Subject: A NEIGHBORHOOD DEVELOPMENT PERMIT (NDP) to construct a 3,789-square-foot single dwelling residence, including a carport and pool, on an 8,750-square-foot vacant lot. Additionally, associated site improvements would be constructed (i.e. hardscape, driveway, and site walls). The proposed project would conform to the Council Policy 900-14 criteria by generating 50% or more of the projected total energy consumption on site through renewable energy resources (i.e. photovoltaic). The undeveloped 0.220-acre (8,750-square-foot) project site is located at 2490 1/3 Pine Street. The land use designation for the project site is Low Density Residential per the Community Plan. Project Description: MAYOR APPROVAL to allow for improvements to the following Water, Sewer, and Storm Drain infrastructure: 1) Replace approximately 15,930 LF 4, 6, 12, and 16-inch diameter water pipe with 16 and 24-inch pipe, at a depth of up to 8 feet; 2) replace approximately 14,540 LF of 6 and 8-inch sewer pipes with 8 and 10-inch pipes; 3) install approximately 4,959 LF of new 8 and 10-inch sewer pipes, at a depth of up to 27 feet; and 4) install approximately1,277 LF of new storm drain at a depth of up to 11 feet. The project would occur entirely within the following public rights-of-way (ROW), alleys or existing sewer and water easements: Catalina Boulevard between Varona and Cochran Streets; and along these other streets in the area: Canon Street, Jennings Street, Talbot Street, Point Street, Loma Way, Manor Way, Trudy Lane, Rosecroft Lane, Garden Lane, Popico Street, the alley north of Popico Street, the alley north of Dupont Street, the alley north of Warner Street, the alley north of Dudley Street, the alley north of Charles Street, Wilcox Street, Jennings Street, Wildflower Way, Tingley Lane, Silvergate Avenue, Albion Street, and Concord Street. Three to five foot wide trenches would be excavated for this project to depths of 7-27 feet for sewer mains, 3-8 feet for water mains depending on the topography of the area, and 3-11 feet for storm drain pipe trenches. The project would include potholing to verify the reconnection of sewer laterals to mains, verify utility crossings or conflicts. Other improvements will consist of the installation of curb ramps, manholes, and new pavement/slurry.

Project Description: MAYOR APPROVAL to allow for the replacement of a total of approximately 11,813 linear feet (LF) of 6- and 8-inch vitrified clay (VC) sewer main with 8-inch polyvinyl chloride (PVC) pipe and 4,522 LF of 6- and 8-inch asbestos concrete (AC) water main with 8-inch PVC pipe, and abandonment of approximately 2,961 LF of sewer main and 7 LF of water main. Additional improvements would include the construction of curb ramps, installation and abandonment of manholes, replacement of sewer and water laterals and resurfaces, roadway resurfacing, and replacement and relocation of a pressure reducing station. The project would include potholing to verify the reconnection of sewer laterals to mains, verify utility crossings or conflicts.

The following streets would be affected by the project: Illion Street, Milton Street, Garfield Road, Dunhaven Street, Penrose Street, Northhaven Avenue, August Street, Fairfield Street, Milton Court, August Court, Cecelia Terrace, Chicago Street, Cessna Street, Piper Street, Dewes Way, Bonanza Avenue, Denver Street, Erie Street and Mooney Street within the City and County of San Diego. All work would occur within the public right-of-way and City-owned easements. The aforementioned streets are not included on any government code listings of hazardous waste sites.
