NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that on Tuesday, April 12, 2005, the County of San Diego (the ``County``) will hold a public hearing as required by Section 147(f) of the Internal Revenue Code of 1986 with respect to a request by The Burnham Institute (the ``Institute``) to ABAG Finance Authority For Nonprofit Corporations (the ``Authority``) re-garding the issuance of the Authority's debt obligations (the ``Obligations``) in an amount not to exceed $7,000,000 under a Master Lease and Sublease Agreement, authorized and executed by and among the Authority, General Electric Capital Corporation (or an affiliate), and the Institute (the ``Master Lease Agreement``). The proceeds of the Obligation will be used by the Institute to finance the acquisition, purchase and installation of healthcare and research equipment for, and the construction, remodeling and renovation of, the Institute's research facilities located generally at the following street addresses: 10901, 10931 and 10933 North Torrey Pines Rd., La Jolla, CA, 3010 Science Park Rd. and 10477 Roselle St., Ste. C, each in San Diego, CA. The Institute will be the owner of all assets financed by the Obligations. The Institute is a California nonprofit public benefit corporation and an organization described in Section 501(c)(3) of the Internal Revenue Code of 1986.
The hearing will commence at 9:00 a.m. or as soon thereafter as the matter can be heard, and will be held by the County in the Board of Supervisors Chambers, 1600 Pacific Highway, Room 310, San Diego, California. Interested persons wishing to express their views on the issuance of the Obligations or on the nature and location of the equipment proposed to be financed may attend the public hearing or, prior to the time of the hearing, submit written comments. Additional information concerning the above matter may be obtained from and written comments should be addressed to Clerk of the Board of Supervisors of the County of San Diego, 1600 Pacific Highway, San Diego, California 92101.

Financial Advisory Services
The San Diego Association of Governments (SANDAG) is soliciting proposals from qualified firms for Financial Advisory Services. Proposals are due by 4:00 p.m. Monday April 18, 2005 at 401 B Street Suite 800 San Diego, CA 92101-4231.
SANDAG requires the assistance of a Financial Advisor for the development of financial strategies to meet the cash flow requirements of projects funded through the TransNet (Countywide _% sales tax for transportation) program and the provision of ongoing financial advice related to the effective implementation of the TransNet program. This work would involve assisting the staff with the refinement of cash flow models to be used in the analysis, preparing recommended strategies to be considered by the SANDAG Board of Directors, and implementing those strategies through a variety of debt financing mechanisms. This work requires special expertise in a wide range of debt financing tools, including the ability to analyze the advantages and disadvantages of detailed financing proposals from investment banking firms and an understanding of the entire debt financing process.
