 As a property owner, tenant or person who has requested notice, you should know that the Planning Commission will hold a public hearing to approve, conditionally approve, or deny an application for a Site Development Permit, Southeastern San Diego Development Permit and Southeastern San Diego Historic Permit for the relocation, rehabilitation and reuse of a historic resource, #887 Stephen B. and Fannie Marks House, from its current location in the East Village Subarea of the Centre City Planned District at 1037 15th Street to 2644 Island Avenue in the Grant Hill Park Historic District in the Southeastern San Diego Planned District on portions of a 0.35 acre site in the MF-3000 Zone of Southeastern San Diego Planned District within the Southeastern San Diego Community Plan.
 The decision of the Planning Commission is final unless the project is appealed to the City Council.  In order to appeal the decision of the Planning Commission you must be present at the public hearing and file a speaker slip concerning the application or have expressed interest by writing to the Planning Commission before the close of the public hearing.  See Information Bulletin 505 “Appeal Procedure”, available at or in person at the office of the City Clerk, 202 "C" Street, Second Floor.  The appeal must be made within 10 working days of the Planning Commission decision.  If you wish to challenge the City's action on the above proceedings in court, you may be limited to addressing only those issues you or someone else have raised at the public hearing described in this notice, or written in correspondence to the City at or before the public hearing.

Barrio Logan Redevelopment
Project Area Committee (PAC) Election

Date: May 19, 2010, from 6:00 p.m. to 8:00 p.m.

On Wednesday, May 19 2010, the Redevelopment Agency of the City of San Diego (Agency) will hold a PAC Election to fill vacancies on the Barrio Logan Project Area Committee (PAC). The PAC is a 13 member advisory board that consults and advises the Agency on policy matters that may potentially impact residents of the community. Public polls shall open at 6:00 p.m. and close at 8:00 p.m. The PAC election shall take place at the Barrio Station Theater, located at 2175 Newton Ave., San Diego, CA 92113. Interested individuals are encouraged to participate in the PAC process as voters and/or as candidates.

Eligible candidates must be eighteen (18) years of age or older and must reside, own property, operate a business, or be a representative of an existing community organization within the Project Area. To qualify, candidates must submit a PAC application, including proof of age, residency or business/property ownership or representation status from a community organization serving the area. Additionally, pursuant State Law, PAC members shall be required to file an annual conflict-of-interest form. PAC applications will be available at the Redevelopment Agency Office located at 1200 Third Avenue, Suite 1400, San Diego, CA 92101. Completed PAC applications must be received by the Agency by Friday, May 14, 2010, at 5:00 p.m.

There will be seven seats open for election, they include: Business Owner (2), Residential Tenant (2), Owner Occupant (2), and Community Organization (1).

The following are some of the documents that may be used to prove eligibility depending on the category:
€ California driver's license or identification card
€ Lease, rental agreement or rent receipt
€ Deed to real property
€ Property tax bill
€ Current Business License or most recent utility bill
€ Business stationary or business card
€ Several proofs showing that you have been selected by an eligible
local community organization as its representative
€ Any other documents or materials that the Redevelopment Agency may deem necessary

Eligible voters must complete a Certification of Eligibility to Vote form and present evidence of age and proof of residency, business/property ownership or representation status from a community organization in the area. Certification of Eligibility to Vote forms shall be available at the PAC election on May 19, 2010, beginning at 6:00 p.m. The polls shall close at 8 p.m.

La Agencia de Reurbanización de la Ciudad de San Diego (“La Agencia”) tendrá una elección el Miércoles, 19 de Mayo del 2010 para elegir los miembros del Comité de la Zona del Proyecto (PAC) de Barrio Logan. El PAC consista de 13 miembros y aconseja la Agencia sobre asuntos que afectan los residentes de la comunidad. Las casetas de votación estarán abiertas a las 6:00 p.m. y se cerrarán a las 8 p.m. La ubicación para las elecciones esta en el Auditorio de Barrio Estación, localizado en 2175 Avenida Newton, San Diego, CA 92113. Se les sugiere a todos los miembros interesados de la comunidad que participen en el proceso del PAC como votantes y/o candidatos.

Candidatos elegibles deben de ser mayores de edad (mínimo 18 años) y deben residir dentro de la Zona del Proyecto, ser dueños de propiedad, operar un negocio, o ser representante de una organización comunitaria existente dentro de la Zona del Proyecto. Para calificar, candidatos deben someter una solicitud, incluyendo comprobantes de edad, residencia, propiedad/negocio o como representante de una organización comunitaria que sirve dentro de la Zona del Proyecto. Según la Ley Estatal, se va requerir que todos los miembros del PAC sometan anualmente una forma de conflictos de interés económico.  Project Description:   Site Development Permit to demolish one single dwelling unit and construct two single dwelling units.  Lot 1 is approximately 0.977-acres and would be developed with a 6,241-square-foot, two-story with basement residential structure and a 693-square-foot companion unit.  The south half of Lot 7 is approximately 5.08-acres and would be constructed with a 6,718-square-foot single-story with basement residential structure. The project would also construct various associated site improvements (i.e. pool/cabana, retaining walls, hardscape and landscaping).  The combined 6.05-acre project site is located at 4210 Dakota Drive in the RS-1-1 (Residential-Single Unit), RS-1-7 (Residential-Single Unit), and the Clairemont Mesa Height Limit Overlay Zones within the Clairemont Mesa Community Plan area..  The site is not included on any Government Code listing of hazardous waste sites.
