The County of San Diego, Owner, invites sealed bids for GUAJOME REGIONAL PARK IMPROVEMENTS; ORACLE PROJECT NO. 1002735; BID No. 6810

Sealed bids will be received at the Office of Purchasing and Contracting, Front Desk (where it will be time stamped to indicate time of receipt) 5560 Overland Avenue, Suite 270, San Diego, CA, 92123-1294, until 2:00 p.m. on March 18, 2015, at which time they will be publicly opened and read aloud. Contract Documents including Plans, Specifications and Bid Forms are available to be downloaded free of charge, from the Department of Purchasing and Contracting Buynet website at: https://buynet.sdcounty.ca.gov. NOTICE IS HEREBY GIVEN that the Board of Supervisors of the County of San Diego will hold a public hearing on amendments to Title 6, Division 7, Chapter 8 of the County of San Diego Code of Regulatory Ordinances relating to Watershed Protection which includes the following proposed adoption of ordinances, as follows:

AMENDMENTS TO THE COUNTY CODE OF REGULATORY ORDINANCES AT SECTION 67.801 (THE WATERSHED PROTECTION ORDINANCE)

PROJECT DESCRIPTION AND LOCATION: Amendments to Title 6, Division 7, Chapter 8 of the County of San Diego Code of Regulatory Ordinances relating to Watershed Protection. The proposed ordinance amendments would apply to all unincorporated portions of the County of San Diego over which the County has land use jurisdiction.

SUMMARY OF ORDINANCES: The proposed amendments are necessary to comply with mandates. Federal and state law require the County of San Diego to establish, maintain, and enforce adequate legal authority to control discharges into and from the Municipal Separate Storm Sewer System (MS4) and to require that residents, businesses, and land development projects in the unincorporated areas utilize best management practices (BMP) to prevent or reduce the discharge of pollutants in stormwater. On May 8, 2013, the San Diego Regional Water Quality Control Board issued the County and other regulated "Copermittees" a new Municipal Stormwater Permit. The proposed action is to amend the County's Watershed Protection Ordinance, to ensure that it complies with the minimum requirements of the updated Municipal Stormwater Permit. Examples of amended ordinance provisions include updating terminology and definitions, establishing more stringent stormwater management requirements for land development projects, and prohibiting water runoff from entering the MS4 as a result of irrigation activities such as lawn or landscaping watering. The ordinance has also been restructured to match the organization of the Permit and to consolidate BMP requirements pertaining to particular categories of discharges to make it easier for the public to use and understand.

Notice is hereby given that the San Diego County Regional Airport Authority (the "Authority") will receive sealed bids at San Diego County Regional Airport Authority Commuter Terminal 3rd Floor Reception Desk, located at 3225 North Harbor Drive, San Diego, California, until 2:00 P.M. on March 26, 2015, for:

The magnitude of this work is in the range of $1,454,636.00. The bidder shall possess a valid California State Contractors License, classification B and shall also be certified by the Environmental Protection Agency as a Renovation Firm as defined by 40 CFR 745, Subpart E § 745.89 - Firm Certification at the time the Bid is submitted.

In addition, the contract work includes removal and disposal of asbestos-containing building materials. Bidder is not permitted to perform any asbestos-related work unless bidder possesses a California State Contractor's License and is certified pursuant to Section 7058.6 of the California State Business and Professions Code. If a certified subcontractor is used, the subcontractor's license and certification number shall be submitted by the bidder within the Bid Submission Documents.

The project includes sound attenuation improvements for certain residences around San Diego International Airport. The project includes 43 dwelling units located on 16 residential properties. Sound attenuation improvements may include, but are not limited to, replacement of windows and exterior doors, finely detailed, field-executed finish carpentry, added insulation and improvements to add air conditioning, ventilation, and electrical systems. The work will include the demolition and modification of existing construction to install new windows and doors and, in some cases, may require temporary weatherproof closures.

This project includes special treatment for "Potentially Historically" significant units. Contractors wishing to bid this Project must demonstrate a minimum of three (3) years successful experience in residential sound attenuating projects, specifically working on "Potentially Historic" homes, or a minimum of five (5) years successful experience in residential historic renovation projects of equal scope.

A mandatory pre-bid conference shall begin promptly at 2:00 p.m. on March 5, 2015 in the Conference Room at the Quieter Home Program office, Liberty Station Complex, 2722 Truxtun Road, San Diego, CA 92106. At the end of the conference, there will be a mandatory job site visit to tour a small number of homes that are representational of the overall scope of the anticipated work. Only potential Bidders who have signed all sign-in sheet(s), and attended the mandatory pre-bid meeting and job site visit, will be allowed to submit a bid for this project.

All questions relating to the information contained in the Request for Bid shall be set forth in writing and shall be directed to the Procurement Department Representative via email. Questions will be received until, 2:00 P.M. on March 13, 2015. Any questions received after that time and date will not be considered.
