The County of San Diego, Owner, invites qualified Contractors to submit Statements of Qualifications (SOQ) to ESTABLISH A PRE-QUALIFIED LIST OF CONTRACTORS TO PERFORM EMERGENCY REPAIRS AND/OR CONSTRUCTION SERVICES; (RFSQ 4433).

Submittals will be received at the Office of Purchasing and Contracting, 10089 Willow Creek Road, Suite 150, San Diego, California, 92131, until 4:00 p.m. on APRIL 28, 2010. No pre-qualification conference is scheduled for this procurement. Notice is hereby given that the Facilities Development Department of the San Diego County Regional Airport Authority (the “Airport Authority”) will receive sealed bids at 2320 Stillwater Road, San Diego, California, until 10:00 a.m. on May 6, 2010 for:
QUIETER HOME PROGRAM

All questions shall be in writing and shall be directed towards the Contracts Representative. Questions will be received until 3:00 p.m. on April 29, 2010. Phase 5 Group 7B of the Quieter Home Program involves sound attenuation
improvements for certain residences around San Diego International Airport. The project includes 100 dwelling units located on 20 residential properties. The project is a continuation to the work of a condominium community under a previous contract. All products used in this Contract are specified to “match existing.” Those products shall be of the same make, model, style, and color as that in place under the previous contract and are listed by name in the respective Divisions of the Special Provisions.
Sound attenuation improvements may include, but are not limited to, replacement of windows and exterior doors, finely detailed, field-executed finish carpentry, added
insulation and improvements to add air conditioning, ventilation, and electrical systems. The work will include the demolition and modification of existing construction to install new windows and doors and, in some cases, may require temporary weatherproof closures.
This project includes treatment for non-historic units. Contractors wishing to bid this Project must demonstrate a minimum of three (3) years successful
experience in residential sound attenuation projects or a minimum of five (5) years successful experience in residential remodeling or renovation projects of equal scope.
The magnitude of this work is in the range of $2,580,000.00. The bidder must possess a valid California State Contractors License, classification B, at the time of contract award.
Bids will be opened in public immediately following the time for receipt referenced above, in the PSA Conference Room at 2320 Stillwater Road, San Diego, California. No Bidder may withdraw a bid after the time and date set for bid opening.
A mandatory prebid conference will be held at 2:00 p.m. on April 22, 2010, at the
Point Loma Tennis Club, 2650 Worden Street, San Diego, California (refer to parking instructions below). An Authority representative will be present at the prebid conference to receive questions.
A job site tour of a small number of condominiums that are representational of the overall scope of anticipated work will immediately follow the conference; interested parties may join the tour. This will be the only job site tour given, please ensure your attendance.



Parking: Do not park within the Condo Complex. Suggested parking is on Valeta, Famosa, Polack, or Worden Streets. The Clubhouse is located next to the pool.

In accordance with the provisions of the California State Labor Code, the Airport Authority has obtained the general prevailing rate of wages (which rate includes employer payments for health and welfare, vacation, pension and similar purposes) applicable to the work to be done, for straight time, overtime, Saturday, Sunday and holiday work. All labor employed on this project shall be paid no less than such minimum rates of wages.
It is the practice of the Airport Authority that certified Disadvantaged Business Enterprises (DBEs) shall have the maximum opportunity to participate in the performance of Airport Authority contracts. Certified DBEs with qualifying experience are encouraged to respond to the request for proposals/bids/quotes, etc.
Bidder shall file the bonds as required by the Contract and Civil Code section 3247. The provisions of Public Contract Code section 22300 apply to this Contract.
Bidders are hereby notified that the successful Bidder will be required to provide insurance in accordance with Section 1C-6.1, “Contractor’s Insurance,” of the General
Conditions.
In the public interest, the Airport Authority reserves the right to reject any or all bids, or to waive any informality in a bid.
