SCOPE OF WORK:
The San Diego County Water Authority is seeking proposals from qualified firms to provide for construction management and inspection services for the Mission Trails Projects, which include the Mission Trails Flow Regulatory Structure II and the Mission Trails Pipeline Tunnel and Vent Demolition Project. The proposed site for the Flow Regulatory Structure II project is a parcel currently owned by the San Diego Unified School District within the boundaries of Mission Trails Regional Park. The site is northeast of the existing Flow Regulatory Structure. The pipeline tunnel will be constructed between two sections of the Second Aqueduct in the same area with a northwest to southeast alignment. The primary access to the project site by all contractors and staff, including material deliveries, shall be via Clairemont Mesa Boulevard. This entrance, at the end of Clairemont Mesa Boulevard, will also be the location of the project site office. Other access during various stages of the tunneling may be via Portobelo Drive, Calle De Via, and Mission Gorge Road. The Projects include:
Mission Trails Flow Regulatory Structure II - The Flow Regulatory Structure II consists of a buried 12 million gallon tank located in Mission Trails Regional Park within the City of San Diego. The Flow Regulatory Structure II is divided into two, 6 million gallon basins constructed of cast in place reinforced concrete. Site piping includes inlet and outlet valve vaults with pipelines connecting the tanks to the Second San Diego Aqueduct and an overflow pipeline. An access building on top of the structure provides access to the water surface, ventilation for filling and draining the reservoir, and encloses the instrumentation and controls.

Mission Trails Pipeline Tunnel and Vent Demolition Project - The project involves the construction of approximately 4,825 feet of 96 inch pipeline by tunnel methods between Fortuna Ridge at the western boundary of the Mission Trails Regional Park between the Highway 52 and Mission Gorge Road. The project also consists of the demolition of the above ground portion of a series of vents and blow offs on the existing abandoned pipelines. This project will provide for future increased untreated water demands and storage capacity for Central and South San Diego County. Construction of the pipeline will relieve a “hydraulic bottleneck” in the system by combining the existing Pipelines 3 and 4 into a single pipeline to transmit untreated water through the proposed Mission Trails Flow Regulatory Structure II. The pipeline is designed as a pressure pipeline with an impermeable lining in two separate tunnels.
Work generally consists of construction management, quality management, change control, claims prevention, contracting, material testing, fabrication inspection, survey, and contract administration for all aspects of the scope of work described in the Request for Proposals in order to facilitate completion within budget, on schedule, and in compliance with all requirements throughout the completion of all construction contracts for the Mission Trails Projects.

SMALL CONTRACTOR OUTREACH AND OPPORTUNITIES PROGRAM:
The Water Authority's Small Contractor Outreach and Opportunities Program is designed to maximize participation of diverse, qualified, small contractors and material suppliers seeking to do business with the Water Authority. Effective implementation of SCOOP is a requirement of the project and award of a contract will be determined, in part, by the Contractor's demonstrated effort in conducting effective outreach to small contractors. Failure to comply with the requirements herein shall render the Respondent as non-responsive.

The County of San Diego, Owner, invites sealed bids for CONSTRUCTION OF LOS COCHES CREEK SEWER IMPROVEMENTS, (RFB 1396). Sealed bids will be received at the Office of Purchasing and Contracting, Lobby Front Desk, County Operations Center, 5555 Overland Avenue, Suite 1111 (Bldg 11), San Diego, California, 92123-2149, until 2:00 p.m. on May 11, 2006, at which time they will be publicly opened and read aloud. The Contractor shall possess, at the time of submitting the bid, a California contractor's license, Classification A, General Engineering Contractor, or a Classification C-34, Pipeline Contractor. An inspection of the project construction area is scheduled for 10:00 a.m. on April 27, 2006. Contractors are to assemble at the driveway to the Rancho Los Coches RV Park on Highway 8 Business (Business Route 8), approximately 0.4 miles east of Los Coches Road (Thomas Guide 1232, G6). Work to be Done consists in general of replacement of an existing sewer pipeline with an 18" polyvinyl chloride sewer pipeline and includes earthwork, including rock excavation, temporary sewer by-pass system, manhole construction, placement of cellular concrete mats and concrete armor units for permanent erosion protection, traffic control and detour signing, preparation of stormwater pollution prevention plan and implementation of water pollution control measures. The project is located in the vicinity of Lakeside. The cost of construction is estimated to be from $700,000 to $900,000. Contract Documents, including reduced Plans only, Specifications and Proposal Forms, may be examined or purchased for the sum of $23 per set at the County of San Diego, Department of Purchasing and Contracting, Cashier, Building 11 (MS O32), County Operations Center, 5555 Overland Avenue, Suite 1111, San Diego, CA 92123-1249. Full-size plans may be obtained at the Dept of Purchasing and Contracting, referenced above, at an additional cost of $7 per set. Only complete sets of full-size plans will be sold. Full-size plans will not be sent to full-size plan holders when plans are revised and issued as addenda unless re-ordered. Only revised reduced plans will be issued as necessary with addenda. Full-size plans will contain only the revisions made to the plans at the time of issuance. Make checks payable to County of San Diego; no refund will be made. All prices include tax. The County of San Diego, Owner, invites sealed bids for CONSTRUCTION OF STAGE COACH LANE IMPROVEMENTS, (RFB 1406).
