NOTICE OF PRELIMINARY
DECISION TO APPROVE A SOURCE OF AIR POLLUTION BY THE SAN DIEGO AIR POLLUTION CONTROL DISTRICT

The San Diego Air Pollution Control District has made a preliminary decision to approve an Authority to Construct for an emergency standby diesel engine, Application No. 979014, to be located at 101 Civic Center Drive in Santee.
An evaluation of the air pollution impacts of this proposal was performed by the District and it was determined that all applicable District Rules and Regulations will be met when the equipment complies with conditions prescribed by the District. An Air Quality Impact Analysis was conducted for oxides of nitrogen (NOx). Results indicate that the operation of this equipment will not result in the violation of any State or Federal ambient air quality standard or interfere with the attainment or maintenance of any State or Federal ambient air quality standard.
The Air Quality Analysis is available for review at the Air Pollution Control District, 9150 Chesapeake Drive, San Diego, CA 92123. Written comments concerning the District?s proposed action may be submitted for a period of 30 days commencing March 3, 2003. PROJECT DESCRIPTION: The Major Use Permit application is for an expansion of an existing 7,211 square-foot telecommunications switching station. The project proposes the addition of a single-story telecommunications switching station measuring 12,602.5 square-feet, a 1,469 square-foot chillers enclosure, and 12 parking spaces for employees and service vehicles. The expansion of the facility will require the relocation of an existing underground fuel storage tank, an increase of the existing landscaped area, and the resurfacing of parking and walkway areas.

PROJECT DESCRIPTION: The project is the proposed rescission of Board of Supervisors Policy I-59, Large Scale Project Review, and a proposed revision to Board of Supervisors Policy I-63, General Plan Amendment and Zoning Guidelines. The proposed revisions to I-63 would revise the procedures for authorizing General Plan Amendments and would specify that the Director of Planning and Land Use, the Planning Commission or the Board of Supervisors must initiate any amendment to the General Plan. Private requests for General Plan Amendments must be filed initially with and reviewed by the Planning Director.

ENVIRONMENTAL STATUS: It is recommended that the proposals be determined to be exempt from environmental review under Section 15061(b)(3) of the State California Environmental Quality Act Guidelines, because the proposed changes affect only decision making procedures and have no consequence, directly or indirectly, in terms of the physical environment.
