NOTICE IS HEREBY GIVEN that the Historic Site Board (HSB) of the County of San Diego will conduct a public hearing.

The following ACTION items have been placed on the April 19, 2010 agenda:
ITEM 3- Dickinson Residence, Mt. Helix Calavo Gardens, MAA 10-001, District 2
Description: The rustic single-story Spanish Revival style home was designed and constructed in 1934 by the Dennstedt Building Company as part of Unit No. 2 of the Mt. Helix Calavo Gardens land subdivision developed by the F.J. Hansen Organization. The dwelling was built for United States Navy Lieutenant and WWI veteran Martin Dickinson and his wife Marion, who arrived in San Diego from New England in the 1920s. The wood frame stucco clad house appears to be the fourth home built in the Mt. Helix Calavo Gardens land subdivision. The applicant is requesting that this resource, be found significant under item V(b)(2) of the Local Register that the resource is associated with the life of a person important to the history of San Diego County (master architects); and item V(b)(3) of the Local Register that identifies a resource as significant if it embodies the distinctive characteristics of a type or period, San Diego region, the Spanish Revival style.
ITEM 4- La Flecha House, Rancho Santa Fe, California, District 5
Description: The Rancho Santa Fe Historical Society owns and operates from the Lillian Rice designed La Flecha House (National Register of Historic Places). The Society recently received a grant from the County of San Diego for building maintenance and improvements and would like a recommendation of approval from the HSB of the work.
The following DISCUSSION item has been placed on the agenda:
Old Survey 97 Report- Discussion regarding the possible nomination of the Old Survey 97 Road in Ramona as the historic connection between Santa Maria Valley and the San Pasqual Valley. A brief presentation will be given by historian Stephen Van Wormer on the historical documentation of the road over the past 200 years. This item is being brought to the HSB by John Degenfelder and the Ramona Trails Association.
The following PRESENTATION has been placed on the agenda:
Diane Welch, historian and author of “Lilian J. Rice: Architect of Rancho Santa Fe, California” will give a presentation on the works of Lilian J. Rice.

NOTE: The Historic Site Board function is to act as an advisory body to both the Planning Commission and the Board of Supervisors. The County of San Diego, Owner, invites sealed bids for (REBID) CONSTRUCTION OF SAN PASQUAL WATER WELL NO. 6 AND SYSTEM IMPROVEMENTS; PROJECT NO. 1012959; (BID No. 4454).

Sealed bids will be received at the Office of Purchasing and Contracting, 10089 Willow Creek Road, Suite 150, San Diego, California, 92131, until 2:00 p.m. on MAY 04, 2010, at which time they will be publicly opened and read aloud. Contract documents (including reduced Plans only, Specifications and Proposal Forms) are available to be downloaded, free of charge, from the Department of Purchasing and Contracting BuyNet website at: http://buynet.sdcounty.ca.gov/.
A non-mandatory site visit is scheduled for 4/20/10 at 9:00 a.m. The Contractor shall possess, at the time of submitting the bid, a California contractor's license, Classification A, General Engineering Contractor, and/or C-57, Well Drilling Contractor. C-57 license is required for construction of the water well. The cost of construction is estimated to be from $200,000 to $225,000. Bid security of no less than 10% required at time of bid. Successful bidder shall provide Payment and Performance Bonds for 100% of the contract amount. Prevailing Wage rates apply. The County of San Diego, Owner, invites qualified Contractors to submit Statements of Qualifications (SOQ) to ESTABLISH A PRE-QUALIFIED LIST OF CONTRACTORS TO PERFORM EMERGENCY REPAIRS AND/OR CONSTRUCTION SERVICES; (RFSQ 4433).

Submittals will be received at the Office of Purchasing and Contracting, 10089 Willow Creek Road, Suite 150, San Diego, California, 92131, until 4:00 p.m. on APRIL 28, 2010. No pre-qualification conference is scheduled for this procurement. Request for Statement of Qualifications documents are available for download from the County Buynet site, http://buynet.sdcounty.ca.gov or obtained at no charge from the Office of Purchasing and Contracting 10089 Willow Creek Road, Suite 150, San Diego, CA 92131. Contractor must possess the appropriate California Contractor license(s) for the any list(s) submitting qualifications for. The County intends to award contracts from pre-qualified lists immediately following disasters, accidents or other events which threaten, damage or destroy public facilities. It is the County's intent to establish seven (7) pre-qualified lists of various areas of expertise. Contractors must demonstrate expertise in one or more of the seven (7) areas; Metal Beam Guardrail/Fencing, Earthwork/Slope Repair/Shoring/Hydroseeding/K-Rail, Bridge/Structure Construction/Temporary Structures, Culverts/Drainage, Wet Utilities/Water/Wastewater, Road Construction/Paving, and Debris Removal (see Buynet for details). Contractors will be required to maintain bonding capacity as specified in the RFSQ. Projects may be “public work” and subject to Prevailing Wage rates.
