NOTICE OF PRELIMINARY DECISION
TO APPROVE A SOURCE OF AIR POLLUTION BY THE
SAN DIEGO AIR POLLUTION CONTROL DISTRICT

The San Diego Air Pollution Control District hereby gives notice that in accordance with Rule 20.2 of the District's Rules and Regulations, the Air Pollution Control Officer has made a preliminary decision to issue an Authority to Construct to the United States Marine Corps for proposed installation of a diesel fired engine generator, to be operated at Building 41362, MCB Camp Pendleton, California.

A preliminary determination has been made to allow operation of the emergency engine generator for 50 hours per year for non-emergency operations. An evaluation of the air pollution impacts of this proposal was performed by the District and it was determined that all applicable District Rules and Regulations will be met when the equipment complies with conditions prescribed by the District. An Air Quality Impact Analysis was conducted for Oxides of Nitrogen (NOx). Results indicate that the operation of this equipment will not result in the violation of any State or Federal ambient air quality standard, or interfere with the attainment or maintenance of any State or Federal ambient air quality standard.

The Air Quality Impact Analysis is available for review at the Air Pollution Control District, 10124 Old Grove Road, San Diego, CA 92131. Please refer to Application No. APCD2009-APP-000831 on all correspondence regarding this project. Written comments concerning the District's proposed action may be submitted for a period of 30 days commencing March 3, 2010, and ending on April 1, 2010. PROGRAM (WPP) STORMWATER CONSULTING AND ENGINEERING SERVICES

The County of San Diego Department of Public Works Watershed Protection Program invites qualified Consultants to submit a Statement of Qualifications (SOQ) to provide Stormwater Engineering and Consulting Services on an as-needed basis to support compliance efforts for water quality regulations. Consultant must demonstrate expertise in task management and administration, strategic plans to continue compliance with regulations, program support, perform hydromodification studies, Best Management Practices development and engineering services, and other related tasks. Two contracts are to be awarded for amounts not to exceed $4,500,000 each over a term of up to 5 years. Consultants will be evaluated based on qualifications. Contract award is projected for May 2010. SOQs must be received by 4:00 p.m. on Wednesday, March 10, 2010, at the following address:

Consultant must demonstrate expertise in ability to site locations, obtain required permits and install equipment for water quality and water quantity stations, conduct water quality sampling, evaluate and model water quality and water quantity data and provide recommendations, conduct site specific source identification studies, mediate stakeholder groups in support of regulatory requirements, conduct field bioassessment for microinvertebrates and periphyton, conduct technical reviews of regulatory documents, provide analysis and report preparation, and other related tasks. Two contracts are to be awarded for amounts not to exceed $4,900,000 each over a term of 5 years. Consultants will be evaluated based on qualifications. Contract award is projected for May 2010.
