Notice is hereby given that a public hearing will be held by the Council of the City of San Diego on April 25, 2006, at the hour of 10:00 a.m. in the Council Chambers of the City Administration Building, 202 C Street, 12th floor, San Diego, California, to consider the adoption of Ordinance No. O-2006-106 to approve an amendment to the Master Agreement for depository and disbursement services between the City of San Diego and Bank of America to extend its termination date to a date no later than December 1, 2007.
At such hearing all persons interested shall be given an opportunity to be heard and said hearing may be continued from time to time as may be determined by the City Council. The decision of the City Council as to the adoption of the above ordinance as described above shall be final and conclusive.
This item may begin at any time after the time specified. Any interested person may address the City Council to express support or opposition to this issue. Time allotted to each speaker is determined by the Chair and, in general, is limited to three (3) minutes; moreover, collective testimony by those in support or opposition shall be limited to no more than fifteen (15) minutes total per side.
Those unable to attend the hearing may write a letter to the Mayor and City Council, Attention: City Clerk, City Administration Building, 202 "C" Street, San Diego, CA 92101 3862, Mail Station 2A; or you can reach us by E-mail at: Hearings1@sandiego.gov or FAX: (619) 533-4045. All communications will be forwarded to the Mayor and Council.

The City of San Diego Land Development Review Division has prepared a draft Addendum to an Environmental Impact Report for the following project and is inviting your comments regarding the adequacy of the document. Your comments must be received by April 28, 2006 to be included in the final document considered by the decision-making authorities. Subject: Amendments to the Land Development Code Condominium Conversion Regulations. This action addresses City Council Approval of changes to the condominium conversion regulation in the City of San Diego's Land Development Code. If the amendments are approved, the regulations would provide relocation assistance to all tenants displaced as a result of conversion; improve the noticing requirements; require minimum parking standards; and require onsite inclusionary housing for projects of ten or more units. Additional related minor changes to the ordinance are also proposed. Regarding Government Code Listings of hazardous waste sites, no individual site is addressed in this document, as the action involves amendments to the Land Development Code.

The draft Addendum to the EIR concludes that the project would not result in significant environmental impacts beyond those identified in EIR No. 96-0333. The EIR concluded that the project would result in significant environmental impacts in the following areas: land use, biological resources, landform alteration, historical resources, paleontological resources, human health and public safety, soils/erosion hazard, air quality, hydrology/water quality, and transportation/circulation.
