Notice is hereby given that the San Diego Unified School District, acting by and through its governing board, will receive sealed bids for the furnishing of all labor, materials, transportation, equipment, and services to:

RETROFIT WALK-IN FREEZER AND COOLER BOXES
AT WILSON MIDDLE SCHOOL

A mandatory site visit is scheduled for 9:00 a.m. on APRIL 25, 2013
outside the main office of Wilson Middle School, 3838 Orange Avenue, San Diego, CA 92105. PLEASE SEE BID FOR DETAILS. (No.CC-13-0966-57)

All bids must be received at or before 1:00 p.m. on MAY 8, 2013, at the Strategic Sourcing and Contracts Department, 2351 Cardinal Lane, Bldg. M, San Diego, CA 92123, at which time bids will be publicly opened and read aloud.

The project estimate range is between $25,000 and $35,000. This is not a PSA project. The District requires that Bidders possess any of the following classification(s) of California State Contractors License(s), valid and in good standing, at the time of bid opening and contract award: C-38.

All late bids shall be deemed non-responsive and not opened. Each bid shall be in accordance with all terms, conditions, plans, specifications and any other documents that comprise the bid package. All bids shall be submitted on bid forms furnished by the District in the bid package that may be obtained from ARC Global Document Management, 1200 4th Avenue (4th and B Street), San Diego, CA 92101, phone number 619-232-8440, beginning April 16, 2013. A deposit (checks only) of $100 for each bid package is required and checks shall be made payable to the San Diego Unified School District. The deposit is refundable according to the conditions outlined in the bid package. Contractors may purchase CD's for $50 (non-refundable check only). Bid packages will not be faxed.

As of January 1, 2012, the San Diego Unified School District no longer administers the in-house Labor Compliance Program for all new construction projects. Prevailing wage requirements will still apply to all public works projects and must be followed per Article 18 of the General Conditions of this bid.

WAGES: The Director of the Department of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this public work is to be performed for each craft, classification, or type of worker needed to execute the contract. Copies of that determination are available at the District's Labor Compliance Office for interested parties upon request; or may be found on the internet at: http://www.dir.ca.gov/DLSR/PWD. It shall be mandatory upon the contractor to whom this contract is awarded and upon any subcontractor under him to pay not less than the said specified rates to all laborers, workmen, and mechanics employed by them in the execution of the contract.

DISABLED VETERAN BUSINESS ENTERPRISE PARTICIPATION PROGRAM: Pursuant to Resolution In Support of Service Disabled Veterans Owned Businesses (SDVOB) and Disabled Veteran Business Enterprises (DVBE) approved on May 10, 2011 by the Board of Education, the Bidder is required to satisfy a minimum DVBE participation percentage of at least three percent (3%) for this project. In compliance with this Program, the Bidder shall satisfy all requirements enumerated in the bid package.

Each bid must be submitted on the Bid Form provided in the bid package and shall be accompanied by a satisfactory bid security in the form of either a bid bond executed by the bidder and Surety Company, or a certified or cashier's check in favor of the San Diego Unified School District, in an amount equal to ten percent (10%) of their bid value. Said bid security shall be given to guarantee that the Bidder will execute the contract as specified, within five (5) working days of notification by the District.

The District reserves the right to reject any and all bids and to waive any irregularities or informalities in any bids or in the bidding. The San Diego Unified School District owns a parcel of land (APNs 423-653-01, 423-654-01 and 423-657-01) known as the Mission Beach Center property, located at 818 and 825 Santa Barbara Place in the City of San Diego, County of San Diego, California 92109. The property is zoned Mission Beach Planned Development R-S.

The Board of Education, on January 22, 2013, approved a Resolution of Intention to Sell the above property in accordance with Education Code §17466. The Board of Education has set a minimum bid of $11,000,000.00 for the property. Written bids will be opened on Wednesday, May 1, 2013 at 10:30 a.m. at the 4100 Normal Street, Annex 9, Testing Room, San Diego, CA 92103 followed by an oral auction.

Revision Overview:
As of April 12, 2013, the district modified the Purchase and Sale Agreement to remove language from the Due Diligence section of the original Purchase and Sale Agreement. The revised Purchase and Sale Agreement cover page begins with “Revised April 12, 2013.” Addendum No. 1 to the Revised Purchase and Sale Agreement, which specifies the exact language which was removed, will be required to be initialed by each bidder or the bid will be considered non-responsive.
