SCOPE OF WORK:

The San Diego County Water Authority is requesting proposals from qualified firms to provide design of the San Vicente Dam Raise Project. The existing San Vicente Dam, located near Lakeside, an incorporated community of San Diego, California, was constructed in 1943 for water supply purposes by the City of San Diego, the owner and operator of the dam and reservoir. The existing San Vicente Reservoir has a capacity of approximately 90,000 acre-feet. The dam is a conventional concrete gravity dam founded on bedrock. It has a structural height of 220 feet, and a crest length of 963 feet. The spillway consists of a 275-foot long uncontrolled ogee-crest overflow section near the center of the dam.
The dam raise design and construction must be integrated with existing conveyance systems at the site. The City of San Diego system consists of gravity flow pipelines, which must remain operational during the dam raise construction. The Water Authority system consists of a pump station, surge control facility, and associated network of pipelines.
The Water Authority is responsible for design and construction of the dam raise, and will obtain rights to the additional reservoir capacity created by the raise. The City of San Diego retains ownership and operation of the dam and reservoir, and also obtains increased flexibility in the use of their existing storage capacity.
Conveyance facilities will be constructed at the San Vicente site by the Water Authority prior to dam raise construction. These facilities consist of San Vicente Reservoir Interconnect Pipeline, San Vicente Pump Station, San Vicente Surge Control Facility, San Vicente to Second Aqueduct Pipeline, and San Vicente Interconnect Pipeline to the Moreno-Lakeside Pipeline.
The main facilities associated with the San Vicente Dam Raise Project consist of a raised dam structure and associated inlet/outlet works, downstream control facility; pipeline to connect the downstream control facility to San Vicente Reservoir Interconnect Pipeline; two saddle dams; relocated marina recreation facilities; and access roads to the dam crest, relocated marina, and First Aqueduct Diversion Structure. In addition, facilities will be constructed to replace the function of the City of San Diego's Bypass Pipeline connection to the terminus of the First Aqueduct.
The scope of work is divided into five primary phases: Phase I Preliminary Design, Phase II - Final Design, Phase III - Public Bidding Services, Phase IV - Construction Support Services, and Phase V - Initial Filling and Monitoring Services. Phase I and Phase II are further subdivided to define important milestone deliverables and allow appropriate reviews of the design work at key stages by the Water Authority, City of San Diego, and the California Department of Water Resources Division of Safety of Dams. It is currently anticipated that the key Phase I milestones will be at 10 percent and 30 percent design completion and that key Phase II milestones will be at 60 percent and 90 percent design completion, followed by Final Design.
Each phase will be separately authorized in writing, completed, and accepted by the Water Authority prior to commencement of the following phase. Specific deliverables are required for each phase.
All work shall comply with requirements of federal and state laws, Water Authority requirements, professional engineering and industry standards, and other regulations related to design, construction, and operation of water storage facilities, marinas, and related features. All work shall comply with the Americans with Disabilities Act and Title 24. The work shall be adequate to gain the approval of the Water Authority and the California Department of Water Resources Division of Safety of Dam.

SMALL CONTRACTOR OUTREACH AND OPPORTUNITIES PROGRAM:
The Water Authority's Small Contractor Outreach and Opportunities Program is designed to maximize participation of diverse, qualified, small contractors and material suppliers seeking to do business with the Water Authority. Effective implementation of SCOOP is a requirement of the project and award of a contract will be determined, in part, by the Contractor's demonstrated effort in conducting effective outreach to small contractors. Failure to comply with the requirements herein shall render the Respondent as non-responsive.

The County of San Diego, Owner, invites sealed bids for CONSTRUCTION OF LOS COCHES CREEK SEWER IMPROVEMENTS, (RFB 1396). Sealed bids will be received at the Office of Purchasing and Contracting, Lobby Front Desk, County Operations Center, 5555 Overland Avenue, Suite 1111 (Bldg 11), San Diego, California, 92123-2149, until 2:00 p.m. on May 11, 2006, at which time they will be publicly opened and read aloud. The Contractor shall possess, at the time of submitting the bid, a California contractor's license, Classification A, General Engineering Contractor, or a Classification C-34, Pipeline Contractor. An inspection of the project construction area is scheduled for 10:00 a.m. on April 27, 2006. Contractors are to assemble at the driveway to the Rancho Los Coches RV Park on Highway 8 Business (Business Route 8), approximately 0.4 miles east of Los Coches Road (Thomas Guide 1232, G6). Work to be Done consists in general of replacement of an existing sewer pipeline with an 18" polyvinyl chloride sewer pipeline and includes earthwork, including rock excavation, temporary sewer by-pass system, manhole construction, placement of cellular concrete mats and concrete armor units for permanent erosion protection, traffic control and detour signing, preparation of stormwater pollution prevention plan and implementation of water pollution control measures. The project is located in the vicinity of Lakeside. The cost of construction is estimated to be from $700,000 to $900,000. The County of San Diego, Owner, invites sealed bids for CONSTRUCTION OF STAGE COACH LANE IMPROVEMENTS, (RFB 1406).
