As a property owner, tenant or person who has requested notice, you should know that the Planning Commission will hold a public hearing to approve, conditionally approve, or deny an application for a Wireless Communication Facility (WCF) consisting of a 50-foot tall faux pine tree supporting 12 panel antennas with an associated 228-square foot equipment enclosure located at 6780 Aviation Drive.
The decision of the Planning Commission is final unless the project is appealed to the City Council. In order to appeal the decision of the Planning Commission you must be present at the public hearing and file a speaker slip concerning the application or have expressed interest by writing to the Planning Commission before the close of the public hearing. Please do not e-mail appeals as they will not be accepted. See Information Bulletin 505 “Appeal Procedure”, available at www.sandiego.gov/development-services or in person at the office of the City Clerk, 202 "C" Street, Second Floor. The appeal must be made within 10 working days of the Planning Commission decision. The project site is located at 4175 Voltaire Street, on the southeastern corner of Voltaire Street and Catalina Boulevard, in the CC-3-5 Zone, and the Peninsula Community Planning area, and Council District 2. Additionally the following overlay zones apply to the site: Community Plan Implementation Overlay Zone (CPIOZ -Type B), Coastal Height Limitation Overlay Zone, Airport Influence Area (AIA) for the San Diego International Airport (SDIA), the 70 to 75 decibel (dB) 1990 Community Noise Equivalent Level (CNEL) as depicted in the adopted 2004 Airport Land Use Compatibility Plan (ALUCP), Airport Approach Overlay Zone (AAOZ) for SDIA, Federal Aviation Administration (FAA) Part 77 for SDIA and North Island NAS, and the North Bay Redevelopment Project Area. The City of San Diego Advanced Planning & Engineering Division has prepared a draft Mitigated Negative Declaration (MND) for the following project and is inviting your comments regarding the adequacy of the document. Subject:
SITE DEVELOPMENT PERMIT for Environmentally Sensitive Lands for restoration, compliance with State Superior Court Stipulated Judgment- Case No. GIC 801949, compliance with 2007 Army Corps of Engineers (ACOE) Restoration Order (No. SPL-2002-0667) for a previously graded site; and formation of a wetland mitigation bank.

The project area would cover approximately 19 acres north and south of SR-56. South of SR-56, the project would maintain an existing nursery operation on "Lot 16(33)"; draining of a pond on "Lot 1"; 14.3 acres of biological remediation area across portions of "Lots 20, 21, 1", and "Lot 18(28)", (including an 11.3 acre wetland creation area and 3 acre phased wetland enhancement and restoration area that would be phased to remove invasives first (enhancement phase) and then planted with native wetland species (restoration phase) on portions of "Lot 20 and 21"). A temporary, stockpile permit would be issued to accommodate 80,000 cubic yards of dredged soil from the wetland creation. The dredge spoil would be exported just north of SR-56 to a 4.5 acre site known as "Lot 5".

The southern portion of the project site is south of SR-56, along Rancho Santa Fe Farms Road and east and south of Caminito Mendiola. The northern portion of the project site ("Lot 5") is located north of SR-56 and Carmel Valley Road and east of Rancho Santa Fe Farms Road and Black Mountain Road. The project includes the following parcels APNs 305-060-2000 ("Lot 20"), 305-040-2100 ("Lot 21"), 305-021-3300 ("Lot 33", formerly "Lot 16"), APN 305-021-28 ("Lot 28", formerly "Lot 18"), 305-041-0100 ("Lot 1"), and 305-021-0500 ("Lot 5"). All of the lots are under the Barczewski family ownership except "Lot 1" and "Lot 18(28)" which are under Pardee ownership. "Lots 16(33), 20, and 21" are located in the AR-1-1 Zone, "Lots 18(28) and 1" are located in the OC-1-1 Zone, and "Lot 5" is located in the RS-1-14 Zone, in the Pacific Highlands Ranch Community Plan Area (Subarea III), and Council District 1. Portions of "Lots 1, 20 and 21" are also in the Coastal Overlay Zone, however a CDP from the City is not required as the stipulated judgment area is governed by State CDP No. 6-86-699 which will be amended by the state after this project is approved. The site is not included on any Government Code listing of hazardous waste sites.
