit, the list of proposed subcontractors, and all additional documentation required by the Instructions to Bidders. 
  Cajon Valley Union School District will require a payment bond issued by an admitted surety approved to conduct business in the State of California in the form set forth in the contract documents from the successful bidder regardless of the contract amount.
  The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding.
  The Director of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the contract which will be awarded to the successful bidder.  Prevailing Wage Determinations are available on the Internet under the Director of Industrial Relation's website:   http:///www.dir.ca.gov
  It shall be mandatory upon the Contractor to whom the contract is awarded, and upon any subcontractor under him, to pay not less than the said specified rates to all workers employed by them in the execution of the contract.
  Minority, women, and disabled veteran contractors are encouraged to submit bids , three percent (3%) participation is encouraged.     Bidders are encouraged to publish ads in a trade paper and DVBE focus paper as a good faith effort and provide any documentation with their bid.
  This contract is not subject to a labor compliance program, as described in subdivision (b) of Section 1771.5 of the Labor Code
  Each bidder shall be a licensed contractor pursuant to the Business and Professions Code and shall be licensed in the following classification:  C-12-Paving, A-General Engineering, or B-General as appropriate.
  No bidder may withdraw his bid for a period of ninety (90) days after the date set for the opening of bids.

All bid documents will be available at Gafcon, Inc. site Prop R Trailer Office located at 8800 Grossmont College Drive, El Cajon, CA 92020-1799 Parking Lot 4A by March 25, 2010. Company Name, address, phone number, fax number, E-mail address and contact information will be required at time of pick up. All questions should be in writing and submitted to kestrada@gafcon.com.
Each bid shall be submitted on a form obtained from the above-mentioned location and shall be sealed and submitted with date stamp required in the Purchasing and Contracts Department, before 1:00 PM, on April 15, 2010, and will be publicly opened and read aloud at that time and place.
Bid return envelope must be addressed to the Purchasing and Contracts Department, Grossmont-Cuyamaca Community College District, 8800 Grossmont College Drive, El Cajon, CA 92020-1799, and be clearly and prominently marked with the bid number and due date and time.
An all day mandatory pre-bid conference and job walk will be held on Friday, April 2, 2010 at 9:00 am at the Student Center, Building 60, Griffin Gate, Grossmont College, 8800 Grossmont College Dr. El Cajon, Ca 92020 Parking Lot 5. Only those bidders that attend this reference and job walk will receive any addenda issued thereafter and be qualified to bid.
The Grossmont-Cuyamaca Community College District reserves the right to reject any or all bids, to accept or reject any one or more items of a bid, or to waive any irregularities or informalities in the bids or in the bidding.
No bidder may withdraw his bid for a period of forty-five (45) days after the date set for the opening of the bid.
