The City of San Diego seeks the services of a planning consultant (team) to develop Phase I of a mobility plan that balances the needs of and integrates pedestrian, transit, vehicular, and bicycle travel, as well as parking, along the major corridors of San Diego's San Ysidro community. The goals for the mobility study will include identification of strategies and improvement measures that improve traffic circulation, address parking demand, and promote walkability, bicycling, and improved accessibility to transit use for residents, visitors, and business people. The goals will also include enhancing the image of the community with recommendations for streetscape design, including street trees and public amenities.

It is the policy of the City of San Diego to encourage equal opportunity in its professional services contracts. Toward this end, proposals from small businesses, disabled-owned businesses, women-owned businesses, firms owned by African-American, Native American, Asian-Americans, Filipinos, and Latinos, and local firms are strongly encouraged to submit. Prime consultants are encouraged to subcontract or joint venture with these firms. The City endeavors to do business with firms sharing the City's commitment to equal opportunity and will not do business with any firm that discriminates on the basis of race, religion, color, ancestry, age, gender, disability, medical conditions, or place of birth.
