NOTICE TO CONTRACTORS
NOTICE IS HEREBY GIVEN that the County of San Diego will receive sealed bids until 2 pm on APRIL 17, 2003, at the Office of Purchasing and Contracting, Bldg. 11, 5555 Overland Avenue, San Diego, CA 92123 where bids will be publicly opened and read aloud.
The County of San Diego invites sealed bids for: UNIT PRICE FLOORING CONTRACT AT VARIOUS COUNTY FACILITIES AS REQUESTED DURING A 12-MONTH PERIOD.
A pre-bid conference will be conducted at 10:00 a.m. on April 1, 2003 at County Operations Center, Bldg. 11, Department of Purchasing and Contracting Conference Room, 5555 Overland Avenue, San Diego, CA 92123. All bidders are encouraged to attend the pre-bid conference, which will be conducted to explain bidding and contracting procedures, and to review mandatory project conditions and requirements.
Bid documents, including drawings and Project Manual, may be examined or purchased for the sum of $10.00 per set (including tax) at Purchasing and Contracting (032), County Operations Center, Bldg. 11, 5555 Overland Ave, San Diego, CA 92123. Make checks payable to County of San Diego. Payment will not be refunded and documents need not be returned. Mail service is available only to prospective bidders outside a 30-mile radius of County Operations Center for an additional charge of $3.00 per set of documents.
Disabled Veterans Business Enterprise participation. A goal of 3 percent (3%) has been established for this project in accordance with Board of Supervisor?s Policy B-39a at www.sdcounty.ca.gov/cob/ocd. The Bidder is required to achieve this goal by DVBE Participation, or documentation of "Good Faith Effort." Failure of the Bidder to comply with the DVBE requirement may be cause to deem the bid non-responsive and the Bidder to be ineligible for award of contract.
The Contractor shall possess a California contractor?s license, classification C-15.

NOTICE OF PRELIMINARY
DECISION TO APPROVE A SOURCE OF AIR POLLUTION BY THE SAN DIEGO AIR POLLUTION
The San Diego Air Pollution Control District (District) hereby gives notice that in accordance with Rule 20.2 (New Source Review, Non - Major Sources) of the District's Rules and Regulations, the Air Pollution Control Officer has made a preliminary decision to issue an Authority to Construct for Application No. 977697, to Hamilton Sundstrand, San Diego for four (4) gas turbine test cells.
An evaluation of the air pollution impacts of this proposal was performed by the District and it was determined that all applicable District Rules and Regulations will be met when the equipment complies with conditions prescribed by the District. An air quality impact analysis was conducted pursuant to District Rules 20.2. Results indicate that the operations of these four (4) gas turbine test cells will not result in the violation of any State or Federal ambient air quality standard nor interfere with the attainment or maintenance of any State or Federal ambient air quality standard. Results of the air quality impact analysis are available at the District for review.
Written comments concerning the District's proposed action may be submitted for a period of 30 days, commencing on March 28, 2003, and ending on April 28, 2003, to the Air Pollution Control District, 9150 Chesapeake Drive, San Diego, CA 92123.
