Notice is hereby given that the Facilities Development Department of the San Diego County Regional Airport Authority (the “Airport Authority”) will receive sealed bids at 2320 Stillwater Road, San Diego, California, until 2:30 P.M. on May 15, 2013 for:

The magnitude of this work is in the range of $9,500,000.00. The bidder must possess a valid California State Contractors License, classification A at the time the contract is submitted.

This project includes construction of a parking facility with hot mixed asphalt pavement, grading, demolition, street improvement, signal modification, lighting, revenue control system, fence, communication and security system, storm water quality, detention and storm water conveyance facilities, water, sanitary sewer and gas service lines, electrical transformer, switch and meter, landscape, hardscape, irrigation and relocation of the management trailers from existing San Park Parking and all other items as shown on the drawings and specified in the specifications.

A non-mandatory prebid conference will be conducted at 10:00 A.M. on April 24, 2013, in the PSA Conference Room, San Diego, California. At the end of the conference, interested parties may visit the job site or, if indicated in the Special Conditions, make an appointment to visit the site. This will be the only job site tour given, please ensure your attendance. Failure to visit the job site shall be grounds for denial of claims for changed conditions.

All questions relating to the bid specs/drawings shall be in writing and shall be directed towards the Procurement Department. Questions will be received until 5:00 P.M. on May 1, 2013. In accordance with the provisions of the California State Labor Code, the Airport Authority has obtained the general prevailing rate of wages (which rate includes employer payments for health and welfare, vacation, pension and similar purposes) applicable to the work to be done, for straight time, overtime, Saturday, Sunday and holiday work. All labor employed on this project shall be paid no less than such minimum rates of wages.

It is the practice of the Airport Authority that certified Disadvantaged Business Enterprises (DBEs) shall have the maximum opportunity to participate in the performance of Airport Authority contracts. Certified DBEs with qualifying experience are encouraged to respond to the request for proposals/bids/quotes, etc.

SDCRAA Policy 5.14 - Small Businesses, Local Business, and Service Disabled Veteran-Owned Small Business Goal and Preference Program applies to this Contract.

A. Small Business - A profit-making corporation, sole proprietorship, or partnership that:

(1) is enrolled in the Authority's Bonding and Contract Financing Assistance Program which requires verification by staff that the firm meets Small Business Administration (SBA) size standards, or

(2) a business concern that is certified as a disadvantage business enterprise (DBE) by the California Unified Certification Program, or

(3) possesses valid certification issued by an agency, approved by the Authority, that verifies the firm is within the SBA size standards, or

(4) is an airport concessionaire that provides evidence that its business size is within standards established under 49 CFR Part 23, Section 23.33.

Small Business goal established for this Contract is Forty One percent (41%)

B. Local Business: A firm is considered a local business, if a firm meets all of the following criteria: (1) have a valid business certificate issued by San Diego County, or a valid business license issued by a city within San Diego County; (2) twenty-five percent (25%) of the workforce based in the local office must reside in San Diego County; and (3) be headquartered or have a physical commercial address located within the limits of San Diego County for a minimum of 6 months prior to the release of a solicitation for which a business responds as a local business participant. (U.S. Post Office boxes are not verifiable and shall not be considered for the purpose of this definition).

Local Business goal established for this Contract is Zero percent (0%)

C. Service Disabled Veteran-Owned Small Business (SDVOSB): A firm is considered a SDVOSB if at least 51 percent of the shares or stock or other equitable securities are owned by one or more persons who are service-disabled veterans and included in the “VetBiz Registry” maintained by the United States Department of Veteran Administration (DVA) or any subsequent database preferred by the DVA.

SDVOSB goal established for this Contract is Three percent (3%).

Bidder shall file the bonds as required by the Contract and Civil Code section 3247. The provisions of Public Contract Code section 22300 apply to this Contract.

Bidders are hereby notified that the successful Bidder will be required to provide insurance in accordance with Section 1C-6.1, “Contractor's Insurance,” of the General Conditions. For work on the Airport Operations Area (AOA) as defined herein, the required limits of insurance coverage are increased for work performed on non-AOA projects and subject to the Airport Authority's Owner Controlled Insurance Program (see the applicable section of the General Conditions). The Contractor shall be required to provide insurance in addition to the Owner Controlled Insurance Program.

A Notification Regarding Environmental Conditions has been included as Appendix 5 in the project specifications. This notification will serve as the Airport Authority's disclosure regarding potential hazardous materials that may be encountered during grading, excavation, trenching, and/or other ground penetration.

The magnitude of this work is in the range of $565,785.00. The bidder must possess a valid California State Contractor's License, classification B, at the time of contract award. The Contractor shall also be certified by the Environmental Protection Agency as a Renovation Firm as defined by 40 CFR 745, Subpart E § 745.89 - Firm Certification at the time of contract award.

In addition, the contract work includes removal and disposal of asbestos-containing building materials. Bidder is not permitted to perform any asbestos-related work unless bidder possesses a California State Contractor's License and is certified pursuant to Section 7058.6 of the California State Business and Professions Code. If a certified subcontractor is used, the subcontractor's license and certification number shall be submitted by the bidder within the Bid Package Proposal.

Phase 6 Group 12B of the Quieter Home Program involves sound attenuation improvements for certain residences around San Diego International Airport. The project includes 26 dwelling units located on 7 residential properties.

Sound attenuation improvements may include, but are not limited to, replacement of windows and exterior doors, finely detailed, field-executed finish carpentry, added insulation and improvements to add air conditioning, ventilation, and electrical systems.
The work will include the demolition and modification of existing construction to install new windows and doors and, in some cases, may require temporary weatherproof closures.

This project includes treatment for non-historic units. Contractors wishing to bid this Project must demonstrate a minimum of three (3) years successful experience in residential sound attenuation projects or a minimum of five (5) years successful experience in residential remodeling or renovation projects of equal scope.

A mandatory prebid conference will be held at 2:00 p.m. on April 25, 2013, in the Conference Room at the Quieter Home Program office located in the Liberty Station Complex at 2722 Truxtun Road, San Diego, California, 92106. At the end of the conference, there will be a mandatory visit to the job site to tour a small number of homes that are representational of the overall scope of the anticipated work.
