NOTICE IS HEREBY GIVEN that Southwestern Community College District of San Diego County, California, acting by and through its Governing Board, hereinafter referred to as the “DISTRICT” will receive up to, but no later than two o'clock 2:00 p.m. of the 21 day of April 2010, sealed bids for the award of a contract for Southwestern College:

Bids shall be received in the office of the Program Manager; Seville Construction Services at Southwestern College, Room 1631, located at 900 Otay Lakes Road, Chula Vista, CA 91910, and shall be opened on the date and at the time listed above.
Each bid must conform and be responsive to the contract documents, copies of which will be available after April 8th, 2010 at Chula Vista Blueprint 26 Broadway, Chula Vista, CA 91910 (619) 420-5500. A $150.00 refundable deposit will be required. Deposit will be retuned upon receipt of complete, undamaged contract documents. Documents can also be viewed, printed, or purchased from Chula Vista Blueprint's Online Plan room at the following web address: www.chulavistablueprint.com/ and click on View Bid List; A deposit is not required for online viewing and/or self printing.
Each bid shall be accompanied by the security referred to in the contract documents, the non-collusion affidavit, the list of proposed subcontractors, and all additional documentation required by the Instructions to Bidders.
The successful bidder shall file a payment bond issued by an admitted Surety approved to conduct business in the State of California approved by the District in the form set forth in the contract documents.
The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding.
The Director of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the contract, which will be awarded to the successful bidder, copies of which are on file and will be made available to any interested party upon request at Southwestern Community College. It shall be mandatory upon the Contractor to whom the contract is awarded, and upon any subcontractor under him, to pay not less than the said specified rates to all workers employed by them in the execution of the contract.
Minority, women, and disabled veteran contractors are encouraged to submit bids. This bid is subject to Disabled Veteran Business Enterprise (DVBE) goal requirements.
This contract is subject to a labor compliance program, as described in subdivision (b)of section 1771.5 of the Labor Code.
Each bidder shall be a licensed contractor pursuant to the California Business and Professions Code Section 7028.15 and Public Contract Code Section 3300, and shall be licensed in the following classification: B, C10, C20, C21, ASB/HAZ. Any bidder not so licensed at the time of the bid opening will be rejected as non-responsive.
Contractors shall have been in business under the same name and California contractor's license for a minimum of three (3) continuous years prior to bid opening.
Contractors shall provide a minimum of three (3) references for projects similar in scope, size and schedule, which have been successfully completed in the state of California in the last twelve (12) months.
A MANDATORY bidders conference will be held at Southwestern Community College, 900 Otay Lakes Road, Chula Vista 91910 on Thursday, April 15th, 2010 in Building 330, Room 335 at 1:00 PM for the purpose of acquainting all prospective bidders with the bid documents and the work site.
No bidder may withdraw his bid for a period of Sixty (60) days after the date set for the opening of bids.

Bids shall be received in the office of the Owner in Suite 310 at the SAN DIEGO COMMUNITY COLLEGE DISTRICT, 3375 Camino del Rio, South, San Diego, California, 92108 and shall be opened and publicly read aloud at the above stated time and place.
Each bid must conform and be responsive to the contract documents. Plans, specs & addenda will be distributed electronically after April 7, 2010, using the MySmartPlans project dashboard software from A/E Scantech, 7150 Engineer Rd, San Diego, CA 92111, (858)495-0727. The MySmartPlans software installer can be downloaded at https://mysmartplans.com/rg/sdccd/mesadesign.The dashboard is used as an information and update tool throughout the bidding process, so open it daily. In addition, email alerts will be sent to registered planholders notifying them of the project updates. Prints may be ordered from within the dashboard under the “Order Prints” button
As a condition of bidding and in accordance with the provisions of Section 20651.5 of the California Public Code and Section 20101 of the California Local Agency Public Construction Act, the District is requiring prequalification of all contractors wishing to submit bids on the project in excess of $500,000. A contractor must have, at the minimum, initiated the prequalification process in order to be eligible for this bid. This process can be initiated at the following link: http://www.sdccdprops-n.com/Prequalification.aspx. Please have pre-qualifications submitted no later than April 20, 2010 to allow for prequalification processing and notification.
Each bid shall be accompanied by the security referred to in the contract documents, the non-collusion affidavit, the list of proposed subcontractors, and all additional documentation required by the Information for Bidders.
In contracts involving expenditure in excess of $ 25,000.00, the successful bidder shall file a payment bond issued by an admitted Surety approved to conduct business in the State of California approved by the District in the form set forth in the contract documents per Civil Code section 3247(a)) and may be required for contracts involving smaller expenditures at the option of the Owner.
The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding.
A Mandatory Pre-Bid Walk will be held as follows: Friday April, 16, 2009 at 3:00 p.m, PST. The meeting will commence at the South entrance to the project site, on the North side of Parking Lot #4 between the Z600 and Z200 Buildings between Armstrong Street and Mesa College Circle, at 7250 Mesa College Drive, San Diego California 92111. Bidders are forewarned that parking on Campus is on a first come, first serve basis and as such can be limited. Please park in Lot 4, SDCCD has indicated that parking tickets issuing will be suspended between 2:00 and 4:15 p.m. PST. The site visit is mandatory and should a bidder not attend, they will not be allowed to bid as it is a material requirement of the contract. Bidder sign in-sheet will be provided at the Pre-bid meeting.
The lowest responsive bid will be determined solely on the lowest base contract bid. Even if alternate bids are sought by the District, the lowest responsive bid will be based solely on the lowest base contract bid.

Notice is hereby given by the Southwestern Community College District of San Diego County, California, hereinafter referred to as the District, acting by and through its Governing Board, will receive up to, but not later than 3:00 p.m. on the 13th day of May 2010, responses to this Request for Proposal (RFP) for Construction Management @ Risk at Southwestern Community College.
Responses shall be received in the office of the Program Director, Henry Amigable, Room 1681, at 900 Otay Lakes Road, Chula Vista, CA 91910, on the date and at the time stated above.
There will be a mandatory pre-proposal meeting at 3:00 p.m. on April 26th, 2010 at 900 Otay Lakes Road, Chula Vista, CA 91910, Student Union Building (East). Please arrive early due to limited seating. Doors closed at 3:10pm. No parking permits required.
