The project proposes to vacate four easements and one right-of-way vacation on a small section of San Diego Gas and Electric's property developed as the Mira Mesa Substation. The easements were to allow for the temporary construction, repair, and maintenance of slopes and drainage facilities, associated with the construction of Vista Sorrento Parkway and Mira Sorrento Place. The project site is located at the northeast corner of Vista Sorrento Parkway and Mira Sorrento Place, north of Mira Mesa Boulevard in the RS-1-8 Zone of the Mira Mesa Community Plan area within Council District 6.
The final decision by the City of San Diego is not appealable to the California Coastal Commission. If you want to receive a Notice of Final Action, you must submit a written request to the City Project Manager listed above.
This project was determined to be categorically exempt from the California Environmental Quality Act on January 9, 2015 and the opportunity to appeal that determination ended January 26, 2015.The decision of the City Council is final.COMMUNICATIONS

ASSESSMENT AND MITIGATION ACTIVITIES (H156451)
The City of San Diego (City) is requesting proposals from highly qualified environmental firms for consultant services for As-Needed Environmental Consulting Services for Site Assessment and Mitigation Activities (H156451).
It is the policy of the City to provide equal opportunity in its environmental professional services contracts. Toward this end, proposals from small local businesses, disadvantaged businesses and disabled veteran, women and minority owned businesses are strongly encouraged. Prime consultants are encouraged to provide subconsultant opportunities or joint venture with these firms. The City endeavors to do business with firms sharing the City's commitment to equal opportunity and will not do business with any firm that discriminates on the basis of race, religion, color, ancestry, age, gender, sexual orientation, disability, medical condition or place of birth.
This project has a voluntary Small Local Business Enterprises (SLBE) / Emerging Local Business Enterprises (ELBE) Participation Level (SLBE/ELBE) goal of 20%. The City's Tank Engineering and Environmental Management (TEEM) Program is seeking to retain a Consultant for the primary purpose of completing Site Assessment and Mitigation (SAM) activities related to Unauthorized Release (UR) cases in which the City has been named the responsible party. Additional services that may be requested on an as-needed basis include: Preparation of Phase I and Phase II Property Assessments; Preparation of Spill Prevention Control and Countermeasure (SPCC) Plans; Field Support related to Contaminated Soil and/or Groundwater Encountered on City Construction Projects; Underground Storage Tank (UST) and Aboveground Storage Tank (AST) System Design; Health Risk Assessments; Fate and Transport Studies, and Health and Safety Plans.
