The City of San Diego Land Development Review Division has prepared a draft Negative Declaration for the following project and is inviting your comments regarding the adequacy of the document. Your comments must be received by April 29, 2006 to be included in the final document considered by the decision-making authorities. Subject: GIRL SCOUTS BALBOA PARK. MAYOR APPROVAL of a GENERAL DEVELOPMENT PLAN to allow for the development of a 5,260-square-foot education and training center containing four multi-purpose rooms, a resource center, storage, and restroom facilities. The proposal also includes, but is not limited to sand volleyball and basketball courts, a horseshoe pit, community garden, tree house, climbing activity center, playground, wood-working and weaving center, a music center and a new 150-seat amphitheater. New signage at the main entrance on Upas Street and additional landscaping is proposed. The project also proposes to relocate the Richmond Street main parking lot access approximately 30 feet to the south directly across from the Zoo's northeastern delivery/access road. The project site is located in the northern portion of Balboa Park and is bound by Upas Street to the north, Richmond Street to the east and south, and the Boy Scouts Camp to the west. The site is not included on any Government Code Listing of hazardous waste sites.

Recommended Finding: The recommended finding that the project will not have a significant effect on the environment is based on an Initial Study.

PLEASE ACCEPT THIS AS A NOTICE TO INFORM YOU, as a property owner, tenant or interested citizen, that the Council of The City of San Diego, California will conduct a public hearing, as part of a scheduled City Council meeting, on the following project:

The project proposes the vacation of an unimproved portion of the Thorn Street right-of-way, within the Uptown Community Plan Area. The section of right-of-way proposed for vacation is 20 feet wide and 130 feet in length and is located just east of the intersection of Thorn Street and Falcon Street, west of Reynard Way, between the existing single-family structures at 3305 and 3275 Falcon Street. The area to be vacated has never been utilized as a street and would not provide a logical connection to any other street. Additionally, the section of the Thorn Street right-of-way located immediately east of the site has already been vacated due to the presence of steep slopes which prohibits street development. The portion of Thorn Street which is proposed to be vacated is impassable to vehicle traffic and does not provide access to any abutting properties or rights-of-way.
This project was determined to be categorically exempt from the California Environmental Quality Act on October 12, 2004.

ZONE DESCRIPTIONS
The section of right-of-way proposed for vacation is zoned RS-1-4 and RS-1-7, both of which allow for single-family residential development. There would be no change of zone or use associated with this request.

The decision of the City Council is final.

COMMUNICATIONS
This item may begin at any time after the time specified. Any interested person may address the City Council to express support or opposition to this issue. Time allotted to each speaker is determined by the Chair and, in general, is limited to three (3) minutes; moreover, collective testimony by those in support or opposition shall be limited to no more than fifteen (15) minutes total per side.
